Summary: The City had previously obtained easements across two properties in Concho
County currently owned by Michael Gully; Ted and Russ Weatherford and Cynthia Adkins for the
pipeline from the Hickory well field to San Angelo. With the final design of the system, the
alignment was moved to a different location on the two tracts. New easements have been
obtained for the final pipeline route and the original easements are no longer needed.
History: The easements are part of the original right of way obtained in the 1970’s and
1980’s for the Hickory Transmission Pipeline.

18. A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF
SAN ANGELO AUTHORIZING THE INTERIM CITY MANAGER

EASEMENT FOR WATER PIPELINE RELATING TO
REALIGNMENT OF THE HICKORY AQUIFER WATER SUPPLY
PROJECT WATER PIPELINE; AND, FINDING A PUBLIC
PURPOSE AND BENEFIT THEREIN
WHEREAS, the City of San Angelo acquired two easements for water pipeline across
certain real property in Concho County described in the easements: one dated December 11,
1978, and recorded in Concho County Real Property Records at Volume 125, Pages 128-130;
and the second dated July 11, 1980, and recorded in Concho County Real Property Records at
Volume 128, Pages 341-348; and,
WHEREAS; the planned right-of-way for the Hickory Aquifer Water Supply pipeline has
since been realigned and alternate right-of-ways have been secured from the current owners of
those parcels described in said water pipeline easements, rendering the described easements
abandoned for water pipeline purposes; and,
WHEREAS, the current property owners are entitled to release of the abandoned
easements, and abandonment of those easements is intended to accommodate the necessary
realignment of the right-of-way for the water pipeline; and,
WHEREAS, the City Council has determined that release of the described easements for
water pipeline in order to accommodate realignment of the right-of-way for the Hickory Aquifer
Water Supply Project water pipeline would be in the public interest and benefit:
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SAN ANGELO, TEXAS THAT:
All of the recitals hereinabove stated are found to be true and correct and are incorporated
herein and made a part of this resolution.
The City Council of the City of San Angelo, Texas, hereby determines that there is a

Consideration of adopting a Resolution authorizing the City Manager to apply for
and accept an Events Trust Fund state grant for the National Reined Cow Horse
Association 2012 Celebration of Champions in an amount up to $102,005, and
authorizing the Mayor or City Manager to execute related documents.
Summary: On behalf of the San Angelo Stock Show and Rodeo Association, the City has
received a state grant that will reimburse the SASSRA some of its costs related to the National
Reined Cow Horse Association’s 2012 Celebration of Champions, including rental fees for the use
of the Coliseum.
History: In August, the San Angelo Stock Show and Rodeo Association submitted a grant
application on the City’s behalf to the state Comptroller’s office seeking funding from the Texas
Events Trust Fund. (The SASSRA cannot apply directly for funding under the state law that
governs the trust fund.) The grant helps offset the SASSRA’s costs in hosting the National Reined
Cow Horse Association’s 2012 Celebration of Champions, which this year was Jan. 27 through
Feb. 5. (The cutting horse event is also known as the World’s Greatest Horseman.)
On Oct. 7, the Comptroller’s office notified the City the event had been awarded up to $87,935,
which must be matched by a local contribution of $14,070. The SASSRA will provide those
matching funds up front.
The SASSRA will submit to the Comptroller documentation of its expenses related to this year’s
event. Those costs are estimated to be in excess of $200,000. Reimbursements will be made
based upon the SASSSRA’s expenditures, and will be paid proportionally from state and local
funds. If any local funds remain after all obligations have been met, those would be returned.
This is the third straight year the Celebration of Champions has qualified for an Event Trust Fund
grant. Last year, the event received $110,967 from the fund, which the SASSRA matched with
$17,755. The state bases the grant amounts on its estimate of the incremental increase in tax
revenue the state will realize as a result of the event.
28. Financial Impact: Acceptance of the grant will reduce the SASSRA’s financial exposure by a
maximum of $87,935.
The City will realize $7,500 in rental revenue for the use of the Coliseum, which serves as a
warm-up facility for the competitors. (The actual competition occurs in the Spur Arena.) The first
two years the SASSRA hosted the event, it was not charged rent for the use of the Coliseum.
Because the SASSRA will provide the local match, the City will have no financial exposure in
accepting the grant.
According to an economic impact study performed in 2010 by Dr. Don Hoyte, the former
administrator of the Event Trust Fund, the total economic impact of the Celebration of Champions
approaches $3.8 million. According to the study, the event attracts 450 competitors, 40 NRCHA
personnel and event officials, and approximately 10,000 fans. Dr. Hoyte estimated the event
generates more than $71,000 in local hotel, sales, alcoholic beverage and car rental taxes.
The SASSRA last year signed a five-year extension with the NRCHA to continue hosting the
Celebration of Champions in San Angelo. That extension took effect when the prior three-year
agreement expired after the 2011 event.
Other Information/Recommendation: Staff recommends the Council accept the Events Trust Fund
grant, as does the San Angelo Stock Show and Rodeo Association.
If Council approves this item, staff will return with a budget amendment authorizing receipt of the grant
from the state and disbursement of it to the SASSRA.
