So many platforms! The important thing is to get a general grasp on each of them; you don’t need to be an expert on each. Plus, know your audience. What devices are they using?
Applications offer greater possibilities and you can use native functionality for that device (ex. GPS, camera, bluetooth, gestures, etc.).
Mobile web sites can be viewed on more devices and they are easy to build, but they offer less functionality.
So, consider the following for your project:
Audience
Learning materials
Functionality / media required (ex. GPS, camera, gestures, etc.)
LMS integration?
Budget
Security
And then decide…
