  2. Recognizing our responsibility as law enforcement agents, the city of Utopia believes every effort should be made to protect the citizens of Utopia and employees of the Utopia Police Department. We are committed to the ideals and practices of promoting policing responsibility through measures designed to: Promote good policing practice and policies amongst police personnel Promote the continued development of best practices throughout the community and police department Promote practices consistent with the United States Constitution, Federal and Local laws. Minimize the negative impact from citizens through a process of continual improvement in all policies and practices Participate in local initiatives to improve the quality of policing practices Implement a policy through a comprehensive plan with measurable goals and monitoring performance of the plan   The city of Utopia Police Department has developed policies on dealing with sexual harassment, discrimination, physical security, and personal protection. The policies have already been approved and will go into effect immediately. All employees are required to read the policies and pass an exam following reading the material. The Utopia Police Department intends to bridge the gap between the theory of police agents abiding by the law and the practice of police agents abiding by the law. These policies address privacy issues, public safety, and the law.
  3. The Utopia Police Department exists to preserve liberty, enhance the safety of the community and defend human dignity. We fight crime and the fear of crime by working with other law enforcement agencies and the members of the community to enforce laws, apprehend offenders, prevent criminal activity, and improve the quality of life for all the citizens of the city of Utopia (Philadelphia Police Department 2008).
  4. Our police exist to preserve law and order. Our standard of conduct is based on the ideas of right and wrong and motivated by the ideas of promoting decent morals and values throughout the department and community. This statement of ethics for police officers establishes broad standards to help police uphold the law in a manner consistent with the needs of the department and society (Philadelphia Police Department 2008). The police who earn badges bear the public trust and carry special powers. Their duties consist of protecting the safety and rights of the members of the community. They have the powers to investigate, abridge liberties, and use force. Police officers are not to use these powers for their own personal gain or profit. Police officers are also not allowed to accept any favors which endanger the public or benefit them personally. Officers are to uphold the laws and look to the Constitution for guidance (Philadelphia Police Department 2008). The officers of the department are to possess qualities which are above reproach. Common sense and compassion must be exercised when dealing with individuals. Officers are to protect citizens and themselves. They are not to put themselves in unnecessary danger and should remain physically fit. Our department provides the best support and training enabling officers to perform their duties in a sufficient manner. The policies, procedures, and penalties are clear, concise, and adequate (Philadelphia Police Department 2008).
  5. The integrity of officers is to be above reproach. Dishonest actions of one officer reflect poorly on the department and impair public confidence. Officers are to avoid temptation and corruption. Compromising reputations of oneself compromises the department and its reputation (Philadelphia Police Department 2008).
  6. Every citizen is allotted certain rights and privileges outlines in our Constitution and Federal and State laws. Officers of the Utopia Police Department are expected to enforce laws to all members of the community regardless of sex. Race, or economic status. Police are not to abuse the powers of searching, arresting, or use of force while carrying out their duties. Governments who disobey the laws cause disturbances which lead to chaos. We have been sworn to uphold not break the laws and must respect the rights of every individual in order to uphold the laws (Philadelphia Police Department 2008).
  7. Officers are confronted daily with situations where control must be exercised. Unfortunately when advice, warnings, and persuasion are not sufficient the use of force becomes necessary. Force should not be used unless all other alternatives have been exhausted or would be ineffective to control the situation. The department’s policies outline the guidelines for use of force. Often time’s situations lead to the use of force, which require making on the spot decisions. These decisions should be based on the policies set out by the department if possible (Philadelphia Police Department 2008).
  8. Effective policing relies on positive relationships between the community and law enforcement agencies. Courtesy leads to successful policing. Officers who are discourteous will run into resistance and contempt. The majority of the citizens are courteous and until courteous behavior is not an option it should be exercised (Philadelphia Police Department 2008).
  9. There is a zero tolerance policy towards sexual harassment. This is considered a serious offence. Sexual harassment is a form of sex discrimination, which is prohibited under state and federal law. Sexual harassment is defined as: any unwelcome advances or request for sexual favor or any type of conduct that is sexual in nature. Sexual harassment can be women on male, women on women or male on male. Anyone who believes he or she has been victimized is obligated to report such behavior to the sexual harassment officer or Internal Affairs. Any supervisor who experiences, witnesses or receives a written or oral report of sexual harassment is required to report the action to the sexual harassment officer. Citizens who feel they are being sexually harassed by law enforcement agents are also able to turn complaints over to the sexual harassment officer or Internal Affairs (Sexual Harassment 2005). Complaints are to be reported within 90 days of the violation and are reviewed by the sexual harassment officer and a reviewing committee. The accused is to answer to the review board. The accused is suspended during the investigation. If found guilty the accused is automatically terminated. The victim may also pursue criminal and civil charges.

  11. Discrimination is not accepted with in the police department. We are a multi-culture police force that works within a multi cultural community. The force applies an equal opportunity employment policy and will investigate any allegations of improper behavior in the area of discrimination. The Utopia Police department does not discriminate on the basis of the following, race, color, national origin, sex, sexual orientation, disability, or age. Discrimination is handled with a zero tolerance. Punishment for found discrimination acts is automatic termination from the Utopia Police Department. (Carlow, 2007). Harassment based on religion, national origin, or race is not just inappropriate but it violates both federal law and violates both Title VI and VII of the Civil Rights Act of 1964 (Miami University 2002).
  12. Complaints are not handled within the department but with Internal Affairs and the Civil Rights Office. All supervisors and employees are required to file a complaint if they witness such activities. Citizens file complaints with the Civil Rights Department and Internal Affairs. Once a complaint has been filed our department is contacted and an investigation begins. We fully cooperate. Officers are suspended until they are cleared. If found guilty they are automatically terminated.
  13. Physical security for the purpose of the Utopia Police Department has been defined as how we as law enforcement agents prevent or deter attackers from accessing a facility, resource, or information stored on physical media through means other than force (Wikipedia 2008). Physical security differs from personal protection in the sense physical security defines how, when, where and why guards can be placed, how and when surveillance can be set up and other related areas. Personal protection refers to the use of force law enforcement agents and other police personnel are permitted to use.
  14. Protecting our facility is done through alarms, physical guards, security lighting, gates, locks, and closed circuit television cameras (Wikipedia 2008). The alarms are to be handled by trained staff only. The passwords are not to be given out to anyone. Passwords or codes for alarms are to be changed periodically. Making a copy of keys for locks is prohibited. Loaning keys to other officers or anyone else is prohibited. We educate local businesses and home owners on how to protect their home through alarms, security lighting, closed circuit television, signs, fencing, concrete bollards, gates, locks, and metal barriers. We offer classes and pamphlets for local businesses and residents. Patrol and physical security for public places is a service we offer as law enforcement agents. Officers are always patrolling and browsing through stores to deter criminal activity. Preventing or deterring attackers from accessing public buildings is done through patrol, zero tolerance, and community policing programs such as Neighborhood Watch. Preventing illegal intrusion into the law enforcement computer database is done through constant surveillance, passwords, alarms, frequent changing of passwords, and documenting of computer usage. Employees must document times at computer and purpose of usage. Clearance is required before accessing certain information stored at the police department. The Internet Security Systems are also updated frequently. We have a department who handles the illegal intrusion of citizen’s computers. Our tech department monitors chat rooms and enforces the laws against hacking computers or stealing information illegally from computers.   How and where to file complaints Complaints are to be filed with Internal Affairs in cases of police officers who are illegally using any means of physical security. Citizens usually go to http://www.keysso.net/aboutso/contacts/contacts.htm and obtain a list of the separate Internal Affair complaint departments. Employees who are found violating the computer policies are turned in to the tech department. Once the complaint has been filed the employee is not allowed access to computers, alarms, or closed circuit television equipment until cleared. After a complaint has been filed, Internal Affairs contacts our department and begins an investigation. At times Internal Affairs does not contact the department but lodges an investigation with out alarming or contacting the department. Automatic suspension of the officer in question is required the moment the complaint is filed. The officer may be reinstated if found not guilty. Penalties for violations If Internal Affairs finds the complaint legitimate and finds the accused party guilty, they are relieved of their duties and criminal charges are filed. The civil charges filed depend on the victim. If an employee misuses the computer system for personal gain or malicious intent they are immediately dismissed and criminally charged. Giving a key, copy of a key, code, or password to another employee or individual results in immediate suspension or termination depending on the circumstance.
  15. Use of force is an inevitable but must be used with caution and discretion. The use of force may be categorized into five general steps, increasing from least use of force to greatest. Presence, verbalization, empty hand control, intermediate weapons, and deadly force are the five forms of use of force (Wikipedia 2008). Presence of law enforcement agents, jailers, or other employees is when a disturbance has occurred or is about to occur. Presence is allowed in public places at any given time to patrol the community to protect the citizens. Police officers are always patrolling areas to maintain the peace. Verbalization can be used to command an individual or group of individuals when the subjects are unruly or being questioned. Empty hand control is used to search, relieve weapons, immobilize, or otherwise control a suspect. The uses of intermediate weapons are only to be used when empty hand control is ineffective or the officer must use to neutralize the situation. Deadly force is permitted when the officer is in danger or if the officer is forced to protect others in immediate danger. The use of deadly force can only be used if the life of others are in immediate danger and empty hand control or intermediate weapons are not an option (Wikipedia 2008). Police officers are only to use as much force as is reasonably required to overcome the resistance. The amount of reasonable force is determined by the judgment of a reasonable officer at the scene. Officers are often put in dangerous or rapidly changing situations where split decisions are necessary but the guidelines and policies are to be considered while making such decisions.
  16. Complaints for excessive use of force are filed with the United States Department of Justice. They handle all excessive force issues. The United States Department of Justice contact information is as follows: U.S. Department of Justice 950 Pennsylvania Avenue, NM Washington, DC 20530-0001 [email_address] 1-202-514-2000 Procedures for handling complaints After a complaint has been filed the Department of Justice sends an officer from their office to launch an investigation and then criminal charges are filed. The Utopia Police Department assists the Department of Justice throughout the investigation.   Penalties for violations Once a complaint has been file the officer or employee is automatically suspended until the investigation is completed. All pay and benefits are suspended until the officer is cleared. Criminal and civil charges can be filed separately by the victim against the offender. Once the investigator finds the accusations to be valid, criminal charges are filed by the Department of Justice. The officer is no longer eligible to work in law enforcement or public service anymore. If the charge is a minor offense and mitigating circumstances exist the officer is allowed to appeal the decision of termination. The appeal must be filed within 30 days of termination.
