NDW-NCDHR a member to the delegation of six members, representing South Asia, called the Asia Dalit Rights Forum (ADRF), composed of members from Dalit organisations in Nepal (Feminist Dalit Organisation and Jagaran Media Centre) and Bangladesh (Nagorik Udhyog) participated in the 6th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR), from 22-26 June 2014 in Bangkok, Thailand, under the main theme, “Promoting Investments for Resilient Nations and Communities”. The 6th AMCDRR was hosted by the Government of Thailand and the United Nations office for Disaster Risk Reduction (UN International Strategy for Disaster Reduction). The delegation from ADRF submitted the Statement on the Inclusion of communities affected by Caste Based Discrimination (CBD) in Disaster Risk Reduction to the Asian Disaster Reduction and Network (ADRRN, officially recognised platform for feeding into the Post 2015 DRR Framework. The concerns related to social exclusion contained in the Statement were incorporated in the final Statement of Voluntary Commitments of Civil Society Organizations for the 6th Conference for Disaster Risk Reduction. As a UN body, the UN-REDD Programme is obliged to promote respect for, and seek the full application of, the provisions of the UN Declaration on the Rights of Indigenous Peoples (UNDRIP), including the right to give or withhold free, prior and informed consent (FPIC), particularly at the country level (UNDRIP, Art 42). To support UN-REDD Programme countries to implement the UNDRIP, the Programme conducted three regional consultations (Vietnam, June 2010; Panama, October 2010; Tanzania, January 2011) with representatives of Indigenous Peoples’ and civil society organizations, and other stakeholders to develop specific FPIC guidelines for countries participating in the Programme. This initiative responded to the demand from participating countries for concrete guidance on how to seek FPIC and provide effective grievance within the context of the UN-REDD Programme. With this ppt, the UN-REDD Programme presents the framework for the consolidated draft guidelines resulting from the three regional consultations.

The co-occurrence of two major African forests management processes such as REDD+ and FLEGT raised hopes in the civil society and especially the Africa Community Rights Network (ARCN), that legality and governance could be enhanced in their forests. ARCN’s priorities were to use these processes to secure gains for forest dependent communities by: - Securing their land and customary rights, - Better sharing benefits derived from forests, - Empowering them to manage forests at community level, - And ensuring their right to free, prior and informed consent to any activity affecting them. Ten years after the adoption of the FLEGT action plan and five years after the launch of REDD+, the situation is rather worrying, the political will which led to the signing of the various VPAs has disappeared at the time of implementation, and negotiations on climate have resulted in a succession of disappointments. This study nevertheless points to some notable progress, especially the unprecedented participation of the civil society in decisions resulting from VPA negotiations in many countries. This therefore confirms a clear potential of the VPAs to improve governance, reduce malpractices and unlawfulness, provide opportunity for new rights. However, this study calls for greater realism of the civil society in its commitment. Its participation in negotiations, then in implementation, is hampered by the reluctance of governments, obviously anxious to keep as much as possible their ‘business as usual’, so the direct participation of communities remains the exception rather than the rule. Progress through this commitment is limited, and rarely has changed the rules on land ownership, FPIC or the respect for customary rights. Finally, the implementation of these commitments, however limited they may be, remains to be seen, while abuse, unlawfulness and the acquisition of largescale land and forest still continue. The situation is even more worrying for, REDD+, with a more limited participation and few signs of progress to come to enhance community land and forest rights. The main lesson thus remains that civil society participation is still the mother of all battles for community rights, the only way to open the door to real progress. This observation calls on ACRN members to continue their efforts to ensure that all commitments under the VPAs are implemented. Regarding REDD+, a process of this magnitude and with such potential impact on local and indigenous communities cannot continue without a real participation of all forest management stakeholders, including forest communities and civil society. Without a radical change of the trends observed so far in most countries of the network, ACRN members could raise again the issue of their willingness to legitimize a process by participating in it, on the basis of the minimum criteria they themselves defined to engage their participation in a national or international process.

The Africa Adaptation Programme (AAP) is pleased to present the first edition of its Discussion Paper Series. Each paper in this series will focus on one issue related to climate change adaptation and sustainable development. These papers are intended to stimulate intellectual discussions as well as share early lessons learned from the design and initial implementation stages of the AAP with adaptation and development practitioners. This first paper in the Discussion Paper Series focuses on the links between gender and climate change adaptation. The AAP has made gender equality an important goal in each of its 20 participating countries. To promote equitable and gender-sensitive adaptation to climate change, the AAP is actively supporting countries to increase their capacities to integrate gender perspectives into both the design and implementation of climate change strategies and national development plans. This is in line with Millennium Development Goal 3 – promoting gender equality and the empowerment of women. The AAP is a strategic climate change adaptation initiative designed to help create more informed adaptation decision-making and more e ective implementation of those decisions in the 20 participating African countries. The AAP supports the long-term e orts of targeted countries to further develop their capacity to successfully identify, design and implement holistic climate change adaptation and disaster risk reduction programmes. It was established under the Japan-UNDP Joint Framework for Building Partnership to Address Climate Change in Africa, which was established at the Fourth Tokyo International Conference on Africa Development (TICAD IV) organized in Yokohama, Japan (May 2008). The AAP was launched in 2008 by UNDP in partnership with UNIDO, UNICEF and WFP, with funding of US$92 million from the Government of Japan. This discussion paper consists of three sections. The first section, ‘Key Challenges for Reducing Gender-Based Vulnerability’, provides a background on the relationship between climate change and gender, and presents three key factors contributing to the disproportionate effects of climate change upon women. The second section on ‘Gender-Sensitive Approaches in the AAP’ outlines some of the methods the AAP is using to main-stream gender into climate change adaptation planning and decision-making to ensure equal participation and benefits.
