SUSTAINABLE NATIONS:
THE CATALYST OF SMART WORLD
 We are living in the time of big challenges and opportunities. The world as the whole of human civilization, as the socio-economic-political system of
humanity, with its global ecological system, is rapidly changing. It’s becoming smaller, more unstable, and more endangered. Everything is fluid and
fraught with volatility and uncertainty, the world population, world economy, world politics, world ecology, world religion, world network, world climate,
thus the world future.
 Comprising 195 independent sovereign states, 60 dependent areas and five disputed territories, the world is going through the lasting global crisis,
when decisive changes are impending, when the whole world system is looking for a radical transformation in all the key spheres, sectors, parts and
systems.
 The present world is a world of unsustainable growth, extreme inequality, overwhelming poverty, ill-gotten wealth. Its wealth is idiosyncratically
distributed between the few richest haves and the poor have-nots, with almost half going to the richest one percent and the other half to the remaining
99 percent, creating huge disparities in wealth and income, power and rights.
 In 2013, the total global wealth amounted to $240.8 trillion. Share of wealth for the bottom half of the population was 0.71 percent, while the richest
one percent had 46 percent (amounting to $110 trillion).
 The world's 85 wealthiest were worth a collective $1.7 trillion, while the same amount was owned by half of the world's poorest people, a total of roughly
3.5 billion.
 Such extreme inequality has been ‘impacting social stability within countries and threatening security on a global scale’, according to the World
Economic Forum.
 It poses a major risk to human progress, to building inclusive political and economic systems increasing social tensions and the risk of social unrest and
societal breakdown.
 The Smart Nation Strategy is emerging in the quest for a New World of sustainable growth and smart economic, technological and socio-cultural
development and intelligent governance for international communities and states, regions and cities, and global virtual communities, as well as for
enterprises, industries and economies, local, regional and global.
 Smart Nations are Intelligent Nations, Eco Regions and Smart Districts, Intelligent Cities and Green Communities, Smart People and Smart Life,

Innovation is a major driving force in global growth and development.
 Innovation Nation is defined as a State, Land, or Country which is
growing as a sustainable smart innovative ecosystem of national
infrastructures, social system, economic system and political system.
 An innovation is the introduction/implementation of a new product, a
novel service, a new process, a new marketing method, or a new
organizational method in business practices, workplace organization,
or external relations, to create added value, wealth or social welfare.
 Or, innovation is the development of significantly improved products,
services, and processes.
 The Economist magazine defines it as “new products, business
processes, or organic changes that create wealth or social welfare,” or
simply, “the fresh thinking that creates value”, …for the whole nation.

WHY BECOME A SMART NATION:
INTELLIGENT GLOBAL BRANDING
 In today's world, every country/city must compete with every other country/city for the world's investors, talent, cultural
exchange, tourists, businesses, media profile and international events, cultural, political, economic, and scientific.
 In today’s world, every nation, intentionally or unintentionally, has its brand, brand name, trade name, marque, national
branding, core message, logo, claim, the way the nation is perceived (brand perception) and imaged globally and locally, by the
world (global image formation) as well as its subjects and nationals.
 Intelligent National Branding is instrumental in attracting foreign direct investment, tourism, enhancing geo political influence,
global national image, facilitating trade and private-sector competitiveness, supporting for exports, and creating internal pride.
 Up to now, countries and states are building the national brand and global image, employing the standard approaches and old
public diplomacy, antique public relations and aggressive advertising and propaganda, including the United States, Canada,
France, United Kingdom, Japan, China, South Korea, and some Western European countries

INTEGRATED SMART NATION STRATEGY:
IMPLEMENTATION PLANNING
 Innovative forms of smart nation policies and regulations are
to enable implementation and roll-out of smart nations.
 Smart governance concepts are required to coordinate and
integrate smart nation stakeholders – national and local
governments, businesses, research and civic organisations –
to identify SWOPs.
 Stakeholders need to jointly experience and learn with new
forms of smart governance and policy concepts to advance
becoming a sustainable, smart nation.
 The need for long-term policies with clear targets, actions and
strategic guidelines on national, regional and urban level will
need to be addressed to enable investors to support a nation-
wide deployment of smart nation concepts.
 Nations need to highlight the needs for effective policy frames
at all levels to avoid being locked-in to resource-intensive,
energy-inefficient / carbon intensive / fossil fuel based
economy, lifestyles, cities, technologies and developments, as
the current states are.
 Integrated Smart Nation Strategy initiatives require input from
a number of actors:
 National Government; National Ministries; City/Local
Authorities; Regional Authorities.; Funding Organisations.
 Private companies and public utilities; Research
Organisations; Citizens and NGOs.

 Phase 1: Sustainable Nation Vision

 The Government through the use of advanced ICT aims is to become smart, sustainable and innovative, more effective and efficient and
more friendly to citizens and businesses.
 I-Government (short for intelligent government, also i-gov, smart government, virtual/online cyber government, or smart connected
government) is digitally intelligent interactions between a Government (Executive, Judiciary and Lawmakers) and citizens (G2C),
government and businesses/Commerce (G2B), government and employees (G2E), and government to governments /agencies (G2G).
 Formally, the i-Government delivery models can be summed up as G (E, J, L) x (C, B, E) U (C, B, E) x G (E, J, L):
 G2C (Government to Citizens)
 G2B (Government to Businesses)
 G2E (Government to Employees)
 G2G (Government to Government, international government, central/national government, local government, civil government)
 C2G (Citizens to Governments)
 B2G (Business to Government)
 E2G (Employees to Government)
 As a smart government reference framework, the i-Government model will be applied as 4i-Government, innovated, integrated,
instrumented and intelligent, figured as a 4-tiered i-Government Pyramid Model.
 I-Government succeeds smart government, transformational government, as well as e-government, with its subdivisions: m-government
(mobile government), u-government (ubiquitous government), and g-government (GIS/GPS applications for e-government).
 4I-Government Platform provides an ultimate vision of an integrated portfolio of government activities and public projects, like optimal
budgeting, smart civil technologies, natural resources protection, public space management, intelligent policing, finance control,

SMART SPACE TOURISM BUSINESS
 The Smart Europe is to secure its space
leadership by going for innovative cosmic
solutions, building Space Tourism Ports.
 A web-based survey suggested that over 70% of
those surveyed wanted less than or equal to 2
weeks in space; in addition, 88% wanted to
spacewalk (only 14% of these would do it for a
50% premium), and 21% wanted a hotel or
space station
 Initially, the wealthy will serve as a focus group
for the space tourism services, working out the
logistic, comfort, and safety that may currently
be present in the emerging space tourism
industry.
 Expected economic growth of space research
tourism is significant. For example, Virgin
Galactic has sold 500 tickets worth $200,000
dollars each as of 2012. Its ticket sales are
expected to increase by the year 2013, when
Virgin Galactic is planning to begin flights.

GREEN ECONOMICS:
ECONOMIC ECONOMY AND ENERGY STRATEGY
 SEP (Sustainable Energy Policy), Sustainable Growth, Net-Integrated Infrastructure, Smart Eco Industry, Sustainable Tourism, Green
Construction and Eco Buildings;
 Clean Technologies and Eco Engineering, Ecosystem Services, Green Products and Materials; Environmental Infrastructure, Green
Housing, RES Industry, Clean Transportation, Water Management, Waste Management;
 Smart Environment and Land Management (Nature Conservation, Sustainable Landscaping, Organic Agriculture, Habitat Conservation,
Urban Forestry and Parks, Soil Stabilization)
 SUSTAINABLE ENERGY NATIONAL POLICY: EE + ESC + RES
 Energy Efficiency (EE), Energy Saving and Conservation (ESC), together with Renewable Energy Sources (RES) make the three pillars of
Sustainable Energy Policy.
 EE, more efficient technology and production process, means using less energy inputs while maintaining an equivalent level of economic
activity or service; 'energy saving' is a broader concept that also includes consumption reduction through behaviour change or decreased
economic activity. [In practice, the two are difficult to disentangle and the terms are often used interchangeably.]
 RES means applying geothermal energy, wind energy, bioenergy and landfill gas, LFG, and energy from sewage by industrial bioreactors,
waste-to-energy or energy-from-waste by incineration, as WTE plants, thermal technologies and non-thermal technologies.
 Energy conservation is implying a synergy of policy programmes (tariff policy), technological development (solar passive and low energy
design, high levels of RES, integrated monitoring systems) and behavioral change (tendering procedures, PPP partnership, social mixing,
training activities, social monitoring…). Energy conservation is accompanied with rebound effect: energy-efficient technologies
paradoxically increase energy use, oil, gas and coal consumption and greenhouse emissions, over the long run and large space.
 ENERGY STRATEGY FOR EUROPE (http://ec.europa.eu/energy/index_en.htm)
 Communication "Energy infrastructure priorities for 2020 and beyond - A Blueprint for an integrated European energy network"
 SMART WORLD’S ENERGY INFRASTRUCTURE
 It is projected that by 2030 the entire world could be powered by renewables, with the following energy generation mix:
 3,800,000 5-MW wind turbines; 49,000 300-MW concentrated solar plants; 40,000 300-MW solar PV power plants; 1.7 billion 3-kW
rooftop PV systems; 5,350 100-MW geothermal power plants; 270 new 1300-MW hydroelectric power plants; 720,000 0.75-MW wave
devices; 490,000 1-MW tidal turbines; Storage in grid-connected electric and hybrid-electric vehicles.

“BECOME A SMART NATION TO BUILD YOUR BRAND NAME”
 Have you thought about intelligent global branding? Nowadays, not only companies compete to stand out, but
also countries have to struggle for businesses, tourists or international events.
 These days, there are 195 independent sovereign states, 60 independent areas and 5 disputed territories
and the world is looking for a radical transformation in all ways.
 In this context, every nation has its own brand which represents its international image, the way in which it is
globally perceived. Intelligent global branding results in attracting investment, facilitating trade and creating
internal pride.
 The Smart Nations Global Initiative is concerned with the inequality of modern states. For this reason, its
main objective is to foster the transition to smart, resilient and inclusive nations.
 This initiative aims to become the key driver of an instrumented, interconnected, intelligent, inclusive and
innovative world of the future.
 If you are committed to contribute to the sustainable development of your nation, country or state, you can
submit your applications via e-mail to Dr. Azamat Abdoullaev, Director of EIS Smart Nation Global Initiative,
at smartcity@cytanet.com.cy until the 15th of September.

  • 2. SUSTAINABLE NATIONS: THE CATALYST OF SMART WORLD  We are living in the time of big challenges and opportunities. The world as the whole of human civilization, as the socio-economic-political system of humanity, with its global ecological system, is rapidly changing. It’s becoming smaller, more unstable, and more endangered. Everything is fluid and fraught with volatility and uncertainty, the world population, world economy, world politics, world ecology, world religion, world network, world climate, thus the world future.  Comprising 195 independent sovereign states, 60 dependent areas and five disputed territories, the world is going through the lasting global crisis, when decisive changes are impending, when the whole world system is looking for a radical transformation in all the key spheres, sectors, parts and systems.  The present world is a world of unsustainable growth, extreme inequality, overwhelming poverty, ill-gotten wealth. Its wealth is idiosyncratically distributed between the few richest haves and the poor have-nots, with almost half going to the richest one percent and the other half to the remaining 99 percent, creating huge disparities in wealth and income, power and rights.  In 2013, the total global wealth amounted to $240.8 trillion. Share of wealth for the bottom half of the population was 0.71 percent, while the richest one percent had 46 percent (amounting to $110 trillion).  The world's 85 wealthiest were worth a collective $1.7 trillion, while the same amount was owned by half of the world's poorest people, a total of roughly 3.5 billion.  Such extreme inequality has been ‘impacting social stability within countries and threatening security on a global scale’, according to the World Economic Forum.  It poses a major risk to human progress, to building inclusive political and economic systems increasing social tensions and the risk of social unrest and societal breakdown.  The Smart Nation Strategy is emerging in the quest for a New World of sustainable growth and smart economic, technological and socio-cultural development and intelligent governance for international communities and states, regions and cities, and global virtual communities, as well as for enterprises, industries and economies, local, regional and global.  Smart Nations are Intelligent Nations, Eco Regions and Smart Districts, Intelligent Cities and Green Communities, Smart People and Smart Life, Sustainable Land and Environment, Sustainable Infrastructure and Smart Industry, Smart Grids and Eco Buildings, Intelligent ICT and Eco Mobility, Big Science and Future Technology, Internet of Everything and Smart Web, Smart Financing and Intelligent Banking, Smart Health and Education, Smart Security and Safety, Smart Government, Regulations and Standards.  Smart Nation is to became the engine and key driver of an instrumented, interconnected, intelligent , inclusive and innovative world of the future, 5i- World. http://www.slideshare.net/ashabook/iworld-25498222; http://www.cs.ucy.ac.cy/CIT2011/files/SMARTWORLD.pdf  http://www.slideshare.net/ashabook/smart-world; http://www.slideshare.net/ashabook/smartworl-dabr SMART NATION GLOBAL INITIATIVE EUROPE 2014 Azamat Abdoullaev

GREEN ECONOMICS: ECONOMIC ECONOMY AND ENERGY STRATEGY  SEP (Sustainable Energy Policy), Sustainable Growth, Net-Integrated Infrastructure, Smart Eco Industry, Sustainable Tourism, Green Construction and Eco Buildings;  Clean Technologies and Eco Engineering, Ecosystem Services, Green Products and Materials; Environmental Infrastructure, Green Housing, RES Industry, Clean Transportation, Water Management, Waste Management;  Smart Environment and Land Management (Nature Conservation, Sustainable Landscaping, Organic Agriculture, Habitat Conservation, Urban Forestry and Parks, Soil Stabilization)  SUSTAINABLE ENERGY NATIONAL POLICY: EE + ESC + RES  Energy Efficiency (EE), Energy Saving and Conservation (ESC), together with Renewable Energy Sources (RES) make the three pillars of Sustainable Energy Policy.  EE, more efficient technology and production process, means using less energy inputs while maintaining an equivalent level of economic activity or service; 'energy saving' is a broader concept that also includes consumption reduction through behaviour change or decreased economic activity. [In practice, the two are difficult to disentangle and the terms are often used interchangeably.]  RES means applying geothermal energy, wind energy, bioenergy and landfill gas, LFG, and energy from sewage by industrial bioreactors, waste-to-energy or energy-from-waste by incineration, as WTE plants, thermal technologies and non-thermal technologies.  Energy conservation is implying a synergy of policy programmes (tariff policy), technological development (solar passive and low energy design, high levels of RES, integrated monitoring systems) and behavioral change (tendering procedures, PPP partnership, social mixing, training activities, social monitoring…). Energy conservation is accompanied with rebound effect: energy-efficient technologies paradoxically increase energy use, oil, gas and coal consumption and greenhouse emissions, over the long run and large space.  ENERGY STRATEGY FOR EUROPE (http://ec.europa.eu/energy/index_en.htm)  Communication "Energy infrastructure priorities for 2020 and beyond - A Blueprint for an integrated European energy network"  SMART WORLD’S ENERGY INFRASTRUCTURE  It is projected that by 2030 the entire world could be powered by renewables, with the following energy generation mix:  3,800,000 5-MW wind turbines; 49,000 300-MW concentrated solar plants; 40,000 300-MW solar PV power plants; 1.7 billion 3-kW rooftop PV systems; 5,350 100-MW geothermal power plants; 270 new 1300-MW hydroelectric power plants; 720,000 0.75-MW wave devices; 490,000 1-MW tidal turbines; Storage in grid-connected electric and hybrid-electric vehicles.
