Smart Solutions for Wildfires, Floods and
Sanctions
Till now Russia has been the least adaptable and most vulnerable to natural disasters and socio-political
shocks, failing to maintain its output of goods and services and continue to provide its citizens with a
standard quality of life, disrupting under international sanctions, as loosing access to foreign capital and
technologies.
Now thanks to the economic sanctions and the reversed embargos, Russia has a historic opportunity to
become a resilient power, pursuing a socio-technological, economic and ecological integrated growth
strategy:

Resilience - the ability of a country, its regions and cities, to resist all sorts of adverse physical or social
events.
The ability of communities to continue as centres of human settlements, production, and cultural
development, despite the challenges posed by climate change, population growth, globalization and
socio-economic crises, is to be mainly determined by their resilience.
Broadly speaking, resilience is the capacity of systems and networks, individuals, businesses and
institutions, or whole communities (cities, states or the global community) to survive and adapt, grow
and thrive, regardless natural disasters or socio-economic disruptions being experienced or to be
experienced.
Then a smart resilient community is a sustainable community being able to progress as a centre of
production and culture, knowledge and technology, despite the challenges and adversities, risks and
threats, shocks and stresses.
ECO RUSSIA
There are key factors in the area of resiliency, Climate, Environment, Resource, Infrastructure, Economy,
Governance and Community.
A resilient country is able to resist the changes in the climate and environmental degradation, shortage
of resources or failed infrastructure or community strife of inequality, and all kinds of social disruptions,
technogenic catastrophes and natural disasters.
Natural disasters, droughts, wildfires and floods, are all more frequent and intense, both in Russia and
the globe.

For example, climate and weather disasters in 2012 alone cost the American economy more than $100
billion. If wildfires burned more than 9.3 million U.S. acres, we might only imagine the scale of forest
fires in Russia in 2014.
Aiming to build a sustainable resilient country, the SMART Russia Program is formulated.

Among others, it considers the following climate change actions, within the Eco World Principles:
National Climate Change Program, reducing risks of floods, droughts and wildfires
Launching the National Climate Resilience Partnership, adopting the Federal Wildfire Strategy
Building a low-fossil-fuel, or decarbonized economy, with a climate-resilient infrastructure and low-
carbon industry (primary, secondary and tertiary) or environmental developments (let’s remind that
Skolkovo was planned an eco-sustainable community, an energy efficient city with minimal or zero
emissions of environmentally harmful substances that ensures the total recycling of household and
municipal waste)
Taking a global leadership in producing Low-Carbon Environmental Goods and Services, as organic
agricultural products received with low energy input, without any chemical fertilizers or genetic
modification
Building a 21st
century clean energy infrastructure, with utility-scale renewable energy projects on public
lands to supply smart and resilient agglomerations of the future.
As an immediate economic benefit, the Smart Russia Climate Program is to minimize flaring and venting
of natural gas in oil wells, with no need to exploit the Russian Arctics by Rosneft (The top-ten leading
polluters in 2010 were Russia (26%), followed by
Nigeria (11%), Iran (8%), Iraq (7%), Algeria (4%), Angola (3%), Kazakhstan (3%), Libya (3%), Saudi
Arabia (3%), and Venezuela (2%).

FAULT-TOLERANT STATE
In all, the sustainable future is about building intelligent socio-technological communities of various
scales, villages and towns, cities and megalopolises, states and regions, etc., resilient to environmental,
economic, political, social or cultural challenges, driven by integrated disruptive innovations.

As a resilient smart state, Russia should be able of absorbing any acute shocks and bounce back stronger
after tough times. Briefly, the smart resilient Russia will develop the typical characteristics of any large-
scale life-critical reliable system:

Constant Learning, the ability to learn past experiences linked with feedback loops that provide foresight
and allow innovative solutions
Rapid Rebound, the capacity to re-establish function, re-organize, and avoid long-term disruptions
Flexibility, the ability to change, evolve, and adapt to alternative strategies in the face of disaster, stress
or shock.
Spare Capacity, ensures that there is a back-up or alternative available when a vital component of a
system fails
Limited/Fail-Safe or Fault-Tolerant, prevents destructive failures from spreading across socio-
technological systems, such as computer-based life-critical, or safety-critical systems as nuclear weapon
systems.
Fault-tolerance resilience is the property that enables an intelligent nation to continue operating
properly in the event of the failure or malfunction of some of its economic or political components,
compared to a naïvely-designed government system, like the current Russia, in which even a small
failure, stress or shock, like the series of economic sanctions, can cause total breakdown.
SANCTIONS AND ANTISANCTIONS
To survive and adapt, grow and thrive, regardless any natural disasters or socio-economic disruprions,
Russia needs to smartly revolutionize its country, launching extensive and profound changes in
infrastructure and industry, economy and governance, in production and consumption.

It should reconsider its West-inclined policy to import the producers’ goods and consumers’ goods, the
produce, farm products, food, seafood, drinks, drugs, cosmetics, etc.
It should stop to blindly follow the free trade policy, but practice the protective tariff favoring its
domestic producers and local clean farm products, establishing close trade relations with the CIS’s
countries and BRICS’ members, as well as with all Asian nations and African states.
Thanks to the economic sanctions, some radical changes are forced to be accepted by the Russian
government as desisting from low-quality foreign producers’ goods and agricultural produce from
western Europe.
SMART REVOLUTION
It is plain that Russia is in need of consistent, systematic and revolutionary changes in all its key sides,
sectors, levels and parts, as it’s proposed by the Concept of SMART Russia:

crowdwisdom, rather than the current ineffective government, state corporations and large speculative
businesses, unable to meet the high challenges of sustainable resilient Russia:

comprehensive national profit-sharing plans, while the large businesses nationalized in the favour of
