Community Nursing Research Strategy Masterclass 13th September 2013 The WSPCR was requested to organise a research masterclass for the Directors of Nursing from all the Welsh Health Boards on Friday 11th Sept. It was funded by the Health Minister and attended by the CNO. It also included the Head of the NISCHR and the manager of AHSC. The masterclass included the presentation of the Welsh Community Nurse Research Strategy which aims to raise the quality and quantity of research in Community Nursing in Wales. • Since 2010, NISCHR AHSC has run 10
funding schemes to develop capacity in the
NHS to support research

• Clinical Research Fellowships/ Assistants
– members of NHS staff who have been awarded protected 6me to contribute to research
– 54 across 8 NHS organisa6ons (2 nurses‐ a Epilepsy Nurse Specialist and a Consultant
Nurse‐ Adult Cri6cal Care)
• Pathology, Pharmacy & Radiology
– funding for NHS support staff 6me per post in pathology, pharmacy and radiology to
enable dedicated research 6me available within support departments
– 25.80 new WTE posts across 7 NHS organisa6ons
• Biobank Research Support
– resources in the NHS to support the development and maintenance of biobanks for
research
– 3 WTEs across Wales
• Equipment
– to provide equipment required by NHS organisa6ons in order to support high quality

14. Permissions Co‐ordina6ng Process
• The NISCHR Permissions Co‐ordina6ng Process (PCP) co‐
ordinates research permissions from NHS organisa6ons
across Wales
• streamlined, co‐ordinated and consistent review process
which is/ has:
– a single point of access for applying for NHS R&D
permissions through the Integrated Research Applica6on
System (IRAS);
– clear channels of communica6on for researchers by
providing a single point of contact for study wide queries
rela6ng to mul6 NHS organisa6on research;
– reduc6on in duplica6on by centralising the comple6on of
checks that only need to be done once;

15. Permissions Co‐ordina6ng Process
– Consistency in the governance review process across NHS
Wales using a na6onal system with defined checks and
na6onal opera6ng guidelines;
– promo6on of a consistent approach to scien6fic review, contracts
and agreements and the iden6fica6on of NHS costs for research in
Wales;
– helping to reduce the 6me it takes to gain NHS R&D permission by
introducing a tracking system to monitor 6me targets; and
– facilita6on of the process for gaining NHS R&D permission for UK
wide studies by close collabora6on with other UK na6ons.
• In 2012/13, 513 applica6ons were processed and the global
governance checks were sa6sfied in 81% of studies (studies
without external delays) within 30 calendar days

16. Research Ethics Service
• Delivers an efficient research ethics services in Wales to
– protect the rights, safety, dignity and well‐being of research
par6cipants; and
– to facilitate and promote ethical research, which is of
poten6al benefit to par6cipants, science and society
• Provides ethical approval from a Welsh research ethics
commikee for a new study within 60 calendar days
• In 2012/13, NISCHR RES reviewed 361 new applica6ons
and met their target 6meframes in 100% of cases
