13. REaEP Phase I (continued) Bay Area neighborhoods design for sustainability in existing places and new communities by businesses and people harvesting renewable energy and food from their rooftops. 1. Make rooftops of homes and places of business energy and food producers by applying renewable energy technology (e.g. solar and wind) and urban farming to generate energy and food, reduce transportation costs and save money. 2. Create self-help and self-reliant islands of energy and food production through regional and city, and neighborhood investments. A. Create “Renewable Investment Districts” (modeled after Business Improvement Districts) and regional revenue streams through elections in the Bay Area (Vote to invest in green infrastructure) Clean Tech Zones. The funds would be used to upgrade city and regional planning, regulations, building codes to enable Renewable Investment Districts to be formed. B. Retrofit neighborhoods and design new communities to provide energy and food from the rooftops of homes and businesses to feed the energy grid and people. Design would include water recycling system and rainwater collection C. Establish Renewable Investment Districts to assess the engineering feasibility and pay for structural safety, rooftop landscaping, jobs to maintain the renewable energy equipment and rooftop gardens, and for the cost of installing net meters to enable people and businesses to profit from the energy produced.
