3. ABSTRACT
Estimating weight factors for QoS parameters plays
an important role in the effectiveness of vertical
handoff decision algorithms.

A novel weight estimation technique, which can
adaptively control the spanning of the weights in
response to user preference.
Our results show the supremacy of the technique
against the state-of-the-art in achieving wider
spanning of the expected values of all QoS parameters
under consideration.
4. PROBLEM IDENTIFICATION:
AHP based weight estimation is so far the most
popular technique as it allows user to set relative

importance between pairs of parameters using a
fundamental linear scale
5. PROPOSE SYSTEM
A novel weight estimation technique, which can avoid all the above
mentioned limitations by allowing users to set relative priority for only
adjacent pair of QoS parameters in descending order of priority and

quantifying the relative priority levels using an exponential mapping
with a user-defined exponent.
Consequently, the proposed Adjacent Pair Priorities (APP) technique
can adaptively control the width of the spanning of estimated weights
to provide the ultimate flexibility for users to control the weight
distribution.
