11. Daniel 7’s Little Horn

Let’s review the clues given by the angel
for a positive identification.
1. Location. It arose out of the fourth beast. It
came up among the ten horns (nations) of
western Europe into which the civil or pagan
Roman Empire was divided (verses 8, 24.)
Did papal Rome originate out of the old
Roman Empire? Yes.
12. 2. Time of rise. It appeared after the ten other
horns, that is, after the breakup of the Roman
Empire – during the sixth century A.D. Further,
it would rise after three of the horns (kings)
had been uprooted (verses 8, 20, 24).

Did papal Rome arise after the fifth century?
Yes.
13. 3. The nature of the little horn. It was “different” or
diverse from the other horns and though it was
little at first it became “greater than his fellows”
(verses 7,8,20,24). The little horn was different- it
would speak against the Most High and persecute
the saints. The “difference” was that
it would be both political and religious in nature.

Was papal Rome different than the other
“kingdoms” that emerged from the Roman
Empire? Yes.
14. 4. Rise to power. It would “put down three kings” or
“pluck them up by the roots” (verses 8, 24). Three of
the ten kingdoms that emerged from the ashes of
pagan Rome were “Arian” religious thinking. These
were the Heruli, Vandals and Ostrogoths. They
were, with the aid of the Eastern Empire, defeated
by Rome to allow for its more dominant control.
These three kingdoms have no modern
counterparts.

Were these three “kingdoms destroyed as Papal
Rome was coming to power? Yes, indeed.
15. 5. Attitude toward God. The little horn would
speak great things against the Most High (verses
8, 20, 25). What does it mean to “speak great
words against the Most High”? It is generally
understood among Bible scholars that speaking
against the Most High is equivalent to taking on the
prerogatives of God and/or blaspheming His name.

Does papal Rome claim the prerogatives of God?
Yes.
16. 6. Attitude toward God’s people. The little horn
was to persecute or “wear out the saints of the
Most High” (verses 21, 25). According to the
angel’s interpretation to Daniel this power would
persecute God’s people. Those whom papal
Rome considered heretical faced civil
punishment. History attests that millions were
put to death under this religio-political system.

Did Rome persecute the saints? Yes.
17. 7. Attitude toward God’s law. The little horn
would attempt to or “think to” change times and
laws (verse 25). It would view God’s law as
needing changes and would attempt to make
changes in that law by its own authority.

Did papal Rome try to change God’s law?
Yes.
18. 8. Length of time permitted to rule. It – the little horn
– was to rule for “a time, and times and half a time”
(verse 25). Again, this is not complicated. A time =
one year or 360 days in prophecy. Times = two
years or 720 days, and half a time = half a year or
180 days. Add them up and you get 1260 days.
This harmonizes with Revelation 13:5 where this
period is spoken of as 42 months (42 months x 30
days per month = 1260 days) and in Revelation 12:6
where the time is actually recorded as 1260 days.

1260-year period from 538 to 1798? Yes.

20. The “Sea Beast” of Revelation 13
1. Rises out of a composite beast with characteristics
of leopard, a bear, and a lion. (vs. 2)
2. Beast has seven heads and ten horns, with crowns
on the horns. (vs. 1)
3. A blasphemous name is on his heads. (vs. 1)
4. He has a throne and great authority. (vs. 2)
5. He received a deadly wound and lived. (vs. 3)
6. Whole world marveled and followed the beast –
worldwide influence. (vs. 3)
21. 7. The beast receives worship. (vs. 4)
8. He speaks great things and blasphemies. (vs. 5)
9. He dominates for a period of 42 months [1260
days] (vs. 5)
10. He makes war [persecutes] with the saints. (vs. 7)
There are more signs or clues, but these are
sufficient to see a direct parallel with Daniel 7 and
the Little Horn. Therefore, this Sea Beast power,
like the Little Horn, represents the papacy.

“In [Revelation] chapter 13 (verses 3-10) is described
another beast, “like unto a leopard,” to which the dragon
gave ‘his power, and his seat, and great authority.’ This
symbol, as most Protestants have believed, represents the
papacy, which succeeded to the power and seat and
authority once held by the ancient Roman empire. Of the
leopard like beast it is declared: ‘There was given unto him a
mouth speaking great things and blasphemies….And he
opened his mouth in blasphemy against God, to blaspheme
His name, and His tabernacle, and them that dwell in
heaven. And it was given him over all kindreds, and
tongues, and nations.’ This prophecy, which is nearly
identical with the description of the little horn of Daniel 7,
unquestionably points to the papacy.” (GC439)
23. A Beast Rises Out of the Earth
“He had two horns like a lamb and spoke as a
dragon” (Revelation 13:11). Again the biblical
clues give unmistakable evidence of this
beast with horns like a lamb.

1. It arises about the time when the first beast ,
the papacy is wounded (verses 3, 11).
2. It, unlike the first beast of Revelation 13 and
the beasts of Daniel 7, comes up out of the
earth (verse 11).
3. It has two horns like a lamb (verse 11).
4. It speaks like a dragon (verse 11).
5. It has a worldwide influence (verses 12, 14).

The article quotes Kimberly Hahn who says,
“Christians need to observe some form of Sabbath
rest on Sundays because ‘It is one of the big 10’ – the
Ten Commandments, that is. We don’t just set aside
the prohibition against adultery, and we shouldn’t set
aside the Lord’s Day either.”
