2. The NOTA was proposed by the Election Commission of India in
December 2013. NOTA stands for ‘None of the Above’ that is found in an
Electronic Voting Machine. An EVM consists of the names of the
candidates and symbols of the political parties with parallel ballot
buttons to cast the vote. If the voters feel that there is no deserving
candidate due to any issues such as electricity, water, roads, or
criminal records of the candidate, the NOTA option empowers the voice
of voters and gives them the right to reject all the candidates. But
NOTA seems ineffective in making any concrete difference in the
outcome of the election results as it can be counted as illegal votes.
The first time NOTA was introduced was in 2013 in most of the elections
and had no electoral value. This means the election results were not
affected by its implementation. In a landmark decision on September
27th, 2013, the Supreme Court of India mandated the inclusion of the
“None of the Above” (NOTA) option in Electronic Voting Machines for
the Lok Sabha and Assembly elections held in Rajasthan, Madhya
Pradesh, Mizoram, Chhattisgarh, and Delhi. As a result, over 1.5 million
voters exercised their right to choose the NOTA option in these
elections. The option of NOTA was introduced by Election Commission
in 2014 in Rajya Sabha.

The NOTA option was an expression for people to convey
they are not satisfied with the candidates who are
competing in the elections. It can be said as the
fundamental right of speech and expression under the Indian
Constitution.
NOTA was brought into the Electoral to put forward the
voters’ issues and bring systematic change in political
parties. NOTA option will propel the political parties to
prefer solid and reliable candidates with integrity for the
elections to prevent losing votes from the voters. Therefore,
candidates with high values and morals will be able to get
positively elected as the NOTA option will motivate them to
work better.
