Canada is a very small waste-to-energy market, currently home to only five WtE plants serving the
major population centres of Toronto, Vancouver, Quebec City and Charlottetown. However, two
projects of significance are expected to be added by 2016, both being developed by Covanta.
Firstly the Durham/York plant servicing the Greater Toronto Area, which is currently under
construction, is set to come online in Q3 2014 with a MSW processing capacity of 140,000
tonnes/year. The second project in Vancouver has not yet received a final investment decision but
is likely to go ahead and be operational by 2016. The Cache Creek landfill is set to close in 2015,
and the Gold River facility is currently the preferred solution to divert the 500,000 tonnes of waste
sent to landfill each year.

6.2 C&G Environmental Protection Holdings Limited
Headquartered in Hong Kong and listed on the SGX Mainboard since April 2005, C&G
Environmental Protection Holdings Limited (formerly C&G Industrial Holdings Limited), is a leading
Waste-to-Energy investor and operator. Specialising in the investment, construction, operation and
maintenance of WTE plants, C&G is led by professional industry veterans with a wealth of
experience in WTE technology management, infrastructure development and are well-respected
and connected with industry players. C&G invests in, constructs, operates and maintains waste
incineration power plants for the treatment of Municipal Solid Waste (“MSW”) under the Build-
Operate-Transfer (“BOT”) investments schemes. Under the BOT scheme, recurring revenue from
the Group’s WTE business comprises mainly Power Generation and Waste Handling Fee. C&G is
committed to the preservation of its environment and the improvement of quality of living through
the latest waste treatment technology.
C&G currently operates six WTE plants: Jinjiang, Hui’an, Anxi, Fuqing, Jianyang in Fujian; and
Huangshi in Hubei, as well as a sludge treatment plant in Jinjiang. An additional five projects are in
the pipeline gradually commissioning in China and Asia.
Mr. Loo Cheng Guan, Executive Director and Group Deputy Chief Executive Officer Loo Cheng
Guan was appointed as C&G’s Executive Director and Group Deputy CEO on 8 November 2011,
to oversee the Group’s corporate finance, investor relations and business development. Mr Loo
brings to C&G more than two decades of finance, management and business experience, having
spent a significant portion of his career advising on mergers and acquisitions, growth strategies
and structuring and negotiating investments that achieve capital appreciation for investors.
Mr Loo holds a Bachelor of Economics (Honours) and MBA from Monash University in Melbourne.
He is a member of the Singapore Institute of Directors.
6.2.1 Waste-to-Energy Growth Opportunities in China and South East
Asia
Visiongain: C&G has been involved in a number of new waste-to-energy projects in recent years,
with 6 facilities added since the beginning of 2011 and two more expected in 2013. What are the
main factors allowing the company to grow at such a pace?
Mr. Loo: To capture an expanding waste-to-energy market in China and Asia, we transformed our
business from textile-related production to WTE in 2010. Ever since the transformation of the
business model, 2011 and 2012 have become consolidation years for our WTE business, as we

However, growing environmental pressures and domestic energy needs are reinvigorating interest in WtE in select areas. The North American WtE market is depicted in the table and chart below. However, two projects of significance are expected to be added by 2016, both being developed by Covanta. Firstly the Durham/York plant servicing the Greater Toronto Area, which is currently under construction, is set to come online in Q3 2014 with a MSW processing capacity of 140,000 tonnes/year. The second project in Vancouver has not yet received a final investment decision but is likely to go ahead and be operational by 2016. Specialising in the investment, construction, operation and maintenance of WTE plants, C&G is led by professional industry veterans with a wealth of experience in WTE technology management, infrastructure development and are well-respected and connected with industry players. C&G invests in, constructs, operates and maintains waste incineration power plants for the treatment of Municipal Solid Waste (“MSW”) under the Build- Operate-Transfer (“BOT”) investments schemes. Under the BOT scheme, recurring revenue from the Group’s WTE business comprises mainly Power Generation and Waste Handling Fee. C&G is committed to the preservation of its environment and the improvement of quality of living through the latest waste treatment technology. C&G currently operates six WTE plants: Jinjiang, Hui’an, Anxi, Fuqing, Jianyang in Fujian; and Huangshi in Hubei, as well as a sludge treatment plant in Jinjiang. An additional five projects are in the pipeline gradually commissioning in China and Asia. Mr. Loo Cheng Guan, Executive Director and Group Deputy Chief Executive Officer Loo Cheng Guan was appointed as C&G’s Executive Director and Group Deputy CEO on 8 November 2011, to oversee the Group’s corporate finance, investor relations and business development. Mr Loo brings to C&G more than two decades of finance, management and business experience, having spent a significant portion of his career advising on mergers and acquisitions, growth strategies and structuring and negotiating investments that achieve capital appreciation for investors. Mr Loo holds a Bachelor of Economics (Honours) and MBA from Monash University in Melbourne.
