PARADIGM OF DEVELOPMENT
FOURTH PILLAR:
8. Tangible, Intangible and Natural Heritage
is one of the few elements with potential for
economic development
but still firmly tied to
places and local populations.
Tangible,
Intangible and
Natural Heritage
9. This potential must be
carefully planned and developed
to avoid the loss of identity and functions
to make room for the sole tourist activity.

17. Territorial Cultural Systems
Deal with
- Culture and Territory
- Local Identity vs Global
Heritage
- Conservation vs
Transformation
- Normative vs Operational
Planning
20. Participative Planning Process
LOCAL COMMUNITIES
have led the planning process
based on active participation and
a clear METHODOLOGY
where
diagnostics, specific proposals and results
in the short, medium and long term
are implemented
METHODOLOGY
21. CULTURAL
TERRITORIAL SYSTEM
It addresses both the physical landscape and the
social landscape (socio-economic) of a given
territory, both tangible and intangible assets and
their relationships.
It is a structural process organised by projects.
It identifies in a sort of hierarchy: integrated
components, intervention priorities, demostrative
projects, etc.
22. CULTURAL
TERRITORIAL SYSTEM
It could be incrementally built by parts that may
each have meaning and functional self-efficacy, while
being inserted into a unitary overall methodological
framework.
It could be implemented in time
It does not need to be immediately a “final and
complete Plan“. The various parts can be articulated
and complete with subsequent additions and
amendments.
23. CULTURAL
TERRITORIAL SYSTEM
It is flexible. It is not a plan "hard" and "normative",
but above all works "multiscale scenario“
However, if useful or necessary,
some specific areas or projects
or parts of projects may be subject
to normative planning or design rules.
It is a strategic planning process
(shared, participatory, concerted,
communicative).
24. CULTURAL
TERRITORIAL SYSTEM
It is also flexible in time as it is also conceived as a
process.
It has to be verified through monitoring on the state
of implementation of the projects and on the effects
produced by the interventions, with any necessary
corrections during implementation.
It must be managed ("accompanied" by public
authorities, operators and associations).
