The BTOP or “Broadband Technology Opportunities Program” is also administered by the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA), in consultation with the Federal Communications Commission (FCC). The BTOP program provides grants to support the deployment of broadband infrastructure, enhance and expand public computer centers, and encourage sustainable adoption of broadband service. The BIP or Broadband Initiatives Program is administered by the U.S. Department of Agriculture’s Rural Utilities Service (RUS) and is providing loans, grants or loan/grant combinations to assist in expanding access and quality of broadband services in rural America.
During the 2007 General Session the Rural Broadband Service Fund was established to support economic growth in rural locations by providing post performance cash grants to companies that commit to construct wire line technology for rural communities to access high speed broadband service. The one-time 1 million dollar fund ended in July of this year.
