This document summarizes a meeting on science, technology, and innovation held in Sarajevo, Bosnia and Herzegovina. It discusses the Southeastern European Network in Mathematical and Theoretical Physics (SEENET-MTP), which includes 20 research institutions from 11 countries. Over the past 10 years, the network has facilitated around 160 researcher and student exchanges, published 100 papers and several books, and organized over 10 scientific meetings. It finds strengths in the critical mass of researchers and scientific output, but also weaknesses in international cooperation and human resource valuation.

9. Main Results and Activities
• Mobility program:
– About 160 exchanges (both researchers and students) in the region (2005-20112)
in average 20 per year
– Duration of visits: one week (for students up tp one month)
• Network meetings: 15 meetings in 7 years, about 750 participants
• Publications-Monographs, Network Conference Proceedings: about 10 issues
• Research: Numerous joint papers with acknowledgements to UNESCO and ICTP
for support, partially or even fully based on collaboration during exchanges
• SEENET-MTP web portal became one of the most popular source of information
concerning MTP in our region:
• Scientific education and promotion of science in particular physics
• Example of activities:
– 30 lectures and 3 books
– Meetings and Competitions of High School students and undergraduate students:
``Science and Society`` in Craiova and Rurnu Severein (Romania) in 2008, 2009
and 2011

10. SEENET MTP 2003 – 2012
Summary of 10 years of activity
Around 1000 persons (researchers, students, teachers and
pupils) took part in the network’s events and programs.
Mobility in the region: more than 150 short and mean-term
visits, exchanges, fellowships, in the region.
Scientific results: around 100 scientific papers published with
an acknowledgement to the network’s projects and programs.
High level scientific events: more than 10 various types of
joint scientific meetings.
Publication: several books, monographs and similar
publications have been published.
Projects &financial support: 8 projects with UNESCO, 4
Projects with ICTP, 1 Project with Bavarian Ministry for
research.
International cooperation/ recognition: European Physical
Society, Balcan Physics Union.

Basic and Engineering Sciences Capacities in South Eastern Europe SEE”

26. Directions for strategic action
• Creation of regional cooperation networks capable to enable the
communication and interrelationships between research centres.
• At a ministry level it is recommended to launch and finance special
programs for interregional cooperation.
• Encouraging the change in policy of science in order to be able to hire
researchers from other countries.
• Establishing as a priority the finance of the reintegration programs
designated to young researchers.
• Adapting the investment policy in research from region to the European
strategy of research, in the attempt to gain 3% from GDP.
• Cataloguing the whole available infrastructure and sharing both
information and infrastructure.
