

7% of craftsmen deal exclusively with the implementation of EE
technologies



The skills necessary for quality execution of low-energy buildings are
very rare among construction workers



Vocational high schools for adult education are not oriented on energy
efficiency and renewable sources as a part of their curricula



84% respondents stated that they wanted additional training to a
certain extent and become specialized in the field of energy efficiency
technologies in building construction

Development of the CROSKILLS marketing plan for the purpose of
GM-2
popularization of the construction jobs



A lack of interest in students for the very vocations desperately needed
for attaining the 20-20-20 objectives (namely, only 1 plasterer and 23
roofers in the period from 2009 to 2013).

Commencing an info campaign at the national level with the purpose of
GM-4 promoting EE refurbishment of buildings and the offer of licensed workers and
certified companies in the realm of EE

  1. Sama naliza postojećeg stanja građevinskog sektora napravljena je putem službenih baza podataka, nacionalnih studija i strateških dokumenta, akcijskih planova i analiza, te putem upitnika. Napravljene su dvije vrtse upitnika: jedan za obrtnike i radnike u graditeljstvu , a drugi je bio za osobe koje su zaposlene u obrazovnim institucijama zaduženim za provođenje strukovnog obrazovanja kao sto su profesori, stručno osoblje, ravnatelji škola)
  2. napomenom da smo raspolagali sa 180 anketiranih. Ovdje mozete vidjeti neke od rezultatanase analize. Da Tako je recimo 7% obrtnika reklo da se isključivo bavi primjenom EnU tehnologijeZakljuceno je da Vještine neophodne za kvalitetnu izvedbu niskoenergetskih zgrada su vrlo rijetke među građevinskim radnicimaStrukovne srednje škole za građevinske radnike i škole za obrazovanje odraslih nisu posebno usmjerene na energetsku učinkovitost i obnovljive izvore kao dijela njihovog kurikuluma. A ono najvaznije: Gotovo svi ispitanici su se izjasnili da se u određenoj mjeri žele dodatno obrazovati i specijalizirati u području energetski učinkovitih tehnologija u zgradarstvu
  3. U postojećoj analizi statusa quo procijenje je broj radnika koji je potreban za dostizanje ambicioznih ciljeva 20-20-20. akoimamou ulazni parametar a to je obnova 3% zgrada prema EPBD direktivi godisnji, tada dolazimo da nam je potrebno oko 22 000 obrazovanih radnika u okviru EnU
  4. Nakon toga je Okupljna reprezentativna radna skupina dionika iz obrazovnog, građevinskog i energetskog sektora koja je aktivno sudjelovala u izradi nacionalnih smjernica kroz konzultacijski proces
  5. Kao sto mozete vidjeti konacanrezltat CROSKILLS BUILD UP SKILL PILLA I inicijative su mjere podijeljen u opce, tehnicke i zakonske te ostale koje nisu direktno povezane s obrazovanjem radnika ali ih je Nacionalna platforma prepoznala kao važne mjere koje su stavljene u smjernice,
  6. Prve tri mjere odnose se na edukaciju i to tri ciljane skupine: Kvalificirana radna snaga, Nekvalificirana radna snaga i Nezaposleni radnici.Zanimanja koja su nam zanimljiva su Fasader, Zidar, Tesar, Soboslikar / ličilac, Krovopokrivač, Monter suhe gradnje
  7. Zatim ove tri mjere koje mozete vidjeti odnose se na marketing ne samo projekta nego i građevinskih zanimanja. Naime analizom status quo utvrđeno je da je Sve manje je zanimanje učenika za građevinska zanimanja ( ta ko je npr. U skolskoj godini od 2009-2013. god. Upisano samo 1 fasader i 23 krovopokrivača)Takodjerpotreno je naglasiti prednosti certificirane radne snage i beneficije. Jer ovdje priznat i certificiran radnik biti ce priznat i u svim clanicama EU Sve bi to trebalo biti najednomcentralnominterdisciplinarnomportalukojećebitidostupneširojjavnostimorajubitidostupnesveinformacije o NositeljimaProgramaizobrazbe, o kontinuiranojizobrazbi, te o savjetimazanastavakobrazovanja u EnUpodručju
  8. Jedna od najbitnih zakonskih mjera prema dionicima nacionalne platforme je zelena javna nabava prema kojoj bi trebalo voditi računa o cjelokupnom trošku tijekom životnog vijeka, ne samo o najnižoj cijeni!takoder bi javni sektor trebao biti primjer drugima: on bi trebao poceti koristi certificiranu radnu snagu nakon sto s njom raspolazemoMjeraCertificiranje/licenciranje građevinskih radnika nakon izobrazbe (licenciranje fizičke osobe) odnosi se na to da svaki educirani radnik bi trebao imati certifikat s kojim je institucionalno priznat.. To se takoder odnosi i na tvrtke koje imaju certificirane radnike sto je takodjer jedna od mjera (slajd poslije)
  9. Od zakonskih mjera tu je i nadzor nad provoditeljem izobrazbe i nadzor nad obavljanjem poslova certificiranih tvrtki uz po potrebi kazne
  10. Prva tehnicka mjera je Izrada plana o certifikaciji građevinskih radnika za gradnju i obnovu zgradagotovo nulte energije koji treba sadržavati uvjete za certificiranje građevinskih radnicima,stručna sprema i radno iskustvo potrebni za pristupanje Programu izobrazbe,sadržaj i način provođenja Programa izobrazbe, provjere znanja i i način provođenja stručnog usavršavanja i sl.
  11. Ove smjenicepredvidaju i edukaciju trenera:osoblja koje bi provodile edukaciju samih građevinksih radnika.Takoder je predvidena uspostava registar educiranih radnika koji mora biti dostupan široj javnosti; i njegovo održavanje. Kkkako bi lakše i brže investitor mogao doci u kontaks licenciranim radnicima i tvrtkama
  12. Revidirati i implementirati kurikulume u srednjim školama za zanimanja koja su vezana za obnovu i gradnju u okviru EnU i OIE te sumjerati učenike na zanimanja povezana za EnU i OIEOpca mjera broj 2 je Propisati kontrolu kvalitete izvođenja u okviru energetske učinkovitosti tijekom izvođenja radova i prije izdavanja uporabne dozvole: jači nadzor, kazne i Zahtijevati ispitivanja za kontrolu izvedbe vanjske ovojnice zgrade prije samog dobivanja uporabne dozvole (Blowerdoor test, IC termografija) da li je sve u skaldu s projektnom dokumentacijom
  13. Poticanje izrade kurikuluma za interdisciplinarna zanimanja. Tako je recimo prihvacenkurikul za interdisciplinarno zanimanje tehnicar za odrzivu gradnju koji dobiva znanja i iz podrucjaeNu i OIE te gospodaranje otpadom Poticati udruživanje (klastere) stručnih poslovnih subjekata uključenih u proces gradnje i osnivanja stručnih udruga od strane stručne javnosti cime se Udruge štite prava struke, potiču kvalitetu, njenom brojnošću udruga postaje jača te može utjecati na zakonsku regulativu
  14. Postizanje 20-20-20 ciljeva domaćom radnom snagom znači izobrazbu 40-tak tisuća radnika, a samim time i nova zapošljavanja!Smjernice objašnjavaju kako osigurati dovoljan broj educirane radne snage za postizanje tih ciljeva 20-20-20Smjernice uključuju identifikaciju kvalifikacijskih potreba, prioritetne mjere, definiranje akcijskog planaDa bi smjernice imale potrebnu težinu i ostvarile rezultate, nužno je njihovo prihvaćanje od strane relevantnih tijela i dionika s obvezom provođenja!
