4. Renewable Energy
The share of renewable energy resources on total primary energy supply in
Turkey in 2010 is only 10,7%.
The utilisation rate of the energy generation from renewable resources
is only 26% in 2010.
Renewable Energy Law 5346 dated 05.10.2005 ensured incentives and
supports to producers.
What the law provides:
– purchase guarantee and tariff support
– land allocation
– domestic machinery and equipment in production facilities was
encouraged, with an installed capacity of 500 kW
– surplus energy produced in these facilities fed in to the grid and to be
purchased
regulation put into effect in 2010, arrangements in solar energy applications,
total power of installed solar plants to be restricted to 600 MW until
31/12/2013 and each application to be limited to max of 50 MW were made
5. Renewable Energy
According to Electrical Energy Market and Supply Security Strategy
Document;
The rate of the energy generation from renewable resources will be
at least 30% until 2023, for that purpose:
– Wind energy installed capacity will be increased to 20.000 MW
by 2023,
– Technically and economically evaluated entire hydroelectric
potential will be used in electricity generation by 2023,
– 600 MW geothermal potential which is determined to be
suitable for the production of electricity generation will be
commisioned by 2023,
– Increase the use of solar energy in electricity generation.
6. Energy Efficiency
Law of Energy Efficiency
Energy Efficiency Support Programme for SMEs: According to
the Law of Energy Efficiency; Small and Medium Size
Enterprises Development Organization provide enegry
efficiency training and consultation to SMEs. These supports
which have been given up to %50-%60 are categorized by
SME’s energy consumption. If SME conditions are suitable
the support of energy efficiency vary up to 30.000TL.

7. Transportation
Between the years 1990- 2009 greenhouse gas emmissions originating
from transportation has been increased 80.1%.
Road transport is responsible for the 85% of the CO2 emmissions
originating from transportation..

8. Transportation
Between the years 1990- 2009 GHG originating from
transportation increased 80.1%, and road transport is
responsible for the 85% of the CO2 emmissions.
Increase the share of railways in freight shipment from
5% (2009) to %15; and increase the share of railways in
passanger transportation from 2% (2009) to 10% by
2023.
Decrease the share of road transport in freight shipment
in ton-km from 80% (2009) to below 60% and decrease
the share of road transportation in passanger-km from
90% to 72% by 2023.
9. Transportation
Model Implementations of Local Governments:
Planning of Sustainable Transportation in Mediterranean Area
Project (SUMPA-MED) Started with the leadership of Gaziantep
Metropolitan Municipality in 2009. With this project 3 cities in Syria
and Jordan targeted and encourage society to provide their
transportation needs with eco-friendly ways. (www.sumpa-med.net).
Other important projects about sustainable transportation that is
supported by İstanbul Metropolitan Municipality are; “Konya Bike
Festival” and “Green Nilüfer Week ” with the contributions of Bursa
Nilüfer Municipality, NGOs and university which has been called
“Once in a Month, Streets are Ours ”.
10. Sink Areas
Amount of carbon storage in forests will be increased by 15% of the
values of 2007 until 2020. (2007: 14.500 Gg, 2020: 16.700 Gg)
Rate of disforestation and forest destruction will be decreased
by 20%.
Limitation of adverse impacts of land use and land use change in
forest, meadow, agriculture and urban areas on climate change.

Market Transformation of Energy Efficient Appliances in Turkey
The objective of the project is to reduce the household electricity consumption and
the associated greenhouse gas emissions of Turkey by accelerating the market
transformation of less energy consuming building appliances.
This will be facilitated by;
Strengthening the local institutional capacity to develop, adopt and implement
effective appliance EE policies;
Developing and implementing a structured compliance checking and
enforcement program for appliance energy performance labels and standards;
Increasing consumer and the supply chain awareness and capacity to purchase /
deliver energy efficient appliances in the Turkish market;
Analyzing and reporting the results of the project for further learning, adaptive
management and, as applicable, replication in other countries.

Promoting Energy Efficiency in Buildings in Turkey
The objective of the project is to reduce energy consumption and associated GHG
emissions in buildings in Turkey by raising building energy performance standards,
improving enforcement of building codes, enhancing building energy management
and introducing the use of an integrated building design approach.
This will be facilitated by;
Improved energy efficiency in new and existing buildings by revising, enhancing
and improving enforcement of building energy performance standards.
Cost-effective energy efficiency solutions showcased by introducing and adapting
an Integrated Building Design Approach (IBDA) in turkey and demonstrating the
concept in two new buildings.
New tools developed and introduced to facilitate compliance with higher energy
efficiency standards and promote best energy management practices.
Project results integrated into standard practice in the building sector by
monitoring, quantifying and sharing the results with the relevant stakeholders.

Report on national experiences, existing legislation and related legislations in Turkey
regarding building inspection and energy efficiency has been developed.

The reports and checklists to strengthen the building inspectorates
regarding to energy efficiency regulations and implementations are
prepared and approved.
Design company for the demo buildings has been contracted. Conceptual
Design has been prepared and the tender dossiers will be delivered to project
partners when the design process completed.
A report "IBDA, International Experiences and Recommendations for Turkey" is
prepared.
The reports and checklists to strengthen the building inspectorates regarding to energy
efficiency regulations and implementations are prepared and approved.

service providers (ESCOs) and for the development of Energy
Performance Contracting scheme for buildings are to be

Experts to be contracted for the development of "Monitoring,
Inspection and Verification (MIV)" methodology and tools for
Energy Performance Certification (EPC) system in buildings in
Turkey. The developed system to be proposed to the Ministry.

The objective of the project is to improve the energy efficiency in Turkish industry
by supporting a wide range of measures to assist industrial enterprises to undertake
effective energy management in their plants and operations.
Project objective will be facilitated by;
Improving the institutional and legislative framework which will contribute in the enhanced
implementation of the existing Energy Efficiency Law and the implementation of the new
ISO 50001 Energy Management System (EnMS); improving the database of energy
consumption data for industry, updating the current information on sectoral energy
consumption and savings opportunities, harmonizing the YEGM Energy Efficiency Portal
with the KOSGEB database as well as the existing database and providing enhanced
communications, introducing sectoral energy consumption benchmarking, promoting
energy efficient technology best practices, developing a National Energy Management
System Standard, establishing “Energy Management Units” in 10 organized industrial
zones, reviewing and improving existing financial mechanisms for energy efficiency and
developing financial models suitable for Turkish industry;

Improving the capacity of Turkish industry and Energy Efficiency Consultancy (EEC) companies; raising the
awareness of Small and Medium Enterprises (SME), senior managers and decision makers and employees
of industrial enterprises and financial institutions for energy efficiency and energy system optimization;
providing sectoral training for EEC companies, updating existing energy efficiency training documents, and
developing and standardizing “Energy Survey Methodologies” and “Assessment and Verification
Methodologies”;
Implementing and supporting Energy Survey programs for SME’s; performing 300 preliminary surveys and
150 indirect surveys for determining energy saving potentials of SME’s and industrial enterprises with
model surveys and improving the survey capacity and experience of EEC companies, implementing and
extending “energy management standards”;
Introducing the most developed energy management applications and energy efficiency approaches, trade
and financing models; energy efficiency improvement projects, energy system optimization
opportunities, energy efficient processes and technologies, which will be carried out to realize the savings
that are determined with 65 demonstration projects in SME’s and industrial enterprises, with detailed
feasibility analyses and financing models, and fostering information exchanges;
Monitoring, evaluation, sharing and extending information; monitoring, evaluation and impact
analysis, information sharing and preparing project action plans.
