Policy Issue: Impact of free access to confidential
family planning services in California.
PRL-IHPS evaluates Family PACT, California’s family planning benefits program for
low income men and women, with the Bixby Center for Global Reproductive Health.
An estimated 287,000 unintended pregnancies, including 81,200 pregnancies to
adolescents, were avoided in 2007.
For every dollar spent on Family PACT in 2007, $4.30 was saved in public health
and social services expenditures from conception to age two.
Policy Issue: Elimination of health disparities among
California’s diverse population.
PRL-IHPS and Bixby Center studies of Family PACT document the
widespread need for programs dedicated to family planning services.
Of 1.8 million clients served by Family PACT in 2010, 63% were Latino, 21%
White, 7% API, 6% African American, 3% Native American/Other.
Among Family PACT clients served in 2010, 80% were at or below the
federal poverty guideline of $22,000 for a family of four.
Nearly half (47%) of Family PACT clients spoke a primary language other
than English in 2010.
Policy Issue: Which preventive services for women should be covered under the ACA?
PRL-IHPS Director Brindis served on a committee of experts convened by the Institute of Medicine (IOM) to identify
gaps in preventive services for women in the Affordable Care Act.
HHS adopted the IOM committee’s recommendations.
New health plans will be required to cover many preventive services with no cost sharing, such as STI counseling
and HIV screening, contraceptive methods, screening and counseling for intimate partner violence.
