This workshop for visually impaired
girls of Kamla Mehta School for Blind
Girls was conducted on 12th October
2013.
3. Saritsa Foundation has recognized that the
People with disabilities are disproportionately
vulnerable in emergencies and face high loss of
lives and it aggravates their poverty since most
of vulnerable people live in poverty in urban
slums and rural areas. To mark the importance
of International Day for Disaster Reduction 2013,
Saritsa Foundation conduct 4 workshop for
visually impaired women, girls and school
children. Saritsa Foundation has recognized that
when we do not include about 70 million
women, girls, children and men with disability in
the process of Disaster Risk Reduction in INDIA,
we are denying opportunities to them to build
their capacity to protect lives in emergencies,
which increases their vulnerability.
4. Saritsa Foundation analyzes that reasons for their
vulnerability are that they have no opportunity to
build their knowledge to respond, or learn to
adhere to early warning. It is a reality that they
have never thought of immediate plans, they have
not thought of a process for moving out of their
houses, offices , institutions and schools. They
have not discussed and planned with their families
to cope with such emergencies, friends, community
members including people in local governance.
They are never a part of plans or decisions for
DRR. The parents and families of persons with
disability themselves are very little aware to plan
for them They are not aware about their evacuation
plans, their transportation, protection of women
and girls from sexual violence, food, water, shelter,
latrines and medicine provisions as well as their
buddies or care takers.
5. How Saritsa Foundation has been building
capacity of persons with disability since June
2000?
Saritsa Foundation is the most vibrant and
committed contributor amongst national and
international NGOs in the field of building
capacity of the most vulnerable in India. With its
minimal resources it has imparted life saving
education to 9750 physically challenged, visually
impaired, slow learners, mentally retarded,
suffering with autism, deafness and dumbness.
Saritsa Foundation knows that disasters do not
discriminate, human beings do.
To take care of this concern Saritsa Foundation
endeavoring to unite people in Governance,
Administrators of Institutions, international
NGOs, and corporate sectors, religious institutions
6. and individual and communities to mainstream
people with disability in capacity building,
decision making, policy formulation and
implementation to provide Right to life safety and
security to the persons with disabilities in
disasters, with especial priority to women, girls
and children.
Objectives
1. To develop rapport with disabled to change
their mindset of helplessness and
powerlessness by reaching to them at their
“Door Steps”.
2. To build capacity by imparting life saving
education.
7. 3. Make practical training and mock drills as an
important part of training.
4. Provide Braille books, Audio books, Sign
language handouts and Pictorial books to
strengthen the process.
5. Develop individual willingness to prepare and
make them believe that “I can prepare, I will
prepare and I will protect myself”.
6. Sensitize parents, families, institute
administrations and people in local
governance.
7. Promote public/private partnership for
financial support for sustainability of the
campaign.
8. Methodology
1. Explaining to the participants, how prone are
their areas to manmade and natural disasters.
How they can prepare to minimize losses?
2. Raising awareness for Early warning for
disasters in their regions and their response in
way of moving out from scene of disasters,
access to evacuation and transportation. It is to
be sensitized that all communication channels
be used by persons with disability for timely
response. Their networking on mobiles with
family members, relatives and control rooms
will be very useful to receive and adhere to
early warning to act.
9. 3. Family and community preparedness to make
provision for their needs in an emergency and
making plans for protecting them as well as
moving out of premises, evacuation and
transportation.
4. Making plans for support of care takers and
evolving Buddy System.
5. Defining routes, transportation and access
to shelters. Guiding them to identified areas
for food, water, medical help, and, use of
latrines.
6. Provisioning for protecting women and girls
from sexual violence.
10. 7. Encourage disabled people to use local
resources to protect and organize periodic
mock drills with practical training for
sustainability.
8. Preparation of guide lines to be made use in
emergencies by local administration as well
as making family and community plans is
important.
9. Persons with disabilities be included, in a
meaningful way, in each and every meeting,
plan and decisions.
11. 10.Buddy System (Jodidar) is important for
persons with disability to plan protection and
movement in disasters especially for visually
impaired people with timely identification of a
care taker for support in disasters is important.
11. Life Saving Education to build their capacity- It
is important that provision for Braille books,
pictorial hand book, Audio books, large print,
use of sign language interpreters is made.
12. Most important part is to develop confidence
amongst disabled that they have a role to
protect themselves and build confidence in
them.
