4. PP Council
•Established by the appointment of the 5 members in late January 2014
•Logistically part of the PPB but responsible to the Government
•Main responsibility to review technical specifications and capability criteria and to issue approvals
5. Approvals
•5 types of approvals:
–On technical specifications
–On capability criteria
–On grouping of medical items into lots
–On the use of MEAT criterion
–On additional works
•Additional considerations on framework agreements are in the pipeline
6. Approval procedure
•Many details of the approvals procedure are prescribed in the Law
•Register of experts is established to assist the PP Council
•Cost of the approvals are also prescribed
•Right to appeal against the decision of the Council
7. E-procurement
•First national e-procurement system in the region – started up in 2006
•Web-based, simple and user-friendly
•Centralized system – one place for every
•e- procurement transaction in Macedonia
•Enables e-notices, e-tendering, e- awarding and e-auctions
8. E-notices
•The system is used for publication of contract notices and contract award notices (as well as several other types of additional notices)
•ESPP sends automated alerts to registered economic operators for new contract notices in the corresponding area of interest
•Over 18.653 contract notices and over 16.000 contract award notices were published on ESPP in 2013
9. E-tendering and e-Awarding
•The system enables procedures to be carried out fully electronically until the contract award
•The evaluation of the bids is conducted automatically and by electronic means
•Digital signatures are used
•Introducing the Profile of Economic Operator
•Over 2.500 procedures were conducted fully electronically in 2013, around 15% of the procedures
10. E-auctions
•The Government was very supportive of the use of e-auctions
•As of 2012 there is mandatory 100% use of e- auctions, except in rare cases defined by Law
•34,000 auctions were carried out in 2013, or around 130 per day
•There is average of 17% reduction in price compared with initial prices
•One shot opportunity – new mechanism

12. •According to the Training Program in 2013, PPB organized 19 certification trainings, attended by 376 participants from CA.
•PPB organized and carried out 7 recertification trainings attended by 127 participants from CA.
•For the EO, PPB organized and carried out 3 trainings in total attended by 39 participants.
•Total of 29 carried trainings, attended by 542 participants from CA and EO in 2013.
•Total of more than 100 carried trainings in last few years and more than 2000 participants
