- The Internet is a globally distributed computer network comprised of many voluntarily interconnected autonomous networks. It is governed by a decentralized and international multi-stakeholder network. They work cooperatively to create shared policies and standards that maintain the Internet’s global interoperability for the public good.Here’s how it works:Multi-stakeholders - Civil society, Internet users, the private sector, governments, national and international organizations, research, academic and technical communities all have a say in how the Internet is run.Open debate - The process of debating policy using any variety of methods: in-person, Internet drafts, public forums, publishing, and many more. Policies and Standards - Internet Policies are the shared principles, norms, rules, decision-making procedures, and programs that shape the evolution and use of the Internet. Internet Standards enable interoperability of systems on the Internet by defining protocols, messages formats, schemas, and languages.Operations and Services - Internet Operations span all aspects of hardware, software, and infrastructure required to make the Internet work. Services include education, access, web browsing, online commerce, social networking,To reach another person on the Internet you have to type an address into your computer -- a name or a number. That address must be unique so computers know where to find each other. ICANN coordinates these unique identifiers across the world. Without that coordination, we wouldn't have one global Internet. ICANN is a not-for-profit, public-benefit corporation formed in 1998. Its staff helps organize the voices of volunteers worldwide dedicated to keeping the Internet secure, stable and interoperable. ICANN promotes competition and helps develop Internet policy. Specifically, what ICANN does is coordinate the Internet’s global DNS (domain name system) – that is, the system of unique addresses (in the form of names and numbers) used to reach every computer on the Internet. The DNS is a vital part of the Internet’s infrastructure, without which the Internet could not function. Through its coordination of the DNS, ICANN plays an important role in the expansion and evolution of the Internet.In more technical terms, ICANN coordinates the Domain Name System (DNS), Internet Protocol (IP) addresses, space allocation, protocol identifier assignment, generic (gTLD) and country code (ccTLD) Top-Level Domain name system management, and root server system management functions. Besides providing technical operations of vital DNS resources, ICANN also defines policies for how the "names and numbers" of the Internet should run. This is achieved in a “community-based, consensus-driven, multi-stakeholder model.“Community-based, or bottom up - At ICANN, sub-groups can raise issues at the grassroots level. If the issue falls within ICANN’s remit, it can rise through various Advisory Committees and Supporting Organizations until eventually policy recommendations are passed to the Board for a vote.Consensus-driven - Through its By-laws, processes, and international meetings, ICANN is the arena where all advocates can discuss Internet policy issues. Almost anyone can join most of ICANN’s volunteer Working Groups, assuring broad representation of the world’s perspectives. Hearing all points of view, searching for mutual interests, and working toward consensus take time, but the process resists capture by any single interest– an important consideration when managing a resource as vital as the global Internet.Multi-stakeholder model.- At the heart of ICANN’s policy-making is what is called a “multi-stakeholder model.” This decentralized governance model places citizens, industry and government on an equal level. It allows for bottom-up, consensus-driven policy-making. The idea is that Internet governance should mimic the structure of the Internet itself – borderless and open to all. Within ICANN, this model emphasizes the voices of a broad range of stakeholders. ICANN’s multi-stakeholder model ensures that everyone who uses the Internet has a voice in how it is governed. As shown above, there are a vast number of stakeholders, including governments, registries, registrars, Internet service providers, businesses and individual Internet users. ICANN’s inclusive approach treats the public sector, the private sector, and technical experts as peers. In the ICANN community, you’ll find registries, registrars, Internet Service Providers (ISPs), intellectual property advocates, commercial and business interests, non-commercial and non-profit interests, representation from more than 100 governments, and a global array of individual Internet users.
