Ⅰ. Current BMD system
6. North Korea’s actions
Security Environment Surrounding Japan (in BMD context)
Has repeatedly heightened tension in the Asia-Pacific region by escalating its
provocative rhetoric and behavior against Japan and other countries.
Technological improvements have been made to extend the range and increase
the accuracy of its ballistic missiles through a series of missile launches.
Conducted nuclear tests in defiance of calls for restraint from the international
community.
Ⅱ. Future BMD system
North Korea’s nuclear and missile development, coupled with its provocative
rhetoric and behavior, such as suggesting a missile attack on Japan, pose a
serious and imminent threat to Japan’s security.

7. BMD Related Entries in the National Defense Program Guideline (Excerpt)
NDPG (Dec. 17, 2010)
The SDF will respond to ballistic missile attacks by maintaining a
continuous ISR posture. In addition, the SDF will respond effectively to
ballistic missiles capable of evading interceptors by developing a multi-
layered defense posture. Should by some chance any damage were to
occur, the Government will take consequence management measures to
minimize it.
New NDPG (Dec. 17, 2013)
To counter North Korea’s improved ballistic missile capability, Japan will
pursue comprehensive improvement of its response capability against the
threat of ballistic missiles.
With regard to the BMD system, Japan will enhance readiness,
simultaneous engagement capability and sustainable response capability to
strengthen the capability to protect the entire territory….

Ⅱ. Future BMD system
In effort to pursue comprehensive improvement of response capability against threat of BMs;
- strengthen capability to protect the entire territory of Japan
- enhance readiness, simultaneous engagement capability and sustainable response capability
9. Advanced BMD Interceptor Missile (SM-3 BlockIIA)
Cooperative Development project for SM-3 BlockIIA with the U.S. has been in
progress, to expand defended area (fig.1) and to respond to future, improved
and diversified threat (fig.2). The missile will succeed the existing SM-3 Block IA.
Development Period: Approx. 11 years (JFY2006~)
