Russell Losco has over 30 years of experience in soil science and wastewater treatment. He has worked as a principal soil scientist, environmental designer, health specialist, and project manager. Losco has extensive experience evaluating soils, designing sewage systems, and providing expert testimony. He holds several licenses and has authored publications on topics like stormwater infiltration and soil assessment.

reports for individual and community on-site sewage disposal system Design individual and community on-lot
sewage disposal systems including drip irrigation and ABS systems in both Pennsylvania and Delaware.
Perform topographic survey, layout, stakeout, and inspection and installation supervision of sewage disposal
systems. Perform percolation and soil permeability testing for on-lot sewage disposal and stormwater infiltration.
Assist in design of subdivisions, stormwater infiltration structures and sewage treatment plants. Represent
clients at municipal, county and state meetings. Provide expert testimony in the fields of soil science and
wastewater treatment and disposal. Delineate wetlands. Planned and supervised rehabilitation of Penn
Township municipal Rapid Infiltration Basins (RIBs).
Served on the Board of Directors of the Pennsylvania Association of Professional Soil Scientists (PAPSS), , the
Pennsylvania On-Site Wastewater Recycling Association (POWRA) and Pennsylvania Association of Sewage
Enforcement Officers (PASEO). Instrumental in organizing successful Technical Conferences for PAPSS and
POWRA, including 2004 PAPSS Conference on Soil Testing and Characterization for Stormwater
Infiltration. Provided commentary on proposed regulatory changes in sewage disposal regulations and
