PARTICIPATION IN PLANNING AND PUBLIC POLICY
23th/24th of February, 2017
The Department of Social, Political and Territorial Sciences (DCSPT) and the Research
Unit on Governance, Competiveness and Public Policies (GOVCOPP), of the University
of Aveiro, are organizing the IV Conference of Regional and Urban Planning (PRU),
which also includes the International Conference of the Project "Community Participation
in Planning”, to be held in February, 2017.
Every year, the Master of Regional and Urban Planning of the University of Aveiro, which
is currently in its 10th edition, organises conferences to debate core issues of spatial
planning practices. Previous editions focused on: Housing (November 2011); Europe
2020: Rhetoric, Speeches, Policy and Practice (July 2013); Rural Matters (28 and 29
September 2015). This year, the main theme concerns PARTICIPATION IN PLANNING
AND PUBLIC POLICY. Additional information can be found at:

This theme highlights the research that has been developed at the Department: the role
of ICT in spatial planning; Territorial Alliances for Innovation; Innovative approaches to
the participation processes in strategic spatial plans; Local, territorial and social
movements and new types of community engagement - self-organization and tactical
urbanism; community participation in planning - (http://www.cpip-
planningwithcommunities.eu/). It also addresses the meaningful contextual conditions
for public participation practices, identifying challenges and foreseeing qualified answers
to ongoing transformations, such as: the new legal framework of planning; the ongoing
review process of Local Development Frameworks (Municipal Director Plans - PDM,
according to the Portuguese acronym); the impulse of Portugal2020 – the
new Community programming framework; cities and urban regeneration policies; and
the processes of administrative decentralisation and territorialisation of public policies.
2. Under the broad topic of PARTICIPATION IN SPATIAL PLANNING AND PUBLIC
POLICY, there is a thematic diversity to be addressed on Conference Sessions:
Public Participation in Spatial Planning: Changes on the regulatory and
operational frameworks and practices assessment - panel debate
"Decentralization and Participation" (discussion on the opportunities of
participation in the framework of administrative and functional decentralization).
Governance in Regional Planning: policies, programs and place-based
strategies; agents, partnerships and networks – panel debate on Innovation and
Territory: Participation in Innovation Policy and Regional and Local Development
(RIS3 EIDTs, DLBCs).
Collaborative Planning, Participation, Collective Evaluation and Decisions
Making Process – From the public consultation procedures to collaborative
decision making process: methodologies, tools and interactive technologies (ICT)
in planning.
Environment and Participation: Agenda 21, sustainable mobility, resource
management, environmental risks.
Self-organization in planning: the role of urban civic movements, themes, action
typologies (tactical urbanism, informal urbanism and urban movements).
Participatory democracy: political leadership, civic leadership and civic
movements.
Participation: Organizations, Experiences and Research Networks - institutions,
networks, public and private projects; local, national and international promotion
of public participation - panel debate on "Community Planning
