2. Introduction
• India’s Youth Population ( 10-35 years) at 563 million
calls for a concerted efforts development of Sports &
Games as a matter of physical fitness and also
achieving excellence in sporting events.
• The mandate for the sector is to broad base sports
and games through –
participation of students in schools and higher
education institutions, and
achieve excellence in the national and international
competitive sports to bring glory and pride to the
nation.
3. National Sports Institutions
• The vision with regard to Sports & Games are
pursued through various institutions under the
Department of Sports:
i) Sports Authority of India (SAI)
ii) Netaji Subhash Institute of Sports,
Patiala (NSIS)
iii) Laxmibai National College for Physical
Education, Gwalior (LNCPE)
iv) National Anti-Doping Agency (NADA)
v) National Dope Test Laboratory (NDTL)
4. Recent Developments
• Successful conduct of CWG-2010 New Delhi,
brought
- world class infrastructure,
- increase in medal tally from 50 in 2006 CWG to 101
and
- medals in swimming, gymnastics & athletics
• India increased its medal tally from 53 in 2006 Asian
games to 64 in 2010 and from 3 in 2008 Olympics to
6 in 2012.
• Broad basing of sports, mass participation & creation
of competition structure at Sub-state levels through
PYKKA with coverage of 51759 villages (21%) and
1538 Blocks during 11th Plan.

• Opening for development of school sports.
• Integration of physical education with school
education.
• Increasing importance of National Games and
funding of sports infrastructure by States.
• Formation of National Playfield Associations.
• Initiation of legislation for development of
sporting bodies and support to sports person.

Olympic Sports through Schools.

9. Action Plan: Interventions
• Developing School playgrounds by converging
PYKKA with MGNREGA and State schemes.
• Opening up the playgrounds of NVs and KVs
for neighborhood schools.
• Promoting School adoption by National/
International sports stars and corporate bodies.
• Developing a national sporting calendar to
make sports an integral part of the annual
calendar.
• Providing a full time sports teacher under
RMSA and part-time sports instructor under
SSA

• Dovetailing Urban Sports Infrastructure Scheme (USIS) with
JNNURM.
• Establishing State Playing Fields Associations by State
Governments
• Taking necessary steps for preservation, protection and
development of playfields.
• Enhancing award money for mega sporting
events/championships.
• Introducing a system of cash awards to personal coaches,
who have trained the champion athletes for a substantial
period.
11. Expected Outcomes
• Promotion of sports culture and creation of
atmosphere and facilities for achieving
excellence.
• Creating sports Infrastructure and other
requisite Institutional arrangements for
coaching, training, medical facilities etc.
• Establishing a network of district sports
centers and advanced training centers at the
regional level for nurturing sports talent.
12. Expected Outcome
• Creating space for sports in overall economic activity
in the country by –
- Providing better employment opportunities and
career progression to promising sportspersons,
- Commercializing and developing certain aspects
of sports development and marketing to attract
private sector participation and capital
investment.
- Involvement of Corporate Sector in promotion of
sports through their CSR.
- Preservation and conservation of open
spaces/playfields for public.
13. Expected Outcome
• Long Term Plan for Development of Talent in Olympic
Sports.
• Increase in the Olympic medal tally from 6 in 2012 to
20 in 2016 and 30 in 2020 and be in the first 10
countries.
• Raising the Asian Games medal tally from 64 in 2010
to 75 in 2014 and 100 in 2019 and be amongst first 3
countries.
