1. At the interim survey there were no significant impacts on employment, earnings or receipt of public assistance. There were twice as many MTO adults working in all three treatment groups. Market cycles and policy in the late 1990’s may have swamped any treatment effects of MTO. Specifically a strong job economy in the late 1990’s and the shift from entitlement-based welfare programs to Temporary assistance for Needy Families.
