Speakers: Helen Ahrens-Byington, Deputy Fire Chief/City Emergency Manager, City of Kirkland  Stephanie Day, Emergency Preparedness Coordinator, City of Kirkland; This presentation will describe working with partners to reach vulnerable populations to help get them prepared for a disaster. The City received donated funds to help prepare the community. Kirkland partnered with Hopelink food bank to distribute preparedness kits to families in need. Then they partnered with Transitional Housing to distribute more preparedness backpacks. The kits were not just given to the person but they got to participate in building the kit to meet their family size. Many volunteers from the community came to assist in the building of the kits.

Speakers:  Lauren Zeigler, Lead Case Manager, Catholic Community Services of Western Washington  Barbara Nelson, Public Education Outreach Specialist - Pierce County Department of Emergency Management  Susan Vaughn, Regional Chief of Operations, Catholic Community Services of Western Washington Victims of disasters often require case management services to help them regain self-sufficiency and return to their pre-disaster condition. Prior to Hurricanes Katrina and Rita there was no federal authority to support case management of disaster victims. Consequently, case management was provided through donated funds and by voluntary agencies. For disasters on a much smaller scale, such as an apartment fire or flooding, recent experience in Washington State has demonstrated a similar need for a system that assesses individual and family needs and assists with connecting them with the appropriate services to address immediate circumstances and longer-term needs. Pierce County and King County have both developed models to respond to typically unmet needs in their communities.

Speaker: Nimisha Ghosh Roy, Program Developer and Coordinator, Cross Cultural Health Care Program The evolving demographics of our communities as well as the dramatic challenges surfacing in the field of emergency management have resulted in the magnification of issues facing the provision of emergency services for racial and ethnic minority communities. Issues of diversity are present in every human interaction and must be acknowledged and addressed competently in all emergency management activities. The Cross Cultural Health Care Program (CCHCP) has worked with organizations and communities across the nation addressing topics such as effective cross cultural communication skills for diverse populations and disaster training for medical interpreters. In 2010 CCHCP hosted a community event to explore the challenges in emergency management facing communities in the Puget Sound. Through an interactive presentation style involving multimedia and case studies from CCHCP projects, this presentation will define and discuss the imperative for cultural competency and share best practices and strategies for culturally competent emergency management.

Speaker:  Chris Utzinger, Emergency Logistics Program Manager, Washington State Emergency Management Division This presentation provides insight and guidance for local distribution of resources using Community Points of Distribution (CPODS). The target audience for this session is volunteer organizations interested in providing distribution assistance and emergency managers that need help getting CPOD planning started in their jurisdictions. The session is based upon the IS-26 Guide to Points of Distribution course provided by FEMA‟s Independent Study program and includes an overview of CPOD layouts, staffing, operations, and public interactions. A sample CPOD kit is presented highlighting needed personal protective gear and other equipment. The Adopt-A-Pod program, wherein jurisdictions work with volunteer groups to staff and manage CPODs, is also highlighted. Audience interest and understanding is enhanced by a hands-on sand table exercise where participants design their own CPOD layout. Audience participation is highly encouraged, especially with attendees that have dealt with distribution issues in previous events and can provide case studies for discussion.

Overview of Community Points of Distribution

The 2009 novel H1N1 epidemic identified the critical need for the emergency managers‟ knowledge of the US public health infrastructure and core concepts. The core concepts of public health - epidemiology, environmental health, health policy/administration, health behavior and biostatistics - that comprise most health departments and influence emergency planning assumptions and response mechanisms will be discussed. With over $1.35 billion in CDC administered PHER grant funding to date, the 2009 National Health Security Strategy‟s perspective that preparedness programs are not coordinated or efficient and significant disparities in breadth and quality of preparedness programming exist highlights a huge area for emergency management improvement and involvement. The current US public health preparedness infrastructure and grant programs will be outlined to identify areas for local and State EM coordination and interaction. The health reform bill‟s impact on emergency planning assumptions, including shifts in insurance structure and health paradigms, will also be presented. Most public and private sector emergency management plans in our state address “routine” emergencies, not what FEMA Administrator Craig Fugate calls the “Maximum of Maximums” that require new ways of doing business. The exercise will also introduce participants to the Puget Sound Catastrophic Disaster Coordination Plan and its Annexes. We will challenge participants to identify and commit to a series of “next steps” they can take to become better prepared for a catastrophic incident.

Learning to use social networking sites to augment situational awareness and information collection could improve disaster response by your agency. Find out how the use of #hashtags, aggregators and targeted searches can give you a wider picture than what is available through traditional media monitoring. In addition, online surveys show that respondents have voiced their expectation that agencies will respond directly to social media requests for assistance. Response and redirection of these requests can avert a public relations nightmare. Will the use of social media help or hinder your response to those affected by a disaster. In some cases a tweet for help has resulted in an avalanche of calls to 911 by Twitter followers.

Speakers: Jenny Holladay, Regional Emergency Management Specialist, U.S. Department of Health – Administration for Children & Families in Region 10  Lewissa Swanson, Regional Emergency Management Specialists, HHS/Administration for Children and Families Presenters will provide an overview of the final recommendations made by the National Commission on Children and Disasters report submitted to the White House and Congress. The presentation will highlight identified gaps in planning for children and recommendations that have already been implemented, including developing and enhancing partnerships. The Commission was required to study a broad range of domestic policy areas related to the needs of children affected by disasters, including: Child welfare, Child care, Housing (sheltering, intermediate, long-term), Evacuation and Transportation, Elementary and Secondary Education, Juvenile Justice, and State and Local Emergency Management.

National Commission on Children and Disasters Final Recommendations - Workshop

Speakers:  Irina Sharkova, Senior Geographic Research Manager, WA State Department of Social and Health Services, Research and Data Analysis Division  Sue Bush, Director of Office of Emergency Management, WA State Department of Social and Health Services  Sheri Badger, Public Information Officer/Planning, Mitigation and Recovery Supervisor, Pierce County Emergency Management Integrating functional needs support services into emergency planning and response is essential to making sure that all members of disaster impacted communities have equal access to services. State and local authorities need information regarding the numbers of people with functional needs that reside in each community and what capabilities must be addressed to meet those needs. This session will present two efforts underway in Washington: the statewide Emergency Management Geographic Information Systems (EM-GIS) Project and the Pierce County Community Assessment. The WA State Dept. of Social and Health Services (DSHS) is developing the EM-GIS as a decision support system for emergency planning and response. The system will bring together data on people with functional needs served by DSHS; all persons served by DSHS comprise nearly a third of WA state residents. The system will provide capabilities for analysis, mapping, and secure sharing of the information for emergency planning and response. Sue Bush will provide brief background of WA state-level ESF 6 planning efforts. Irina Sharkova will describe the EM-GIS project, demonstrate what kind of information it will provide, and discuss some challenges and how the project team will address them. Sheri Badger will discuss Pierce County‟s community assessment of access and functional needs and demonstrate a tool that others may employ now in their community planning efforts.
