2. The processes for making and implementing
decisions is referred as the good governance. It
does not deal with making decisions, rather it
defines the best possible procedure for making
the correct decisions. It involves a number of
characteristics.
3. The positive effect on various aspects of
local government including consultation
policies and practices, meeting procedures,
service quality protocols, councillor and
officer conduct, role clarification and good
working relationships.
4. Characteristics of good governance:
• The feature of accountability
• The transparency in the service
• The rule of law must be followed
• Monitoring in a responsive manner
• The effectiveness and efficiency in the service provided
5. Local government has an obligation to
report, explain and is responsible for the
consequences of decisions it has made on
behalf of the community it represents.
6. The transparency in the service
The decision making process must be followed
and made understood by the people. This
means that they will be able to understand on
how and why a decision was made.
7. The requirements are what information,
advice and consultation council considered
and which legislative requirements (when
relevant) council followed.
8. The rule of law must be followed
This means that decisions are consistent
with relevant legislation or common law
and are within the powers of council.
9. In case of Victorian local government, relevant
legislation includes the Local Government Act
1989 and other legislation such as the Public
Health and Wellbeing Act 2008, and the Equal
Opportunity Act 2010.
10. Monitoring in a responsive manner
The local government must take
responsibility to serve the needs of the
entire community while balancing
competing interests in a timely, organised
and responsive manner. There must be
proper functioning of all the activities
undertaken by the government.
11. Equitability and inclusive
Under the Good Governance, in the
decision making process, the community
must take active participation in all the
activities of the council.
12. The council must consider all the interests
from all of its members. This means that all
the most vulnerable groups should have
opportunities to participate in the process.
13. The effectiveness and efficiency in the
service provided
The local government should implement
decisions and follow processes in the
interests of the people.
14. All those people who all are interested in a
decision should have the opportunity to
participate in the process for making that
decision. The participation can be done in a
number of ways as they can actively
participate in community meetings.
