KARI Space Project Management in a Changing Global Environment
The global space economy has continued growing despite economic crises, reaching $276.5 billion in 2010. Korea's space economy fluctuates depending on government projects. KARI has four launches scheduled for 2012 that will evaluate its project management abilities. Space exploration, science, and observation provide opportunities for international cooperation to adapt to changing global conditions. KARI's strategies and management approaches can serve as models for emerging space programs.

○ Mutual use of infra and resources is the big advantage
KARI and NASA offered the following joint project topics
- Space Exploration : 5 topics including lunar impactor
- Space Science : 3 topics
- Earth Science : 6 topics
KARI and JAXA are collaborating in the following areas;

- Aviation Program
- Environmental Test Technology
- Sentinel Asia Program
- Space Education, APRSAF Task Force, etc.

Example
The Lunar Impactor mission is designed to investigate the lunar swirls
which are one of the most enigmatic geologic features in the solar system.
• NASA will lead the mothership • KARI would possibly join the mothership
(orbiter) & cubesat design, analysis & (orbiter) design, analysis & manufacturing in
manufacturing the selected subsystem as well as mission
design for the whole lunar mission
• NASA will provide the launch service
and DSN(Deep Space Network) for the • Korean universities perform cubesat design
lunar impactor mission & manufacturing as well as scientific analysis
from the acquired scientific data

8. Summary
○ Despite economy crises, global space economy size has increased
○ Korea space economy size has fluctuated during that period
○ In Korea, the major customer is the government so that, at present, the
domestic environment is much more important than the global
environment
○ KARI has 4 launches(4 satellites and 1 launcher) in 2012
so that KARI space project management will be evaluated
according to the results

8. Summary
○ Space exploration, space science and earth science may be the most
suitable areas to cooperate with global partners in any global
environment changes
○ The space development strategy and program management approaches
developed in Korea could be a bench mark model to emerging
countries in space development
