39. LA ADAPTACION CLIMATICA DE LOS SISTEMAS SOCIALES/HUMANOS IMPLICA LA CREACION DE MECANISMOS DE CONTROL APROPIADOS Y EFECTIVOS PARA PREVER, AJUSTARSE Y ADAPTARSE ANTE LOS CAMBIOS DEL ENTORNO. EL CONTROL INTERNO DEBERA AUMENTAR SU MARGEN DE TOLERANCIA PARA ABSORBER LOS IMPACTOS DE LAS MANIFESTACIONES DE LA VARIABILIDAD, VARIEDAD Y CAMBIOS DEL ENTORNO SOCIAL Y NATURAL (INCLUIDO EL CLIMA). EL CONTROL EXTERNO DEBERA CREAR LAS CAPACIDADES PARA CONOCER EL ENTORNO NATURAL Y SOCIAL, Y FORTALECER LAS INTERRELACIONES ENTRE LOS SISTEMAS SOCIALES/HUMANOS Y LOS NATURALES DE MAYOR ESCALA. LA ADAPTACION AL CAMBIO DEMANDA EL FORTALECIMIENTO DE LOS ATRIBUTOS DE LOS HUMANOS, LOS CUALES TIENEN CAPACIDADES PARA: a) DESARROLLAR ESTRUCTURAS DE SIGNIFICACION: IDENTIDAD, VALORES, TRADICIONES Y PATRONES DE CONDUCTA. b) FORTALECER EL ACOPLAMIENTO CON SUPRASISTEMAS SOCIALES Y NATURALES. c) ANTICIPACION A COMPORTAMIENTOS FUTUROS. d) EXTERIORIZACION DE SU LOGICA MENTAL: CIENCIA Y TECNOLOGIA LOS RETOS PARA EL ABORDAJE DE LA ADAPTACION CLIMATICA
40. DE ACUERDO A LAS PROYECCIONES FUTURAS, EL CAMBIO CLIMATICO ANTROPOGENICO SE PODRIA MANIFESTAR A UN RITMO QUE PODRIA NO PERMITIR QUE LOS SISTEMAS SOCIALES Y NATURALES TENGAN EL TIEMPO, LOS RECURSOS O LAS CAPACIDADES PARA ADAPTARSE, Y POR LO TANTO, PODRIAN ENTRAR EN CRISIS Y COLAPSAR. LOS SISTEMAS SOCIALES Y NATURALES MAS VULNERABLES AL CLIMA ACTUAL SERIAN LOS MAS AFECTADOS, YA QUE SUS MARGENES DE TOLERANCIA ACTUALES A LAS MANIFESTACIONES DE LA VARIABILIDAD CLIMATICA SON BAJOS, LO CUAL SE EXPRESA EN LOS ENORMES DAÑOS Y PERDIDAS. LA VULNERABILIDAD DE LOS SISTEMAS SOCIALES A LA VARIABILIDAD CLIMATICA ACTUAL, ES EL RESULTADO DE SU DESACOPLAMIENTO CON LOS PROCESOS NATURALES, Y CLIMATICOS EN PARTICULAR, COMO RESULTADO DE LA PERDIDA DEL CONOCIMIENTO Y CULTURAS TRADICIONALES, DE LA RELACION UTILITARISTA ESTABLECIDA CON LA NATURALEZA, EXPRESADA EN LAS FORMAS DE PRODUCCION Y PATRONES DE CONSUMO, Y DE LOS PARADIGMAS QUE RIGEN TANTO LA INVESTIGACION CIENTIFICA ACTUAL COMO EL ABORDAJE DE LOS PROBLEMAS VINCULADOS AL DESARROLLO DE LAS SOCIEDADES. LOS RETOS PARA EL ABORDAJE DE LA ADAPTACION CLIMATICA
Notas do Editor
In order to estimate climate change, we have to build a model of the complete climate system. Firstly the atmosphere; the way it circulates, the processes that go on in it, such as the formation of clouds, and the passage of terrestrial and solar radiation through it. Secondly the ocean, because there is a constant exchange of heat, momentum and water vapour between the ocean and atmosphere and because in the ocean there are very large currents which act to transport heat and salt. In fact the ocean does about half the work of the climate system in transporting heat between the equator and the poles. Thirdly the land, because it affects the flow of air over it, it is important in the hydrological (water) cycle. In addition we model the cryosphere, ice on land and sea. All of these components of the climate system interact to produce the feedbacks which determine how climate will change in the future.
The amount of sea level rise will not be the same everywhere due to the fact that the heat uptake of the oceans and even some changes in the atmosphere make the sea level rise uneven.. The geographical pattern of sea level rise is shown in the next figure; the blue areas are where sea level rise is less than the global average and the red areas where it is more. It can be seen that there are areas, such as off Australia and Japan for example, where sea level rise will be substantially bigger than the global mean rise. The areas around the southern oceans where sea level rise will be quite a lot smaller.
Part of the reason for the very warm year in 1998 is the occurrence of a very strong El Niño, the warming of the ocean surface over a large area of the tropical Pacific ocean off Peru. This map shows the sea surface temperature anomalies (ie., the difference from long term mean) for the month of November 1997, when the last El Nino was at its strongest. The large red (ie, warm) anomaly near the equator stretching from the Peruvian coast to mid-Pacific is clearly seen - this is the El Nino
In this diagram, El Nino events are shown in red, indicating a warm sea surface temperature, and cold events are coloured blue, known as a La Nina. This phenomenon returns typically every 4-5 years and has been seen throughout the period of records. Although we believe the recent 1997-98 El Niño was the strongest on record, there have other almost equally strong ones, even back in the 1870s, and it is difficult to say that there has been any clear change to the strength or frequency of El Nino.
