This Green Paper aims to clarify the key issues around goods movement — the nature and magnitude of goods movement and service delivery, the roles and responsibilities of various stakeholders, and the opportunities to respond to major challenges. Long-term strategies for moving goods and delivering services must address quality of life and environmental sustainability objectives, while ensuring continued economic growth. Integrating environmental and social measures with the economic mission of goods movement activities will be an evolving process. Confidence and trust among participants needs to be established. That is why the emphasis in this Green Paper is to get involved in consultation processes to find the common grounds to move ahead. Clearly, the Regional Transportaion Plan (RTP) must find ways in which to bring together stakeholders though processes that overcome competing interests, find common ground between environmental and business interests, and, ideally, stimulate initiatives at the local level by participating in risk-sharing for innovative solutions.
