From industrial zone to
210 homes on the Watertoren site with a view
across the Biesbosch and Beneden Merwede
residential resort
The Watertoren site in the Municipality of Sliedrecht was
originally zoned for industrial use. But instead of industry,
homes are due to be built here, alongside a recreation area
that will provide much enjoyment for the residents.
Het Watertorenterrein in de gemeente Sliedrecht had oor-
spronkelijk een industriebestemming. Maar in plaats van
industrie zullen er woningen verrijzen en komt er een recre-
atiegebied waaraan bewoners veel plezier zullen beleven.

“We are breathing a new lease of life into the Watertoren site”, explained Marco
Hobbensiefken of Blijvend Goed, an expert in the management of project and
area development. The old water tower built in 1928 will be preserved and will
occupy a central position in the area. “We will be building a sort of residential
resort here, where different types of architecture will guarantee a variety of
styles. And public space will be priority number one.”
Keeping promises
Blijvend Goed develops creative solutions to generate the maximum yield from
spatial problems. The agency specialises in project and area development and
supervises construction projects from A to Z. “We guarantee that promises are
put into practice”, explained Hobbensiefken, describing the approach at Blijv-
end Goed. “When the first pile is driven, the buildings are produced precisely
as laid down in the plans. We also combine the various processes that make up
any construction project. We know exactly who is to do what, and when. That
way you can be sure the plans will be implemented.”
Blijvend Goed is implementing the plans for the Watertoren site on behalf of
the Watertoren NV, together with architects firm West 8 and the Municipality
of Sliedrecht.
Living on an island
So what will the Watertoren site look like? “ We will be reinstating the
old course of the Gantel, thus creating a separate island in the river.” The
riverbank of the island will be open to the public with underground parking
spaces on the site. Three bridges will link the island to the mainland. “People
will still be able to enjoy the view across the river, from the dyke”, underlined
Hobbensiefken. “That is what will make the homes on the islands so attractive.
They will look out across the Biesbosch or the Beneden Merwede. We will also
be building houses with eye-catching architecture. In other words a fabulous
place to live.”
From private to public land
“This project is a huge boost for the Municipality of Sliedrecht. The municipal-
ity needs more homes but there are only a limited number of locations where
they can be built. The residential island is therefore a smart solution. It offers
plenty of space for additional homes and an out-of-doors area. The Watertoren
site is at present just open land zoned for industrial use. In the future it will
be a residential district by the water. There will be a park with walking routes,
recreational space will be set aside and we will be building a jetty by the water.
What used to be private land will now become public space.
Riverside walks
Outdoor space is the guiding principle in designing the planned buildings,
all of which will be oriented towards the river and the reed beds. The public
spaces that give access to the homes will be favourably located in respect of the
sun and the river. For safety’s sake, the island is slightly higher than the water.
Along the riverside there will be a low-level ‘boardwalk’, where residents can

soorten architectuur voor de nodige afwisseling zullen zorgen. En de openbare
ruimte staat op nummer één.”
Beloftes waarmaken
Blijvend Goed bedenkt creatieve oplossingen om maximaal rendement te
halen uit ruimtelijke vraagstukken. Het bureau is gespecialiseerd in project-
en gebiedsontwikkeling en begeleidt bouwprojecten van A tot Z. “Wij zorgen
ervoor dat beloftes werkelijkheid worden”, licht Hobbensiefken de werkwijze
van Blijvend Goed toe. “Als de eerste paal de grond in gaat, wordt er gebouwd
zoals is vastgelegd in de plannen. Daarnaast bundelen wij de verschillende
processen die komen kijken bij een bouwproject. Wij weten precies welke
partij wat moet doen, op welk moment. Zo weet je zeker dat de plannen
gerealiseerd worden.”
Blijvend Goed voert de plannen voor het Watertorenterrein uit in opdracht
van de Watertoren NV, samen met architectenbureau West 8 en de Ge-
meente Sliedrecht.
Wonen op een eiland
Hoe komt het Watertorenterrein eruit te zien? “We herstellen de oude waterloop
van de Gantel. Daardoor ontstaat er een los eiland in de rivier.” De rivieroever
van het eiland wordt openbaar toegankelijk en er komen op die plek onder-
grondse parkeerplekken. Drie bruggen zullen het eiland verbinden met het
vaste land. “Mensen kunnen blijven genieten van het uitzicht vanaf de dijk op
de rivier”, zegt Hobbensiefken. “Dat maakt de woningen op het eiland ook zo
aantrekkelijk. Ze kijken uit op de Biesbosch of de Beneden Merwede. Daarnaast
gaan we huizen bouwen met een opvallende architectuur. Een prachtige plek
dus om te wonen.”
Van particulier naar openbaar terrein
“Dit project is een enorme aanwinst voor de gemeente Sliedrecht. De gemeente
heeft extra woningen nodig, maar er is slechts een beperkt aantal locaties waar
dat kan. Het wooneiland is dan ook een slimme oplossing. Er is veel ruimte
voor extra woningen én buitenruimte. Het Watertorenterrein is nu nog een
open vlakte met een industriebestemming. Dat wordt straks een woonwijk aan
het water. Er komt een park met wandelpaden, er wordt recreatieruimte gecre-
ëerd en we leggen een steiger aan bij het water. Wat eerst particulier terrein
was, wordt nu openbare ruimte.

In any project of this kind, Blijvend Goed always focuses on quality. “We prefer
to accrue higher costs than be forced to use inferior materials or let go of good
original ideas.”
Close collaboration
The strength of the plans lies in the close collaboration. From the start, Blijvend
Goed has involved architects and town planners. “All these parties are brought
together at an early stage and present their concept. The various elements are
then combined to form an overall plan. That approach rapidly identifies pos-
sible conflicts and areas where consensus must be sought.” The municipality
was also closely involved right from the beginning. Blijvend Goed and West 8
came up with the zoning plan, in consultation with the municipal authorities.
The municipality has kept the population as fully informed as possible about
the plans. “Via a special campaign, we are also keeping the residents up to
date on what is going on”, commented Hobbensiefken. “We also want to show
people that the new Watertoren site will truly be an asset for Sliedrecht.”
The sales campaign is set to start in autumn 2008.

Wandelen langs het water
Buitenruimtes vormen het uitgangspunt bij de vormgeving van de geplande
bouwwerken, die zijn georiënteerd op de rivier en de griend. De pleintjes die
toegang geven tot de woningen krijgen een gunstige ligging ten opzichte van de
zon en de rivier. Vanwege de veiligheid ligt het eiland een stuk hoger dan het
water. Langs de kade komt een verlaagde ‘boardwalk’ waar bewoners kunnen
wandelen en fietsen.
Bij de uitvoering van een dergelijk project gaat Blijvend Goed altijd uit van
kwaliteit. “Wij hebben liever hogere kosten, dan dat we inferieur materiaal
moeten gebruiken, of goede oorspronkelijke ideeën moeten laten varen.”
Nauwe samenwerking
De kracht van de plannen ligt in de nauwe samenwerking. Blijvend Goed
betrekt vanaf het eerste moment architecten en stedenbouwkundigen. “Al
deze partijen komen vroegtijdig bij elkaar en presenteren hun concepten. De
verschillende elementen verwerken wij tot een totaalplan. Op die manier zie
je snel waar conflicten optreden en waar we dus consensus moeten zoeken.”
Ook de gemeente is vanaf de start nauw betrokken geweest. Blijvend Goed en
West 8 hebben samen met de gemeente het bestemmingsplan ontworpen. De
gemeente heeft de bevolking zo goed mogelijk geïnformeerd over de plannen.
“Via een campagne houden wij zelf ook de bewoners op de hoogte van wat er
speelt”, geeft Hobbensiefken aan. “Wij willen de mensen ook laten zien dat het
nieuwe Watertorenterrein echt een aanwinst zal zijn voor Sliedrecht.” In het
najaar van 2008 start de verkoopcampagne.
