A letter written and signed by Tom West, attorney retained by the bankruptcy trustee for Norse Energy, that demands Dept. of Environmental Conservation (DEC) Commissioner Joe Martens release the now 5 1/2 year old shale drilling rules known as the SGEIS. If Martens does not release the SGEIS in the next few weeks, West plans to sue him using Article 78--the law that forces public officials to do their job.
