Italy Rice Quotes Stable; Vialone Nano Up $100 per Ton from Last Week!

The Italian rice paddy market is stable: the only variety advancing in price quotations is Vialone Nano, up about
80 euros (about $109) per ton in just one week, from 18 February to 25 February. Remaining stocks for the
variety, starting from a beginning availability of 19,536 tons, today stand around 7,480 tons; thus already
61.71% of it has been sold, while demand remains still very high. In comparison, quotations of Carnaroli are
decling; this is another variety highly requested by domestic market, but which started from a much higher
beginning availability of 68,944 tons; now already 69.80% has been sold, but remaining stocks amount still at
20,824 tons.
Overall, Italian paddy quotes are quite stable, though there remains a large gap between quotations of export

Below are farm gate paddy quotes from the Milan grain exchange, as of February 25:
Arborio rice is quoted 710-730 euros (about $973-1,001) per ton, unchanged from a week ago.
Balilla rice is shown at 260-270 euros (about $355-369) per ton, up 5 euros (about $7) per ton from 255-265
euros (about $348-362) per ton a week prior.
Lido and similar varieties are quoted 315-335 euros (about $ 431-458) per ton, unchanged from a week prior.
Padano/Argo received no quotations; six weeks ago it was shown at 570 euros (about $781) per ton. Already
82% of this paddy has been sold.
Vialone Nano is quoted 925-960 euros (about $1,265-1,313) per ton, up from 845-880 euros (about $1,1591,207) per ton a week prior.
Thai Bonnet and similar varieties were indicated at 250-260 euros (about $342-356) per ton, unchanged from
last week.
Sant'Andrea is quoted 640-660 euros (about $875-903) per ton, up from 620-640 euros (about $850-877) per
ton the prior week.
Ariete and similar varieties are quoted 365-385 euros (about $500-528) per ton, unchanged from a week
prior.
Carnaroli is quoted 745-765 euros (about $1,019-1,046) per ton, down from 775-755 euros (about $1,0601,033) per ton a week ago.
Baldo is quoted 620-640 euros (about $850-877) per ton, unchanged from a week prior.
Roma was quoted 640-670 euros (about $875-916) per ton; one week prior it received no quotations.
Selenio is quoted 265-285 euros (about $356-384) per ton, up from 260-280 euros (about $355-383) per ton
from a week ago.

5. It looks like wood, but it is made mostly of rice husks - a German company has recently developed a new
material, which is composed approximately of 60% of rice husks, 22% of common salt and 18% of mineral oil.
The company says, this makes it both environmentally friendly and an extremely weather resistant material
against
sun,
rain,
snow
or
salt
water.
Paddy rice husk has a high silica (SiO2) content, which means that it decomposes slowly and is resistant to
insects and fungi.The material can be formed into sheets or planks for use in outdoor furniture, floor coverings,
ship decking, and home siding.

The U.S. cash market was unchanged today despite reports the Iraqi Grain Board decided to pass up on the U.S.
origin offer for their latest tender, choosing instead to buy 60,000 tons from Argentina and 30,000 tons from
Uruguay which were both offered at much more attractive levels.As of today, old crop offers could still be
found around $15.55-$16.11 fob farm (about $343-$355 per ton) depending on where they are located and how
quickly they could ship.
Bids from larger mills held steady today around $15.25 per cwt (about $336 per ton) while bids for exporters
were unchanged near $15.55 per cwt (about $343 per ton), both for March delivery, however no trades were
reported.

Oryza Rice Currency Analysis for Today โ Mexico Peso Down 0.8%

U.S. dollar index was up +0.34% from the open today, when it traded at 80.410 at the close.
Euro was weaker -0.44% by the close, trading around 1.3685 by end of day, after trading between an intraday
high of 1.3745 and low of 1.3662.
Thai baht was weaker -0.15%, trading at 32.595 at the close of business.
Indian rupee was -0.04% weaker at 61.9850.
Brazilian real was weaker -0.33% in trading today, when it ended at 2.3414 reais per dollar.
Pakistan rupee was +0.10% stronger at 104.9500.
Vietnamese dong was stronger +0.02% at 21100.
Mexican peso was weaker -0.81% today, when it traded at 13.3377 pesos per dollar by the close of business
today.
Chinese yuan was weaker -0.02%, trading at 6.1244.
Argentine peso was -0.12% weaker, trading at 7.8783 pesos per dollar.

6. India Agriculture Minister Wants Urgent Strengthening of Procurement Machinery

Indiaโs Agriculture Minister says that there is an urgent need to strengthen the procurement machinery to
prevent farmers from selling their proudce at low prices in some regions of the country.Speaking at the
โNational Conference on Agriculture for Kharif Campaignโ, the minister said, โOur farmers are presently facing
the problem of selling their produce, at least in eastern and central parts of the country, as the government
machinery is not fully geared up to meet the requirement.โ Rice farmers in the eastern parts of India have to sell
their paddy to private traders at prices below the minimum support price due to absence of sufficient
procurement centers, according to local sources.The minister also urged scientists to improve productivity of
crops and said that GM crops have great potential to improve yields.
He said, โGovernment is committed to the use of bio-technology and other new technologies for agriculture
development and backs field trials of GM crops with โcrop-specific dedicated monitoring protocols
systemโ.โโHe also said that the government is prepared to face adverse weather conditions in case of poor
monsoon rains due to El Niรฑo. However, he added that El Niรฑo is unlikely to have a significant impact over
monsoon this year.About 60% of farmlands in India are depend on rains and a poor monsoon could significantly
reduce Indiaโs rice production. Indiaโs rice production is expected to grow to a record 106.2 million tons in
2013-14, according to government estimates.

7. South Korea has issued tenders to purchase 57,114 tons of non-glutinous rice, according to the state-run AgroFisheries & Food Trade Corp. Delivery is expected between June and July 2014, and the last date for
submission of applications is March 13, 2014. Electronic bidding will be held on March 14, 2014.

The Philippines Justice Secretary says that the government should create a new policy on rice imports because
the existing policy is against World Trade Organization (WTO) rules.The Justice Secretary says that the
existing policy is based on the continued imposition of quantitative restriction (QR) on imports despite the
expiration of the GATT-WTO agreement in June 2012. She says that a new policy will also prevent illegal
importers using the law to their advantage and to prevent the local markets from being saturated with imported
rice.
The Justice Secretary has asked for a new rice import policy after officials from both Legislature and Executive
downplayed concerns over QRs as a mere excuse used by traders to illegally import rice into the country. There
is a debate in the Philippines over the country continuing the special privilege on imports under the GATTWTO. The Justice Secretary has urged both the Department of Agriculture (DA) and the National Food
Authority (NFA) to end the QR on imports.The Senate Agriculture Committee has asked the Department of
Justice (DJ) to issue a โdefinitive positionโ on whether the country could still continue with the QR despite
expiration of the WTO-granted privilege in June 2012. The Justice Secretary says, โThe international law was
ratified by the President and concurred by the Senate, and has [since] become part of our body of laws. We have
to answer the question, which should prevail, the WTO Agreement or the domestic law.โ

Ivory Coast Plans to Increase Rice Production by 2.7 Times by 2016

importer Ivory Coast is planning to increase its domestic rice production, which is currently estimated at
520,000 tons by the USDA, by 2.7 times to 1.9 million tons by 2016 to meet increasing demand, according to
local sources.According to Ivory Coast's Agriculture Minister, the country aims to become self-sufficient in rice
within the next three years with the help of foreign investment in its rice sector. He says that the ambitious plan
is a part of a $4 billion investment to increase the country's agricultural production by 2016.The minister says
that a French Commodities conglomerate has agreed to invest about $62 million in the country's agriculture

9. sector. The agreement is expected to create 2.4 million jobs in the country and help it to diversify from the
dominant cocoa sector.
The government is also signing investment agreements with other business houses in Algeria, Tanzania and
Germany.The French firm will oversee rice production, expand milling capacity and coordinate marketing in
the country's ten production zones, said the minister. He added that the investment in the country's rice sector is
important because of growing consumption. "In Ivory Coast, we're talking about 63 kilos per inhabitant per
year, it's considerable," he said.The minister expects the annual domestic consumption of the country to be over
1.9 million tons in 2016, and higher production may even allow the country to export some rice. The minister
claims that Ivory Coast produced over one million tons of rice and imported around 800,000 tons in 2013.
However, according to the USDA, Ivory Coastโs rice production is estimated at around 520,000 tons in MY
2013-14, up 4% from 500,000 tons in MY 2012-13. The US agency estimates the country to import 1.25 million
tons of rice this year, down about 3.8% from 1.3 million tons imported last year. The country's rice
consumption is estimated to increase by 50,000 tons or about 2.7% to 1.85 million tons in MY2013-14.

Thailand Rice Farmers Have Lowest Incomes in ASEAN, Despite Rice Mortgage

Rice farmers in Thailand have the lowest incomes compared to rice farmers in other ASEAN countries, despite
rice mortgage program, says a study by the University of the Thai Chamber of Commerce (UTCC).The study
claims that rice production costs in Thailand are high and profits low compared to other ASEAN countries like
Vietnam and Myanmar. According to the study, rice production costs in Thailand are up to 139% higher than in
Vietnam and about 37% higher than in Myanmar. While Thai rice farmers earn a profit of only 1,556 baht
(around $47) per ton, farmers in Vietnam earn a profit of 3,180 baht (around $97.5) per ton and those in
Myanmar are earn a profit of 3,484 (around $107) per ton, says the study.The Dean of the UTCC Center for
International Trade Studies says that low income of rice farmers in Thailand is despite the government setting
rice-buying prices higher than market rates through its pledging scheme over the past three years.
He says that the country's comparatively lower productivity, higher production costs (especially related to
wages, power and water) and political intervention in the rice market through the rice pledging scheme have
lowered the country's rice prospects compared to its ASEAN partners. "Above-market prices set by the
government have distorted the rice market's structure," he says.The UTCC Dean emphasizes that the new
government should focus on reducing the farmers' production costs by about 40% by providing subsidies for
production costs equivalent to 3,905 baht (around $95) per ton, or 35,187 baht (around $1,079) per crop, or
70,375 baht ($2,158) per year. This will help the rice farmers to increase their income by 98,413 baht (around
$3,018) per year. The operation cost of increasing subsidies would be lower than the expenses of the ricepledging scheme, which are more than 300 billion baht (around $9.2 billion), he says.

10. India States Fail to Utilize Foodgrain Allocations Under PDS

Most of the Indian states lag behind in utilizing the complete quota of food grains (mostly rice and wheat)
allocated by the central government under Targeted Public Distribution System (TPDS).According to the
Ministry of Consumer Affairs, Food & Public Distribution, the central government has allocated around 37.4
million tons of foodgrains during April โ December of the fiscal year 2013-14 (April โ March). However, states
have lifted around 33.7 tons for distribution, which is about 90% of the total allocated quantity.The trend is seen
in the last three years as well. According to the Ministry of Consumer Affairs, Food & Public Distribution, the
overall offtake by states stood at around 44.87 million tons (about 89% of the allocated 50.4 million tons) in
2012-13; at around 43.1 million tons (about 88% of the allocated 48.9 million tons) in 2011-12; and at around
43.7 million tons (about 92% of the allocated 47.5 million tons) in 2010-11.
However, some states such as Goa, Jammu and Kashmir, Kerala, Nagaland, Sikkim, Tripura, Uttrakhand, D&N
Haveli, have lifted the allocated quantity in 2013-14 so far, the ministry says.

Thailand Rice Exports May Decline to 6.8 Million Tons in 2014, UTCC Says

Thailandโs University of the Thai Chamber of Commerce (UTCC) says that low production and high input costs
may cause Thailandโs rice exports to decline to around 6.8 million tons in 2014.
According to the UTCCโs Foreign Trade Study Department Director Att Pisanwanich, Thailandโs rice exports
of around 6.8 million tons this year will be down about 3% from around 7 million tons exported in 2013.
Thailand will again be the third largest rice exporter in 2014, behind India (with an estimated 9.3 million tons of
rice exports in 2014), and Vietnam (with an estimated 7.8 million tons of rice exports in 2014). The UTCC
Foreign Trade Study Department Director also says that Thailand rice faces increasing competition from
Myanmar and exports may decline this year due to lower demand from traditional rice importers and due to
concerns over quality.
The UTCC Foreign Trade Study Department Director suggests that the government should establish a fund to
subsidize 40% of the production cost of rice farmers by spending around 200 billion baht (about $6 billion).
This will help save governmentโs spending of 100 billion baht (about $3 billion) a year, and the fund will be
more effective than the rice mortgage program, he says.The rice mortgage program will be discontinued this
week due to political uncertainty in Thailand. The program was implemented in October 2011 and promised
farmers 40-50% above market prices for their paddy. However, the program ran into problems due to lack of
funds and also caused rice exports to decline. Local sources say that the end of the program and low market
prices may discourage farmers from planting rice this year.
According to the USDA, Thailandโs rice production in 2013-14 is estimated at around 20.5 million tons, and
exports at around 8.5 million tons.
