This document discusses funding and support for bioenergy projects in the West Midlands region. It notes that the population of the West Midlands is 5.3 million and produces 50 million tonnes of CO2 annually. It advocates for decarbonization by 2020 through various renewable energy options like onshore and offshore wind, biomass, and carbon capture and storage. The document emphasizes that reducing energy demand is key to achieving decarbonization goals.

49. The heart of the matter DEMAND REDUCTION
• In 2003 final consumption of E was 336,218GWh
• In 2007 final consumption of E was 341,945GWh
• Up 1.7% or 5,727GWh
• Biomass projects in 2007 (Co-firing with fossil
fuels, animal biomass & plant biomass)
generated some 2,920 GWh of Electricity
• This was just 51% of the extra electricity we
used over 48 months ending 2007
• Simplistically we are collectively squandering the
efforts to DECARBONISE because we are failing
to reduce DEMAND

64. ‘To ensure we achieve maximum efficiency from all of our renewable energy projects we
need to remove some of the existing barriers to deployment. In the past, suppliers have
been critical over the cost & length of time it takes for planning permission to be granted.
While it is essential we maintain the democratic, participatory nature of our planning
system, we must balance that with wider national policy and industry needs.’
Malcolm Wicks, Minister of State for Energy DBERR

of our actions. Unknowingly, we sowed the
wind and now, literally, we are reaping the
whirlwind. But we no longer have that
excuse: now we do recognise the
consequences of our behaviour. Now surely,
we must act to reform it: individually &
collectively; nationally & internationally.”
