SUMMARY
Leonardo is a HESQ Specialist with more than 15 years’ experience in engineering, procurement, fabrication and
construction projects ranging from small to mega projects in the oil & gas, petrochemicals and steel plants.
Leonardo is well versed in the commercial and quality assurance/control requirements for project delivery and

ABS, DIN. I performed site inspection and QAQC matters of scope of work related structural material control and
certification , site audit of critical process, WPS/PQR,WPQR, monitoring fit-ups and welding and dimensional
control , NDT ,PAUT, protective coating, painting, electrical and documentation review of all project QC records.
Monitoring of NDT tests on various components (UT, PT, MT). UT Wall thickness verification at various
components. Coating tests (layer thickness measurement, cross-cut and Pull-off test).

thru P73)
Rio Grande- Rio Grande do Sul, Brazil and China- COSCO Shipyard.
• Responsible for quality control aspect of construction of eight (8) FPSO HULLS, USD 3, 4 Billion EPC project.
Responsible for QC-Quality Control team composed of 260 professionals In Brazil and China –COSCO
Shipyard. Engineers Coordinators, supervisors, administrative staff, welding inspectors, NDT, dimensional,
electrical, instrumentation and painting inspectors.
• Responsible to shipyard ISO 9001 certification according to ABS-American Bureau of shipping classification
society rules.
• Ensure that Contractor, Sub-Contractors and Vendors have the required competent resources, implant
acceptable practices and delivery of a product in compliance to company corporate and project quality
requirements. Verify that Contractor maintains up-to-date project records on site. Ensure that Project Quality
Plans are prepared, implemented and adhered to throughout the Project Life Cycle.
• Review and ensure that all work undertaken by Contractor/ Sub-Contractors/ Vendors/ Manufacturers/ Service
providers is in accordance with project specifications, client specifications, company specifications,
International codes and standards, and Contract QA/QC requirements.
• Ensure that the quality requirements of the fabrication, construction and installation activities, are
implemented in accordance with company’s approved project documents; Distribute relevant QA/QC
documentation to site subcontractors.
• Create and approve methodology procedure measurement bulletin for blocks and hulls with Petrobras( Client)
for disciplines (mechanical, painting, steel structures, electrical, instrumentation and piping).
• Visited, evaluated and qualify supplier’s materials and services. Monitor the stage (in-process) inspection of
offshore steel structure and piping fabrications, and top side facilities at contractor fabrication premises and
verify the product conformity are in accordance with corporate standard, project specs, and international
codes/standard.
• Perform seminars to foreigners and international partners explaining shipyard fabrication and assembled
production capacity and working process.
• Implement a traceability software control process (Control tub e control Stru). Reduced 40% document control
man power and 70% costs with paper, print and energy.
• Leading the implementation and maintenance Quality Management System. Coordination of developing and
issuing of QC procedures and inspection and test plans related to hull´s fabrication and assembling.
Performed internal audits and developed internal auditors. Perform surveillance activities and monitor
construction process.
• Maintain cordial relationship with Client Site Representatives and ensure that client quality requirements are
understood and fulfilled.
• Analyze quality information (audit results, process / product non-conformities, feedback etc.) and identify
