Presentation For the Science for Impact- Building The Critical Mass. Workshop Facilitated by CTA and Jointly Organized by UNRE, NARI and USP School of Agriculture and Food Technology, Samoa Theme 3. Producing the Kinds of Graduates Required. Peter Navus presented papers describing how the UNRE programmes enable students to acquire the skills and confidence to manage available resources to the extent of managing their own or community farming enterprises. The emphasis is on student participation, hands-on involvement and responsibility. This echoed the Vice Chancellor’s theme of training for job creation, not just training for a job. So far UNRE does not have the problem experienced elsewhere of attracting good students into agriculture and fisheries.

Understanding financial literacy has remained a significant social problem among individuals that challenges their growth in the professional business market. According to researches, individuals are overconfident about their concepts of financial literacy that, in the end, shapes risky behaviors. Financial literacy is challenging students more than anything because they face the burden of student loans and credit cards. Because of this burden, college students' scores lower in financial literacy. Even those with a business major fall behind in financial literacy because of insufficient knowledge of finance management or personal finance management. The purpose of the research is to help individuals make informed financial decisions that will help them manage their financial resources carefully without getting into debt. The comparison of understanding of financial literacy among primary business students and those who are studying marketing and different other subjects reveals that the majority of students both from business majors and other disciplines lack a basic understanding of financial literacy. The study aims to promote theoretical and conceptual literature to improve understanding of financial literacy among college students and young people to ensure they are utilizing financial literacy concepts to make decisions. The target population of the study is college students, particularly college of business students. There was 244 college of business students who were given literacy tests to evaluate their understanding of financial literacy and 3 differentiate the impact of students' knowledge from those unaware of the concept of financial literacy yet. To evaluate the impact of online lectures on financial literacy, an experiment has been conducted in which half of the students were exposed to a 67 min long video. Students were asked to watch the video to evaluate the impact of these lectures on students' perceptions. Research reveals that video interventions were the most successful interventions to bring positive change. They play a role in the formation, evaluation and implementation of an assessment plan. Stakeholders are either internal or external. Administrators, staff, faculty, students and institutional researchers are the internal stakeholders. The external stakeholders are disciplinary and professional standard bodies, employers and alumni, peer programs and colleges and faculty teaching more advanced courses. Involving stakeholders in assessment is important for organizational decision making (ReferenSuskie). The evidence from the assessment should be used by stakeholders to improve activities, programs or institution for which they are responsible and accountable for. In this case, an academic institution assesses its student in order to improve its academic performance. The assessment collects data about the student’s background characteristics, educational experiences and student learning in order to determine the consistencies and inconsistencies in their activities or performance. The other stakeholders i.e. staff and disciplinary and professional bodies gather the data using qualitative and quantitative methods and later analyze and interpret the data based on the criterion of performance level set e.g. grammar or creativity of the student. They discuss and vote to determine the best value (Suskie). The external stakeholders are used to bring external information to inform discussions to help develop justifiable benchmarks. The results from the assessment plan are used in planning and implementation process. Strategies used to ensure stakeholder involvement in the assessment process are as follows: to begin with, the process should give them a sense of ownership. For example, it gives students the means, motive and opportunity to take control of their own learning (Brans Kamp). Moreover, the process should be understandable, relevant and acceptable to the stakeholders. Most importantly the process should align itself to the culture, mission and vision of the institution which they strive to achieve. Furthermore, the assessment plan should recognize their different backgrounds, goals, perceptions and experiences and the influence in their interpretation and decision making. Therefore, the plan should advocate for a culture of openness, trust and commitment to self-examination among different stakeholders. In conclusion, communication of the implementation plans is important. Communication (oral, written or group meetings) and different dissemination strategies are needed to accommodate different stakeholders. it is important to discuss and seek their reaction in order to deliberate actions to be taken to improve the performance of the academic institution. This study focused on conditional cash transfer (CCT) program implementation to the student- recipients in the five selected public secondary schools in a certain Congressional District in the Division of Nueva Ecija, Philippines. The data gathered revealed that the amount of Php500 (10U$) CCT cash grant is insufficient for the respondents’ school needs and most of the time this amount had been used for the food budget of the family. Communication, Consultation and Cooperation. Tessa Temata from NZAID spoke on behalf of both New Zealand and Australia as development partners. She talked of the business orientation of New Zealand farmers and the reliance on research to which the universities are well attuned. In the Pacific there are clear needs for increased investment in tertiary education to meet the challenges. Public-Private Partnerships can help to ensure that real needs` are being addressed by the universities. She itemized what the development partners need from us to make their programmes effective, what the current programmes are and what is on the horizon.

Communication, Consultation and Cooperation. Justin Kehatsin from the PNG University of Technology’s Department of Language and Communications gave a presentation on communicating science for development. This is a major theme of his Department, emphasizing the critical need for agricultural practitioners to learn and find ways to communicate with farmers and their communities in meaningful and empowering ways to effect innovative development. He stated that communication skills are vital in establishing trust, goodwill and success in rural based projects and outlined the responsibilities of land users, governments, NGCs and universities. The university offers a two year Diploma of Technology in Communication for Development with another two year extension for a Bachelor in Technology degree. The Department also now administers and offers the modular Graduate Certificate in Communicating Science and Technology which has been tried, tested and proven useful in PNG.

Presentations on this theme were one from the PNG University of Technology, a joint presentation from the two Fijian institutions (in 2010 to be merged in the Fiji National University), one from the USP School of Agriculture and Food Technology and two from UNRE. Dr Maia Wamala presented a detailed profile of the Department of Agriculture of the University of Technology, its role in teaching, research and extension but with particular emphasis in his presentation on post-graduate studies.

Dr Ramakrishna of PNG’s National Agricultural Research Institute spoke on realizing the potential of PNG youth: linking university education, research and business. The challenges for agriculture and real and critical. Partnerships are necessary to meet the shortcomings in institutional capacity, entrepreneurship and leadership. The key is in enhancing the attractiveness of agricultural education through development of the opportunities and advantages of the partnerships.
