SUMMARY OF SKILLS AND EXPERTISE:
I am a highly polished public health professional with fifteen (15) years of specialized experience in designing, and
implementing social behavior change communication programs. I possess diverse experience in program/project
planning and management, monitoring & evaluation of project activities, operational research for evidence based
programming, advocacy and resource mobilization. In addition, I have extensive experience in capacity strengthening
for SBCC, networking and building partnerships, as well as community engagement. I am focused, self-motivated
and result oriented leader with ability to meet critical deadlines while empowering others. Highly adaptable, with
ability to manage teams and maintain effective working relationships with people of different nationalities and
cultural backgrounds. I have experience in developing SBCC materials for communities with low literacy using
Participatory Action Research (Action Media) methodology. I have worked with Government agencies, Civil Society
Organizations as well as donor agencies such as KFW, USAID/PEPFAR, and UNFPA.

PROFESSIONAL EXPERIENCE:
January 2014 to present: Capacity Strengthening Advisor - SBCC, FHI 360 – Communication for Healthy
Communities Project
 Directly assisting the Deputy Chief of Party (DCOP) and Senior Technical Advisor, Health
Communication to coordinate and provide technical support to Government of Uganda Ministry of Health
and US Government implementing partners to design, implement, and monitor social behavior change
communication programs at national and regional levels.
Technical & Managerial Responsibilities:
 Provide direct oversight and coordinate the conceptualization, design process, as well as implementation
and roll-out of the OBULAMU integrated health communication campaign in Uganda. This includes direct
oversight to Ministry of Health and all US Government supported partners to roll out key components of
OBULAMU campaign such as linking demand and supply of services through interpersonal
communication/community engagement including community level advocacy.
 Support the development and execution of a national health communication Capacity Strengthening (CS)
plan for key Government of Uganda entities and implementing partners at national and district levels
 Provide support to project staff, implementing partners (IPs), sub-grantees and Government of Uganda
counterparts during implementation of SBCC programs.
 Coordinate and co-chair the national BCC working group at the Ministry of Health.
 Supervise and provide SBCC strategic oversight to four (4) Regional Technical Officers and two (2)
regional finance and administrative assistants.
 Support the project to roll out knowledge management activities e.g. learning forums.
September 2012 to January 2014: Project Coordinator ACCLAIM, Elizabeth Glaser Pediatric AIDS Foundation
 Managed the CIDA – ACCLAIM project focused on Increasing Access, Retention, and Follow-up of
PMTCT services at the Community Level, implemented in three countries within African region, i.e. Uganda,
Swaziland and Zimbabwe. Working as part of the EGPAF country team, I supported the design,
implementation and monitoring and evaluation of the project, as well as operational research activities in
Uganda.
Technical & Managerial responsibilities:
 Supported the designing and implementation of baseline assessments and ensured high quality data
collection.
 Supported the Operations Research protocol development and spearheaded national IRB submission for all
research activities.
 Coordinated the development of work plans as well as piloting and refinement of project tools.
 Provided supervisory oversight to project staff to ensure effective implementation of project activities.
 Liaised with Ministry of Health, District Health Management Teams as well as local stakeholders and civil
 society groups during the project’s design, implementation, monitoring and evaluation
July 2012 – August 2012: Program Manager – Bill & Merinda Gates Foundation/Advance Family Planning
Project (AFP) - Uganda, Johns Hopkins Center for Communication Programs
 Developed annual work plans, and budgets for CCP’s input to Advance Family Planning (AFP) activities in
Uganda and ensured timely implementation of activities. Supported the development of a results oriented
national family planning advocacy strategy including documentation and facilitation of participatory strategy
design meetings and workshops.
 Provided technical assistance to key advocacy champions in Uganda to secure diversified funding and
develop a long term sustainable action plans; ensured increased quantity of positive FP / RH media coverage
in Uganda
 Strengthened the institutional capacity of the family planning advocacy partners to independently design
and conduct multi-channel advocacy interventions
 Provided training and hands on mentoring to advocacy partners and staff in areas of identified need and
reviewed advocacy materials developed by AFP partners for accuracy, presentation and quality
 Organized and facilitated Uganda AFP Country meetings and workshops and represented AFP - Uganda
during other meetings, conferences and workshops.
 Developed quarterly and annual project reports and acted as key liaison Officer with CCP Head Office,
Gates Institute, Core Implementing Partners (CIPs) and AFP Partners.
Key Achievements:
 Led the advocacy team that influenced Government of Uganda to increase funding allocation for family
planning supplies from USD 3.3 M per annum to USD 5M per year for 5 years. This commitment was made
by the president at the London Summit on Family Planning held on July 11, 2012 hosted by the UK
Government.
 Provided technical leadership to the advocacy team that influenced government to waive taxes on
contraceptives to allow easy access by all. This included lobbying with URA and Ministry of Finance to
amend the classification of essential medicines to include contraceptives.
February 2009 – June 2012: Program Manager, HCT, Johns Hopkins Center for Communication Programs
 Managed a $5 Million HIV Counseling and Testing Program specifically providing SBCC technical
assistance to the Ministry of Health, AIDS Information Centre and other US Government (USG)
Implementing partners.
 Developed and implemented annual work plans and budgets for HCP support to HIV/AIDS interventions,
and ensured timely implementation of activities.
 Developed Health Communication materials including; training curricula for service providers, guidelines
for supporting HIV discordant couple clubs, posters, information leaflets, brochures, bill boards and service
provider job aides such as counselling flip charts and wall charts.
 Developed technical assistance plans together with partners and prepared quarterly and annual donor
reports.
 Provided technical leadership towards the development of the National Couple Counseling and Testing
Communication Strategy
 Provided Technical Assistance towards establishment of Couple HCT Campaign District coordination
committees.
 Revitalized the National HCT working group whose role was to ensure that HCT services are implemented
according to the National HCT policy.
 Provided Technical Support and co-chaired the National HCT Technical Working Group
Key Achievements:
 Coordinated a successful launch and implementation of the first ever National Couples HCT Communication
campaign in Uganda that resulted into increase uptake of HCT services.
September 2009 – January 2010: Acting Deputy Chief of Party - HIV and AIDS, USAID/Health
Communication Partnership Project
 Provided technical and managerial oversight to HIV/AIDS team comprising of four Program Officers to
ensure that interventions reflect high technical quality, evidence-based, community-driven and in line with
provisions of the award.
 Provided technical guidance to Program Officers in the development and implementation of SBCC strategies
and capacity strengthening for USG partners.
 Supported the development and implementation of project work plans and budgets and ensured that all
operations are in compliance with USAID rules and regulations.
Supported COP to build partnerships with other stakeholders and acted as the program’s principle spokes
persons
 supported the Human Resources department in staff recruitment and hiring independent contractors and also
performed other duties as assigned by the Chief of Party
2002 – 2007: Behavior Change Communication Specialist, Marie Stopes International Uganda
 Managed the overall planning and implementation of HIV/AIDS Social Behavior Change Communication
programs in Uganda in liaison with Ministry of Health – AIDS Control Program.
 Spearheaded the design and implementation of the SBCC communication strategy using both mass media
and interpersonal communication approaches such as interactive radio talk shows, community dialogue
sessions and local drama.
 Developed and managed peer education programs targeting high risk groups e.g. fishing communities, and
men and women in uniformed service i.e. (Police, Army/UPDF)
 Developed monitoring tools for the SBCC programs and supported data collection and tracking of SBCC
program indicators.
 Coordinated development of all SBCC materials including training manuals for the peer educators.
 Strengthened beneficial relationships with government ministries, NGOs, local leaders and media.
Key achievements;
 Established a peer education programme in the fishing communities in Uganda that led to increased condom
use and significantly increased risk perception among this group
2000 – 2002: Information Education & Communication Coordinator, Marie Stopes International –Uganda
 Developed quarterly/ annual work plans and budgets and prepared donor reports.
 Identified community information gaps and training needs and designed focused community SBCC including
community dialogue sessions and film shows on sexual reproductive health and HIV/AIDS. Coordinated
designing, production and dissemination of SBCC materials,
 Created beneficial linkages with government and non-government agencies and supported the AIDS Control
Programme (ACP) in the Ministry of Health to disseminate of information about HIV/AIDS to communities
through mass media and interpersonal communication channels.
 Developed tools for monitoring IEC /SBCC activities.

Key Achievements:  Led the advocacy team that influenced Government of Uganda to increase funding allocation for family planning supplies from USD 3.3 M per annum to USD 5M per year for 5 years. This commitment was made by the president at the London Summit on Family Planning held on July 11, 2012 hosted by the UK Government.  Provided technical leadership to the advocacy team that influenced government to waive taxes on contraceptives to allow easy access by all. This included lobbying with URA and Ministry of Finance to amend the classification of essential medicines to include contraceptives. February 2009 – June 2012: Program Manager, HCT, Johns Hopkins Center for Communication Programs  Managed a $5 Million HIV Counseling and Testing Program specifically providing SBCC technical assistance to the Ministry of Health, AIDS Information Centre and other US Government (USG) Implementing partners.  Developed and implemented annual work plans and budgets for HCP support to HIV/AIDS interventions, and ensured timely implementation of activities.  Developed Health Communication materials including; training curricula for service providers, guidelines for supporting HIV discordant couple clubs, posters, information leaflets, brochures, bill boards and service provider job aides such as counselling flip charts and wall charts.  Developed technical assistance plans together with partners and prepared quarterly and annual donor reports.  Provided technical leadership towards the development of the National Couple Counseling and Testing Communication Strategy  Provided Technical Assistance towards establishment of Couple HCT Campaign District coordination committees.  Revitalized the National HCT working group whose role was to ensure that HCT services are implemented according to the National HCT policy.  Provided Technical Support and co-chaired the National HCT Technical Working Group Key Achievements:  Coordinated a successful launch and implementation of the first ever National Couples HCT Communication campaign in Uganda that resulted into increase uptake of HCT services.
