Main responsibilities
 Legal Advice: Analysis and assessment of public policies and local governance
from a legal perspective; issuance of legal reports on fields such as public
procurement, urban planning, environmental impact of economic activities,
public properties, human resources, financial management, etc.
 Human Resources: Management of recruitment procedures, including design
of staffing structure needs, preparation of the recruitment dossiers, (vacancy
notices, calling for competitions, resolutions, etc), attendance of selection
boards; audit of monthly payrolls and allowances to the staff, with the
obligation of warning to decision makers in case of infringement of legality;
reporting to the Ministry of Public Administrations of Spain on human
resources local data; etc.
 Internal control of economic and financial management: Scrutiny and audit
of income and expenses; intervention ex ante/ex post in the authorisation of
payments; formal verification of the sums allocated to public procurement
contracts; internal control of local taxes; management of budget and
reporting on its approval and modifications; etc.
 General Secretariat: Management of Public Administration General Services;
convoking of public collegiate bodies; drafting of agenda and minutes;
authority to certify public documents; etc.
