Duties:
 Coordinates the management, and supervision of the program team responsible for the management of the
Decision Support System
 Responsible for coordination, management, education, and work products of the DSS program at the
facilities
 Enable VA managers to improve the tracking of costs of supplies and services provided, and to assist in
establishing clinical pathways and evaluating performance measures of the facility.
 Provide management with costs associated with the delivery of health care services in inpatient and
outpatient areas. Cost and workload data was drawn from VA automated systems such as PAID, FMS, and
most Class one clinical software programs into DSS, where it provided managers with clinical and cost
information at department levels. Design report formats based on discussions with management, service
chiefs, supervisors,and staff.
 Monitor and report progress and results to the Chiefs, Fiscal Service, Medical Center Directors/staffs as
appropriate, and the national DSS and VISN program offices.
 Represent as the DSS subject matter expert and exercise a high degree of autonomy and decision-making in
the vast majority of issues regarding program management, prioritization of work, training of section staff
and program officials.
 Analyze the existing automated and manual systems to determine the type of accounting and utilization
information available. Evaluate and recommend additional data needs for complete utilization or
accounting information.
 Prepare and gave oral presentations on the program’s objectives and status to medical center personnel.
Develop and implement training for hospital employees and other VA personnelon the systemdata
requirements and use of the data generated.
 Analyze space usage by all hospitalservices in order to allocate support service costs to the appropriate
areas.
 Review and analyze computer-generated cost,budget,and clinical reports on a monthly/quarterly basis in
order to verify the accuracy of the data, noting trends,analyzing variances, and identifying areas for
improvement.
 Apply techniques for modeling and measuring the impact of programs or performance management
initiatives. Perform comparative analysis reporting for clinicians and management. Analyze data trends to
identify processes forimprovement to include utilization of resources
 Apply SQL queries to existing data warehouse databases providing information to end users in the facility
to make data driven decisions and monitor ongoing operations.
 Integrate with other services in the facility such as Medical Administration, Clinical Application
Coordination and Patient Accounts/Billing to maximize the potential of all parties.
Accomplishments
 Automated reporting services to the facility through the use of InfoPath form design in conjunction with
SharePoint. This allowed data requests to be entered in a standardized format that allowed the tracking of
performance in meeting data request deadlines. After implementation data request turnaround was reduced
to less than 48 hours and reduced completion of the request by 3 to 6 days.
 Automated the process to request new clinics within the facility through the use of InfoPath form design in
conjunction with SharePoint. This project involved the cooperation of Patient Accounts,Clinical
Application Coordinators, Medical Administration and Managerial Cost Accounting personnelto develop a
workflow and insure a standardized methodology for the process.

Duties:
 Coordinate the implementation, maintenance and use of the Decision Support Systemacross the VISN,
insuring standardized database management in order to compare statisticaldata. Develop evaluation
mechanisms and outcome measurements for the program. Coordinate, record, monitor and report from the
database.Initiate and/orassist in the development of directives, information letters, program guides related
to the Decision Support System.
 Participate in VISN level analysis and serve on special work groups examining programs across the VISN
to monitor and improve health care informatics and services.
 Compile, analyze and evaluate a variety of statistical data, both clinical and financial. Enter, manipulate
and format statistical data in a several platforms (i.e. ARC, DSS, VERA, VSSC) using a variety of
software, identifying discrepancies, and producing analytic reports and studies
 Implement and coordinate program goals and objectives and act as the liaison between the national
Decision Support Office (DSO) and the DSS Site Teams at the facilities in the VISN. Evaluate the content
of new or modified database initiatives for projected impact upon VISN level programs. Research,
interpret, and apply the initiatives to establish policies and database procedures. Coordinate database
modifications from DSO with the facilities within the VISN to ensure that the ten database systems are in
line with the National DSO plan.
 Cooperate and coordinate with other VISN Program Manager’s to improve the oversight of their programs
through the use of data analytics. Coordinate audit and standardization initiatives within radiology,
laboratory and pharmacy data collection and reporting methodologies.
 Provide briefings to the VISN Director, Associate Director, Chief of Staff and Chief Fiscal Officer on
various healthcare initiatives and programs.
 Provide administrative, clinical, professional, and technical advice and support to VA facilities regarding
the DSS program.
Accomplishments:
 Developed a new and robust relationship between the VISN and the Decision Support System encouraging
data driven decisions.
 Developed standardized methodologies in the reporting of data in pharmacy, radiology, community based
outpatient clinics and women’s’ programs.
 Developed interactive dashboards forcommunity based outpatient clinics and the women’s veteran
program across the VISN. The women’s program dashboard was presented and well received at the
national Women’s Program Conference in 2011.
 Developed the first VISN funded Decision Support trainee program, including training guides and manuals
across the VISN to insure smooth succession oftrained individuals to vacant positions with no loss of
productivity.
 Developed the first standardized product list of non operative OR procedures in collaboration with the
Decision Support Office that was mandated in 2012 across all VA facilities.
 Developed the first DSS Emergency Contingency Plan across the VISN 16 to be activated in case of an
emergent situation such as Hurricane Katrina to ensure continuity of activity.
 Served as a member of the planning committee for the national DSS conference in 2011.
 Served as a presenterat the national DSS conference in 2009.

Cost and workload data was drawn from VA automated systems such as PAID, FMS, and most Class one clinical software programs into DSS, where it provided managers with clinical and cost information at department levels. Design report formats based on discussions with management, service chiefs, supervisors,and staff.  Monitor and report progress and results to the Chiefs, Fiscal Service, Medical Center Directors/staffs as appropriate, and the national DSS and VISN program offices.  Represent as the DSS subject matter expert and exercise a high degree of autonomy and decision-making in the vast majority of issues regarding program management, prioritization of work, training of section staff and program officials.  Analyze the existing automated and manual systems to determine the type of accounting and utilization information available. Evaluate and recommend additional data needs for complete utilization or accounting information.
  • 2.  Prepare and gave oral presentations on the program’s objectives and status to medical center personnel. Develop and implement training for hospital employees and other VA personnelon the systemdata requirements and use of the data generated.  Analyze space usage by all hospitalservices in order to allocate support service costs to the appropriate areas.  Review and analyze computer-generated cost,budget,and clinical reports on a monthly/quarterly basis in order to verify the accuracy of the data, noting trends,analyzing variances, and identifying areas for improvement.  Apply techniques for modeling and measuring the impact of programs or performance management initiatives. Perform comparative analysis reporting for clinicians and management. Analyze data trends to identify processes forimprovement to include utilization of resources  Apply SQL queries to existing data warehouse databases providing information to end users in the facility to make data driven decisions and monitor ongoing operations.  Integrate with other services in the facility such as Medical Administration, Clinical Application Coordination and Patient Accounts/Billing to maximize the potential of all parties. Accomplishments  Automated reporting services to the facility through the use of InfoPath form design in conjunction with SharePoint. This allowed data requests to be entered in a standardized format that allowed the tracking of performance in meeting data request deadlines. After implementation data request turnaround was reduced to less than 48 hours and reduced completion of the request by 3 to 6 days.  Automated the process to request new clinics within the facility through the use of InfoPath form design in conjunction with SharePoint. This project involved the cooperation of Patient Accounts,Clinical Application Coordinators, Medical Administration and Managerial Cost Accounting personnelto develop a workflow and insure a standardized methodology for the process. Decision Support System VISN Program Manager(3/15/2009 to 12/31/2012) Health Systems Specialist (0671) South Central Veterans Healthcare Network – VISN 16 Supervisor: Brad Harriman (601) 206-6995 Hours per Week: 40 Reason for leaving: Reorganization of VISN Duties:  Coordinate the implementation, maintenance and use of the Decision Support Systemacross the VISN, insuring standardized database management in order to compare statisticaldata. Develop evaluation mechanisms and outcome measurements for the program. Coordinate, record, monitor and report from the database.Initiate and/orassist in the development of directives, information letters, program guides related to the Decision Support System.  Participate in VISN level analysis and serve on special work groups examining programs across the VISN to monitor and improve health care informatics and services.  Compile, analyze and evaluate a variety of statistical data, both clinical and financial. Enter, manipulate and format statistical data in a several platforms (i.e. ARC, DSS, VERA, VSSC) using a variety of software, identifying discrepancies, and producing analytic reports and studies  Implement and coordinate program goals and objectives and act as the liaison between the national Decision Support Office (DSO) and the DSS Site Teams at the facilities in the VISN. Evaluate the content of new or modified database initiatives for projected impact upon VISN level programs. Research, interpret, and apply the initiatives to establish policies and database procedures. Coordinate database modifications from DSO with the facilities within the VISN to ensure that the ten database systems are in line with the National DSO plan.  Cooperate and coordinate with other VISN Program Manager’s to improve the oversight of their programs through the use of data analytics. Coordinate audit and standardization initiatives within radiology, laboratory and pharmacy data collection and reporting methodologies.  Provide briefings to the VISN Director, Associate Director, Chief of Staff and Chief Fiscal Officer on various healthcare initiatives and programs.  Provide administrative, clinical, professional, and technical advice and support to VA facilities regarding the DSS program.

Accomplishments:  Developed a new and robust relationship between the VISN and the Decision Support System encouraging data driven decisions.  Developed standardized methodologies in the reporting of data in pharmacy, radiology, community based outpatient clinics and women’s’ programs.  Developed interactive dashboards forcommunity based outpatient clinics and the women’s veteran program across the VISN. The women’s program dashboard was presented and well received at the national Women’s Program Conference in 2011.  Developed the first VISN funded Decision Support trainee program, including training guides and manuals across the VISN to insure smooth succession oftrained individuals to vacant positions with no loss of productivity.  Developed the first standardized product list of non operative OR procedures in collaboration with the Decision Support Office that was mandated in 2012 across all VA facilities.  Developed the first DSS Emergency Contingency Plan across the VISN 16 to be activated in case of an emergent situation such as Hurricane Katrina to ensure continuity of activity.  Served as a member of the planning committee for the national DSS conference in 2011.  Served as a presenterat the national DSS conference in 2009.
