2. Since April 2012, we have been collecting funds
from developers to help pay for the
infrastructure that is needed to support
additional houses and businesses in the city.
The mechanism we are using is known as the
'Community Infrastructure Levy' or 'CIL' for
short. Most developers will now pay into this
fund, which over time the council will allocate to
infrastructure projects that benefit the city as a
whole, such as sea defences, schools and road
improvements.

3. In April 2013, the government introduced
regulations that allow local communities to benefit
directly from this money.
15% of all the money collected from
developments that take place in a neighbourhood
will now be available for projects in that area.
In that way, communities that take more
development will get a greater share of the money
collected, and that share will be spent on
community level projects in their area, rather than
large city wide infrastructure. This is referred to as
the 'neighbourhood proportion' of the CIL.

6. Infrastructure?

8. Neighbourhood?

The level for the neighbourhood
spend is the ward (subject to
exceptions and limitations). The
government expects councils to use
their existing processes and
networks, such as neighbourhood
forums, community groups and the
networks of ward councillors, in
deciding how the neighbourhood
funding element will be spent.
