• Oversees support to NATO’s C-IED Program, providing expertise to the Alliance and 28 member nations in the areas of
C-IED policy, Attack the Network (AtN) operations, doctrine development, and NATO force training.
U.S. Navy Explosive Ordnance Disposal (EOD) Group TWO Norfolk, VA
Commanding Officer July 2012 – September 2015
• Supervised operational employment of the U.S. Navy’s east coast EOD force. Provided strategic direction and guidance
to a 1500-person organization engaged in combat and other national level military operations on five continents.
• Streamlined policy for seven subordinate organizations to reduce administrative distractions and allow for increased
focus on training. Efforts were critical to increasing operational performance to a near 100% mission success rate.
• Effectively managed a 180 million dollar annual budget and 1.7 billion dollar equipment inventory ensuring EOD teams
were trained and equipped to outperform adversaries and operate in environments ranging from underwater to desert.
• Authored and implemented a multi-million dollar memorandum of agreement between the U.S. Navy and U.S. Special
Operations Command that significantly improved all aspects of Navy EOD support to Army and Navy Special Forces.

• Supervised a 50-person department tasked with overseeing daily execution of all live and virtual training across the U.S.
Navy. Effective management was instrumental in ensuring deploying ships, submarines, aviation squadrons, and
expeditionary units met all training requirements from event life cycle planning through combat operations certifications.
• Managed the Navy’s 16 million dollar Joint National Training Capability budget ensuring Navy assets were effectively
integrated into joint and multi-national training events.
• Directed the Navy’s Maritime Operations Center Training Team ensuring operational level of war training was provided
to the Navy’s geographic fleets in order to increase staff efficiency and effectiveness.
Joint Task Force TROY Baghdad, Iraq
Deputy Commander November 2010-July 2011
• Directed employment of a Counter-Improvised Explosive Device (C-IED) Task Force comprised of over 500 persons
and three subordinate commands; oversaw all U.S. and coalition C-IED operations in Iraq to include IED response, C-
IED training of coalition and Iraqi forces, and IED technical and forensic exploitation for enemy network targeting.
• Managed Task Force operational employment resulting in the successful completion of 1,320 IED response missions, the
destruction of 225,000 pounds of enemy ordnance, and training partnerships with 35 Iraqi EOD units.
• Oversaw U.S. Forces Iraq’s Attack the Network capability; ensuring evidence from IED events was analyzed then turned
into actionable intelligence. These efforts led to the capture of 261 persons of interest enabling U.S. and Iraqi forces to
maintain pressure on violent extremist networks.
• Spearheaded U.S. Forces Iraq’s initiative to transition key C-IED capabilities to U.S. Mission-Iraq. Routinely briefed
the U.S. Ambassador to Iraq on efforts and status ensuring cooperation between U.S. DoD and State Department assets.
U.S. Navy Explosive Ordnance Disposal Group TWO Norfolk, VA
Chief Staff Officer June 2009-October 2010
• Managed a 55-person staff and 48 million dollar annual budget focused on training, equipping and operational
employment of the Navy’s east coast EOD force. Ensured policy and priority of effort was consistent with enabling
global EOD operations in a multitude of environments.
• Oversaw 24/7 support to EOD Forces engaged in combat and other missions in Iraq, Afghanistan, Africa, Europe, Asia,
North America and South America.
• Developed and briefed Navy leadership on a revised EOD Force structure that optimized employment of EOD Platoons,
resulting in an increase in team availability to support mission tasking.
U.S. Navy Explosive Ordnance Disposal Mobile Unit TWO Norfolk, VA
Commanding Officer March 2007-May 2009
• Supervised one of four east coast Navy EOD task units charged with providing EOD and C-IED support to U.S. Navy
assets, Army and Navy Special Forces, U.S Army conventional forces and the U.S. Secret Service.
• Deployed to Iraq and directed a 350-person joint task group charged with conducting C-IED operations in the north
Baghdad belt and northern Iraq. Oversaw the execution of 5000+ combat missions, elimination of over 2000 IEDs, and
conduct of over 200 multi-day counter-IED operations to enable access for U.S., Iraqi and coalition troops.
• Deployed to Southwest Asia and supervised a 150-person task group charged with providing EOD, C-IED and Diving
support to U.S. Navy Central Command. Oversaw the conduct of 600+ force protection dives, the recovery of an aircraft
in Lake Victoria, counter-piracy operations in the Red Sea, and 15 training events with partner nation forces.
• Implemented a comprehensive leadership development program that increased promotion rates to a level 20% above the
Navy average and improved operational performance. Team earned over 120 combat awards and was the first EOD
command to be awarded a Navy Unit Commendation by the Secretary of the Navy in seven years.
