New -- Zembiec Pool closed indefinitely
Due to damage as a result of a power outage, the Maj. Douglas A. Zembiec Pool is
closed indefinitely.
We regret this loss of a popular workout venue and will work diligently to reopen as
soon as possible.

New -- Federal benefits ‘Open Season’ continues through Dec. 9
Don’t plan to change anything? Still, be sure to verify your current health
care plan. One employee, when seeing a doctor recently, discovered his
health care plan would expire at the end of 2013.
Headquarters Installation Management Command personnel in the G1 section are
encouraging everyone to double check to be sure their health care plan is still on the
Federal Employees Health Benefit rolls for fiscal year 2014. Federal Benefits “Open
Season” will continue through Monday, Dec. 9 with changes effective the first full pay
period in January.
Even if you plan to keep things exactly as they are, with no changes, VERIFY that
your health benefits are still in place. Take a few minutes, go online and check.

Civilian Personnel Advisory Center specialist at 703-704-3009.
“Open Season” is the time to think about your health, dental, vision and tax-saving
needs. During “Open Season,” eligible employees can enroll in or change Federal
Employees Health Benefits (FEHB) program coverage through the Army Benefits
Center-Civilian (ABC-C) website https://www.abc.army.mil or by calling 1-877-2769287; Enroll in dental and/or vision coverage through the Federal Employees Dental
and Vision Insurance Program (FEDVIP) or change your existing FEDVIP enrollment
through the BENEFEDS website at
https://www.benefeds.com/Portal/jsp/LoginPage.jsp, or call 1-877-888-3337.
In addition, sign up for flexible spending accounts through the Federal Flexible
Spending Account Program (FSAFEDS) at
https://www.fsafeds.com/fsafeds/index.asp or by calling 1-877-FSAFEDS (1-877-3723337).
The Office of Personnel Management's Open Season website at
www.opm.gov/healthcare-insurance/open-season, contains detailed information
regarding plan changes, available plans and premiums. All employees are encouraged
to review their current enrollment coverage and premiums to make sure it will continue
to meet their needs in 2014. Changes may not be made outside of the open season dates
above unless an employee experiences a qualifying life event. Employees planning on
retiring prior to the first full pay period in January, and who wish to make an open
season election, should contact an ABC-C counselor for guidance on whether a hard
copy enrollment form is required.

New -- ‘Welcome Aboard’ brief for newcomers Dec. 10
Marine Corps Community Services holds a Welcome Aboard orientation Tuesday,
Dec. 10, starting at 8 a.m. in the Marine Club. Briefers from MCCS and the joint base
will welcome newcomers and provide information on their programs. All newcomers
and their families are welcome to attend. The brief includes an optional walking tour of
the Henderson Hall portion of the joint base, break for lunch and a bus tour of the local
area.
Each sponsor receives a coupon for lunch at the club or the Java Café. Please register
in advance by calling 703-614-7202.

New -- Rader Clinic staff to celebrate holidays
The Rader Clinic staff will celebrate the holidays with a party Thursday, Dec. 12
beginning at noon through the end of the day. So that everyone can participate, the
clinic, including the pharmacy, will close at noon.

New -- VA claims assistance
A representative from AMVETS will be at the MCCS Career Resource Management
Center Thursday, Dec. 12, 7:30 a.m. to 2 p.m., to review service member medical
records and provide assistance with the Department of Veterans Affairs disability
compensation claims process.

New -- Winter Intramural Basketball
Semper Fit Winter Intramural Basketball signup is underway. Register by Thursday,

New -- Army wants feedback
In support of the Army's Ready and Resilient Campaign, the Office of the Chief of
Public Affairs is requesting feedback from across the Army in order to determine better
ways we can communicate to Soldiers and civilians about Health of the Force issues.

New -- Henderson Hall Gate 3 closed Dec. 19-Jan. 6
On the Henderson Hall side of the joint base, Gate 3 (Annex Gate) will be closed
from Thursday, Dec. 19 through Monday, Jan. 6 during the holiday season. Henderson
Hall’s Gate 1 is open 24/7 to Department of Defense ID card holders and visitors.

New -- Applications for Scholarships for Military Children available
Dec. 3
Applications for the 2014 Scholarships Program will be available Tuesday, Dec. 3 at
the commissary on the Fort Myer side of the joint base and online at
www.militaryscholar.org. Applications must be turned in to a commissary by close of
business Feb. 28, 2014. Packages must be hand-delivered or shipped via U.S. Postal
Service or other delivery methods, not emailed or faxed.
This year's award amount has risen to $2,000, and the program awards at least one
scholarship at each commissary with qualified applicants. Applicants should ensure
that they and their sponsor are enrolled in the Defense Enrollment Eligibility Reporting
System (DEERS) database and have a military ID card.

New -- Army Officers Wives Club of the Greater Washington Area
offers child, spouse scholarships
The Army Officers Wives Club of the Greater Washington Area provides
scholarships for children (high school students and college students) and spouses of U.
S. Army personnel. Funds for the scholarships are from the Fort Myer Thrift Shop.
Applications for the three programs must be mailed to the Thrift Shop by March 28,
2014.

MPD S1 conference Dec. 4
The next Joint Base Myer-Henderson Hall Military Personnel Division’s S1
conference is set for Wednesday, Dec. 4 from 9 a.m. to 12:30 p.m. at the Joint Base
Myer-Henderson Hall Town Hall, Building 243, on the Fort Myer side of the joint base.
The conference goal is to strengthen existing working partnerships between JBM-HH
Military Personnel Division, unit S1s, Pentagon human resource personnel and agencies
and build consensus on efficient and effective services to customers.

Mass Transit Benefits set to decrease
In January 2013, the American Taxpayer Relief Act of 2012 (H.R.8) temporarily raised
the transit benefit statutory limit to $245 per month. This amount was not intended to
be permanent and expires at the end of 2013. Unless a new statutory limit is approved
by Congress, the statutory limit will decrease to $130 per month Jan. 1, according to IRS
revenue procedures. Congress may still act to extend the limit above $130, but at this
time agencies must proceed with what the law states as the maximum tax exempt mass
transit subsidy limit. Any updates will be posted here: www.whs.mil/MTBP.

Check the Rader Clinic Flu Hotline at 703-696-2994 if you were not able to get a flu
shot during the Rader Flu Clinic.

Take your life seriously: Make a plan, register at www.ucanquit2.org and use the
tools available to kick the tobacco habit.
Tobacco kills. Inhaling or ingesting tobacco releases harmful chemicals into your
lungs and blood stream, sending toxins to every organ in your body. Smoking and
tobacco use cause cancer, heart disease, strokes, emphysema, bronchitis and airway
obstructions.
Talk to the Rader Clinic folks who have resources to help military personnel and
their family members. Get an appointment for tobacco cessation counseling by calling
the Rader appointment line at 1-855-227-6331. Those not eligible to use Rader, check in
at www.ucanquit2.org.

Winter weather news
In the event of weather-related closures, Joint Base Myer-Henderson Hall (Fort Myer,
Fort McNair, Henderson Hall) personnel follow the guidance of the Office of Personnel
Management (OPM). OPM determines the "open" or "closed" status for all government
agencies and installations located inside the Washington, D.C., beltway.
If you have a question about your duty status, contact your supervisor. Partner
organization personnel should inquire within the chain of command.

ACAP supports spouses in transition
Army Career and Alumni Program offers services to the spouses of military
personnel who are transitioning: both retiring or ETSing (Expiration of Term in Service).
Some of the services offered to transitioning spouses include one-on-one assistance
with a resume, a Veterans Affairs benefits briefing, Department of Labor Employment
Workshop (includes the interview process, dress for success, building a resume, salary
negotiation) and financial planning.
More services include classes on home buying, credit scores, investing, TRICARE,
finding and applying for federal jobs and much more.

Family Readiness
New -- EFMP slates December classes
The Exceptional Family Member Program offers an EFMP Basics class Tuesday, Dec.
10, from 11 a.m. to 1 p.m. at the Indian Head, Maryland, USO Center.
Monday, Dec. 16 and Thursday, Dec. 19, from 11 a.m. to 1 p.m., advocacy skills will
be presented at Marine Barracks Washington and on the Henderson Hall portion of the
joint base, respectively.
Thursday, Dec. 26, from noon to 1 p.m., learn about the EFMP reimbursement
program at an orientation on the Henderson Hall portion of the joint base. The
orientation is also available through WebEx. All classes require registration.

New -- Personal Financial Management December Classes
The Marine Corps Community Services Personal Financial Management program
holds classes on financial management topics each month. December’s topics include
home buying, investing, planning for retirement, and personal credit.

New -- Real Colors
Marine Corps Family Team Building holds a communication strategy class, Real
Colors, Friday, Dec. 13, from 9 a.m. to 1 p.m., in Building 29 on the Henderson Hall
portion of the joint base. Real Colors, a personality instrument, teaches you about your
personality temperament, communication style and how to work well with others.

Little Fingers, Big Words
Teach your pre-verbal children to communicate by using sign language. For parents
of infants 6 to 18 months old. Class will be held on Thursday, Dec. 5, from noon to 1
p.m. in the ACS Classroom, Building 201.

Stress Management
Participants will be given information on identifying stressors in their life and how

Anger Management
Individuals will receive information on the basic principles of emotions
management, specific information about the impact of unmanaged anger, and receive
resources on how to recognize and manage the anger triggers in their own lives. Class
will be held on Wednesday, Dec. 18 from 9 to 11 a.m. in the ACS Classroom, Building

Traffic, Roads and Grounds
New -- Marshall Drive pavement work to affect Fort Myer traffic
Permanent pavement restoration is set to be done on the eastbound lane of Marshall
Drive from near the Access Road to the Iwo Jima Marine Memorial to Route 110
beginning Monday, Dec. 9 through Friday, Dec. 13, and Monday through Wednesday,
Dec. 16 - 18. The work is being done in association with the Dominion Virginia Power
Company’s underground transmission project on the Fort Myer side of Joint Base MyerHenderson Hall. Two-way traffic will be maintained using a temporary flagging
operation.
Depending on weather conditions, the work will be done as follows:
Close - The eastbound lane of Marshall Drive from East Meade Street to Route 110
Dec. 9 - 13
Detour - A temporary detour will be in place for traffic leaving Fort Myer at the
Wright Gate (Marshall Drive) for those wanting to go to Route 110 proceeding south on
Rout 110. In addition, residents or other traveling public in the immediate area who
usually want to go southbound on Route 110 from North Meade Street would also have
to use this detour.
Detour Route - This route involves traveling westbound on North Meade Street to
westbound North Lynn Street to southbound Wilson Boulevard, and back to
southbound Route 110.
Marshall Drive westbound one way access - The westbound lane of Marshall Drive
will be maintained one way to the Iwo Jima Memorial Access Road and on to Fort Myer
and to westbound North Meade Street.
Marshall Drive from Iwo Jima Memorial - Traffic leaving the Iwo Jima Memorial
would have to turn right on Marshall Drive and then continue on from there using the
detour.
Asphalt Work - The asphalt portion of the eastbound lane of Marshall Drive will be
completed the following week Dec. 16 - 18.
Work Hours - Normal work hours of 9:30 a.m. to 3 p.m. will be in effect during the
operation.

New -- Arlington road work to temporarily close some of South Queen
Street
Beginning today, Monday, Dec. 2, Virginia Department of Transportation workers
will close South Queen Street at Columbia Pike in order for sanitary sewer relocation
work to proceed across South Queen Street.
A portion of South Queen Street near its intersection with Columbia Pike will remain
closed for about two weeks. Traffic entering and exiting Arlington View and Carrington
Village communities will be detoured to South Quinn Street.

Road construction in Arlington through December
Roadway reconstruction on Columbia Pike from South Wakefield Drive to Four Mile
Run will continue through the middle of December, weather permitting. Work will
begin at the west side of the project and move east.

We regret this loss of a popular workout venue and will work diligently to reopen as soon as possible. New -- Federal benefits ‘Open Season’ continues through Dec. 9 Don’t plan to change anything? Still, be sure to verify your current health care plan. One employee, when seeing a doctor recently, discovered his health care plan would expire at the end of 2013. Headquarters Installation Management Command personnel in the G1 section are encouraging everyone to double check to be sure their health care plan is still on the Federal Employees Health Benefit rolls for fiscal year 2014. Federal Benefits “Open Season” will continue through Monday, Dec. 9 with changes effective the first full pay period in January. Even if you plan to keep things exactly as they are, with no changes, VERIFY that your health benefits are still in place. Take a few minutes, go online and check. For information regarding local Health Fairs, employees can contact their servicing Civilian Personnel Advisory Center specialist at 703-704-3009. “Open Season” is the time to think about your health, dental, vision and tax-saving needs. During “Open Season,” eligible employees can enroll in or change Federal Employees Health Benefits (FEHB) program coverage through the Army Benefits Center-Civilian (ABC-C) website https://www.abc.army.mil or by calling 1-877-2769287; Enroll in dental and/or vision coverage through the Federal Employees Dental and Vision Insurance Program (FEDVIP) or change your existing FEDVIP enrollment through the BENEFEDS website at https://www.benefeds.com/Portal/jsp/LoginPage.jsp, or call 1-877-888-3337. In addition, sign up for flexible spending accounts through the Federal Flexible Spending Account Program (FSAFEDS) at https://www.fsafeds.com/fsafeds/index.asp or by calling 1-877-FSAFEDS (1-877-3723337). The Office of Personnel Management's Open Season website at www.opm.gov/healthcare-insurance/open-season, contains detailed information regarding plan changes, available plans and premiums. New -- ‘Welcome Aboard’ brief for newcomers Dec. 10 Marine Corps Community Services holds a Welcome Aboard orientation Tuesday, Dec. 10, starting at 8 a.m. in the Marine Club. The brief includes an optional walking tour of the Henderson Hall portion of the joint base, break for lunch and a bus tour of the local area. This year's award amount has risen to $2,000, and the program awards at least one scholarship at each commissary with qualified applicants. Applicants should ensure that they and their sponsor are enrolled in the Defense Enrollment Eligibility Reporting System (DEERS) database and have a military ID card. MPD S1 conference Dec. 4 The next Joint Base Myer-Henderson Hall Military Personnel Division’s S1 conference is set for Wednesday, Dec. 4 from 9 a.m. to 12:30 p.m. at the Joint Base Myer-Henderson Hall Town Hall, Building 243, on the Fort Myer side of the joint base. The conference goal is to strengthen existing working partnerships between JBM-HH Military Personnel Division, unit S1s, Pentagon human resource personnel and agencies and build consensus on efficient and effective services to customers. Mass Transit Benefits set to decrease In January 2013, the American Taxpayer Relief Act of 2012 (H.R.8) temporarily raised the transit benefit statutory limit to $245 per month. This amount was not intended to be permanent and expires at the end of 2013. Unless a new statutory limit is approved by Congress, the statutory limit will decrease to $130 per month Jan. 1, according to IRS revenue procedures. Congress may still act to extend the limit above $130, but at this time agencies must proceed with what the law states as the maximum tax exempt mass transit subsidy limit. Traffic, Roads and Grounds New -- Marshall Drive pavement work to affect Fort Myer traffic Permanent pavement restoration is set to be done on the eastbound lane of Marshall Drive from near the Access Road to the Iwo Jima Marine Memorial to Route 110 beginning Monday, Dec. 9 through Friday, Dec. 13, and Monday through Wednesday, Dec. 16 - 18. The work is being done in association with the Dominion Virginia Power Company’s underground transmission project on the Fort Myer side of Joint Base MyerHenderson Hall. Two-way traffic will be maintained using a temporary flagging operation. Depending on weather conditions, the work will be done as follows: Close - The eastbound lane of Marshall Drive from East Meade Street to Route 110 Dec. 9 - 13 Detour - A temporary detour will be in place for traffic leaving Fort Myer at the Wright Gate (Marshall Drive) for those wanting to go to Route 110 proceeding south on Rout 110. In addition, residents or other traveling public in the immediate area who usually want to go southbound on Route 110 from North Meade Street would also have to use this detour. Detour Route - This route involves traveling westbound on North Meade Street to westbound North Lynn Street to southbound Wilson Boulevard, and back to southbound Route 110. Marshall Drive westbound one way access - The westbound lane of Marshall Drive will be maintained one way to the Iwo Jima Memorial Access Road and on to Fort Myer and to westbound North Meade Street. Marshall Drive from Iwo Jima Memorial - Traffic leaving the Iwo Jima Memorial would have to turn right on Marshall Drive and then continue on from there using the detour. Asphalt Work - The asphalt portion of the eastbound lane of Marshall Drive will be completed the following week Dec. 16 - 18. New -- Arlington road work to temporarily close some of South Queen Street Beginning today, Monday, Dec. 2, Virginia Department of Transportation workers will close South Queen Street at Columbia Pike in order for sanitary sewer relocation work to proceed across South Queen Street.
  • 8. A portion of South Queen Street near its intersection with Columbia Pike will remain closed for about two weeks. Traffic entering and exiting Arlington View and Carrington Village communities will be detoured to South Quinn Street. Road construction in Arlington through December Roadway reconstruction on Columbia Pike from South Wakefield Drive to Four Mile Run will continue through the middle of December, weather permitting.
