ЗАЯВЛЕНИЕ -
сообщение о многочисленных преступлениях в отношении меня
и просьба о предоставлении мне убежища
Уважаемые господа представители канадских властей!
Мои права человека нарушались с 1987 года и нарушаются по настоящее время властями России;
меня преследовали ранее и преследуют до сих пор российские спецслужбы (КГБ/ФСБ). Также мои
права нарушены властями Финляндии. В 2003 году я была вынуждена фактически бежать из
России.
В связи с моими нарушенными правами и по вопросу предоставления мне убежища я обращалась к
властям Германии.
Власти Германии отказались содействовать восстановлению моих ранее нарушенных прав
человека, намеренно ввели в заблуждение относительно процедуры получения убежища, позже
устроили мне психотеррор с целью вынудить меня покинуть страну. А когда я собралась обратиться
к международной общественности по поводу моих проблем путём посещения посольств некоторых
стран, то мне была подстроена конфликтная ситуация, закончившаяся вызовом полиции и моим
попаданием в депортационную тюрьму и т.д. и т.п.. Я подвергалась избиениям работниками
правоохранительных органов, пыткам, унижениям моего человеческого достоинства и т.д.
Я описывала все нарушения и преступления немецких властей и неоднократно посылала эти мои
заявления бундесканцлеру Германии А. Меркель и Президенту Германии Х. Кёлер. Но знаменитая
человеколюбивая правозащитница А. Меркель и Президент Германии Х. Кёлер «закрыли глаза»
на преступления своих подчинённых, покрывая их и содействуя им. Письменных ответов на мои
заявления от них нет до сих пор.
Ответом от А. Меркель и Х. Кёлер явилась моя принудительная высылка туда, где моя жизнь и
свобода подвергается опасности – в Россию, а не к моему мужу – в Финляндию, или в другую
безопасную для меня страну.
Это несмотря на то, что на территорию Германии я въехала не из России, а из Финляндии, с визой
Испании; несмотря на многочисленные - документально подтверждённые - нарушения моих прав
человека в России и преследования меня её властями и ФСБ?!
По вине бундесканцлера А. Меркель, президента Германии Х. Кёлер и "паствы" их зверствующих
подчиненных, властей России и Финляндии, я нахожусь и в крайне тяжёлой ситуации - фактически
в пыточных жизненных условиях:
- в плохом состоянии здоровья;
- без возможности получить достаточную бесплатную медицинскую помощь;
- у меня нет определенного места жительства, работы;
- без достаточных материальных средств к существованию;
- без документов, удостоверяющих личность; различных правовых и других документов;

3. - нет возможности получения платной квалифицированной юридической помощи, отказано в
бесплатной правовой помощи;
- нет доступа к достоверной информации и к правосудию;
- нет возможности воспользоваться услугами квалифицированных переводчиков;
- российские власти и её спецслужбы - ФСБ - продолжают преследовать меня;
- абсолютно нет никакой возможности восстановить мои нарушенные права человека;
- и т.д. и т.п.
Моя жизнь, здоровье и свобода снова подвергаются опасности …
По вопросам: предоставления мне убежища; международной защиты и необходимой информации;
восстановления моих прав и т.д. с 2008 г., я неоднократно обращалась в различные международные
инстанции (ООН, ПАСЕ, Европейскую Комиссию, и т.д.), к властям некоторых государств (США,
Франции, Великобритании, Швейцарии, Бельгии и т.д.) и в международные правозащитные
организации (Amnesty International, HRW, FIDH, OMCT и т.д.). Но ответов от них я так до сих пор и не
получила, кроме некоторых отписок.
Я уже давно считаю, что Кремлёвско-Лубянковская клика во главе с президентом России
Владимиром Путиным организовала Международную организованную преступную группировку
(ОПГ), в число которой входят (или завербованы российской спецслужбой – ФСБ), наряду с другими,
и видные международные деятели, члены правительств и т. д. и т. п. И моя ситуация –
доказательство этому.
У меня нет возможности послать из России какую-либо корреспонденцию, так как, благодаря ФСБ,
она до адресата не доходит – пропадает. Единственно, куда я могу пока что выезжать, так это в
Беларусь (ввиду отсутствия контроля на границе). Но и во время моего пребывания на территории
Беларуси я абсолютно не защищена и имею проблемы, так как спецслужбы Беларуси (КГБ) явно
сотрудничают с ФСБ и используют моё пребывание в своих преступных целях …
Недавно я прочитала в интернете: «С 1-го июля 2001 г. в Канаде вступило в силу дополнение к
иммиграционному законодательству, на основании которого возможна подача заявления о
предоставлении статуса беженца заявителям (и членам их семей), не находящимся в момент
подачи непосредственно на территории Канады. …
В соответствии с новыми изменениями претендент на статус беженца теперь может подать пакет
необходимых документов на всю семью непосредственно в Посольство Канады в той стране, где он
временно находится или проживает. Например, в Московский Консулат могут подавать заявления
любые беженцы из стран бывшего СССР, проживающие на территории России, но не граждане
России. Российские же граждане, проживающие, например, на территории Беларуси или Украины,
могут подавать заявления в ближайший из уполномоченных канадских Консулатов в Вене. …»

Поэтому вынуждена обратиться к Вам в связи с усугублением проблем; в связи с крайне тяжёлой,
критической, экстренной ситуацией; опасностями и серьёзными угрозами жизни, здоровью и
свободе.
На основании вышеизложенного:
I. Убедительно прошу Вас, господа руководители Посольств Канады в Беларуси и в других странах:
Направить это моё заявление в компетентные инстанции Канады: Вашему руководству - в МИД
Канады; в Ведомство по делам иностранцев, в Ведомство по миграции, или в иные организации,
занимающиеся решениями вопросов получения убежища в Канаде (Minister of Citizenship and
Immigration Canada – CIC, Refugee Protection Division - RPD, Immigration and Refugee Board of Canada –
IRB, Foreign Policy and Diplomacy Service – FPDS, etc.).

4. II. Убедительно прошу Вас, господа руководители: Посольств Канады, МИДа Канады, ведомств по
делам иностранцев и миграции и других компетентных инстанций (Ведомств):
1. Предоставить мне убежище в Канаде. Или, хотя бы временную защиту ввиду экстренной
ситуации. Или убежище (или вид на жительство) по гуманитарным основаниям (конвенционное,
конституционное, территориальное убежище, и тому подобное).
2. Предоставить мне для решения вопросов в связи с подачей заявления о предоставлении мне
убежища в Канаде:
а). полную информацию обо всех моих правах и способах их осуществления;
б). возможность личного общения с Послом Канады в ближайшем посольстве Канады (и т.п.) для
получения необходимой мне информации и для сообщения мной важной дополнительной
информации о моей критической ситуации, обо всех моих нарушенных правах, преследованиях, об
угрозе жизни и т.д. и т.п.;
в). ввиду отсутствия у меня материальных средств для оплаты услуг адвоката и переводчика:
- помощь бесплатного государственного адвоката (для письменных советов за личной подписью);
- помощь бесплатного переводчика (для письменных переводов за личной подписью);

STATEMENT -
message about numerous crimes against me
and request for granting to me asylum
Dear sirs representatives of the Canadian authorities!
My human rights were violated since 1987 and violate by the authorities of Russia till now; I was
pursued earlier and pursue till now Russian Secret (Special) Services (KGB/FSB – Committee of
State Security: Federal Security Service). My human rights were also violated by Finnish
authorities. In 2003 I was actually forced to escape from Russia.
I appealed to German authorities in view of my violated rights and on the point of granting me an
asylum.
German authorities refused to help in restoring my violated human rights: they intentionally
misled me regarding the procedure of receiving an asylum. Later they made me psycho-terror in
order to force me to escape from the country. And when I decided to appeal to the international
community on the occasion of my problems by visiting the embassies of some countries- there was
a put-up conflict situation. This situation ended with a call to police, when I got to deportation
prison and so on and so forth. I was beaten up by the law enforcement officers, I was put to
tortures and humiliation of my human dignity and so on.
I described all violations and crimes of German authorities and sent those my applications to
Chancellor of Germany A. Merkel and to German President H. Kohler for many times. But famous
philanthropic human rights activist A. Merkel and German President H. Kohler “shut their eyes” at
their subordinates’ crimes, covering them up and supporting them. There are still no written
(official) replies to my applications.
As a reply from A. Merkel and H. Kohler was my forced deportation to Russia, where my life and
freedom are in danger, but not to Finland, to my husband, or to any other country, which is safe
for me.
And all it was despite the fact, that I came to the territory of Germany from Finland, with Spanish
visa; despite numerous (confirmed with documents) human rights violations in Russia and
persecution of me by Russian authorities and FSB?!
Through the guilt of Chancellor A. Merkel, German President H. Kohler and their bestial
subordinates, through the fault of Russian and Finnish authorities I am being in a very difficult
situation- in torment (tortures) living conditions in fact: I am in a bad health state; I don`t have
opportunity to get sufficient free medical help; I don`t have definite place of residence, job; I don`t

7. have enough means for existence (subsistence, etc.); I am without identification papers; without
various legal and other documents; I don`t have opportunity to get qualified juridical help
requiring payment, and I was denied free legal help; I don`t have access to reliable information
and justice; I don`t have possibility to avail myself of professional interpreters service; the Russian
authorities and its intelligence services - FSB - continue to pursue me; absolutely there is no
opportunity to restore my violated human rights; and so on.
My life, my health and freedom are exposed to danger again …
Since 2008 I repeatedly addressed to various international instances (UN, PACE, European
Commission, etc.), to the authorities of some states (USA, France, Great Britain, Switzerland,
Belgium, etc.) and to the international human rights organizations (Amnesty International, HRW,
FIDH, OMCT, etc.) on questions: granting to me asylum; international protection and the
necessary information; restoration of my rights, etc. But I also haven't received till now answers
from them, except some formal replies.
I think what long time ago the Kremlin-Lubyanka's clique headed by the president of Russia
Vladimir Putin has organised the International criminal group, in which, along with others, take
part (or are enlisted by the Russian special service - FSB) famous international persons, members
of the governments, etc. And my situation - is proof of this.
I haven't possibility to send from Russia any correspondence because of FSB work, my letters does
not reach of the addressee, vanishes.
I can travel only to Belarus now (in view of absence of control on border). But also during my stay
in the territory of Belarus I am not protected absolutely and I have problems because special
services of Belarus (KGB) cooperate with FSB and use my stay in the own criminal intents …
Recently I read in the Internet: "Since July 1st, 2001 in Canada came into force addition to the
immigration legislation on the basis of which is possible filing of application about giving the
status of the refugee to the applicants (and to members of their families) who aren't directly in
the territory of Canada at the time of giving. … According to new changes now the applicant for
the status of the refugee can give a package of necessary documents on all family directly to
Embassy of Canada in that country where he is temporarily or he live. For example, in the
Moscow Consulate can submit applications any refugees from the countries of the former USSR,
living in the territory of Russia, but not citizens of Russia. The Russian citizens living, for
example, in the territory of Belarus or Ukraine can submit applications in the closest of
representatives of Canadian Consulates in Vienna. …"(http://www.canada-

Therefore I am compelled to address to You in connection with aggravation of problems; in
connection with the extremely difficult, critical, emergency situation; dangers and serious threats
of life, of health and of freedom.
On the basis of stated above:
I. Convincingly I ask You, misters Heads of Embassies of Canada in Belarus and in other countries:
To direct this my application to competent instances of Canada: to Your management - in the
Ministry of Foreign Affairs of Canada; in Department for foreigners, in Department on migration,
or in other organizations which are engaged in solutions of questions of receiving asylum in
Canada (Minister of Citizenship and Immigration Canada – CIC, Refugee Protection Division -
RPD, Immigration and Refugee Board of Canada – IRB, Foreign Policy and Diplomacy Service –
FPDS, etc.).
II. Convincingly I ask You, misters Heads: Embassies of Canada, the Ministry of Foreign Affairs of
Canada, departments for foreigners and migration, etc. competent instances (Departments):
1. To grant me asylum in Canada. Or, at least temporary protection in view of emergency situation.
Or asylum (or residence permit) on the humanitarian bases (a conventional, constitutional,
territorial asylum, and so forth).
2. To provide to me for the solution of questions in connection with filing of application about
granting to me asylum in Canada:

8. a). full information on all my rights and ways of their implementation;
b). possibility of personal contact with the Ambassador of Canada in the nearest Embassy of
