4. SORNA
• The Adam Walsh Child Protection and Safety Actis a federal
statute that was signed into law by U.S. President George W.
Bush on July 27, 2006. The Walsh Act organizes sex offenders
into three tiers and mandates that Tier 3 offenders (the most
serious tier) update their whereabouts every three months
with lifetime registration requirements. Tier 2 offenders must
update their whereabouts every six months with 25 years of
registration, and Tier 1 offenders must update their
whereabouts every year with 15 years of registration. Failure
to register and update information is a felony under the law.
5. SORNA
• The Act also creates a national sex offender registry and
instructs each state and territory to apply identical
criteria for posting offender data on the Internet (i.e.,
offender's name, address, date of birth, place of
employment, photograph, etc.).The Act was named
for Adam Walsh, an American boy who was abducted
from a Florida shopping mall and later found murdered.
6. SORNA
• SORNA was enacted to protect the public from convicted sex
offenders by establishing a comprehensive national system for
the registration and notification of those offenders.
• The Adam Walsh Act is designed to protect children and
adults from sexual exploitation and violent crime, prevent
child abuse and child pornography, promote Internet safety,
and honor the memory of Adam Walsh and other crime
victims.
7. • The SMART Office assists jurisdictions with
developing and/or enhancing programs designed to
implement the SORNA portion of the Adam Walsh
Act (42 U.S.C. § 16901, et seq.).
• States and territories (and the District of Columbia)
that fail to substantially implement the Sex Offender
Registration and Notification Act (SORNA) by the July
27, 2011, deadline face a 10-percent annual
reduction in Byrne Justice Assistance Grant funds for
each year that they do not implement SORNA.

Puerto Rico.
• SMARTOFFICE Senior Advisor visited CJIS and PRPD
to verify and asses current situation.
• Puerto Rico received guidance from Smart Office
personnel to substantially implement SORNA.

implement the SORNA program.

• SMART Office have assisted Puerto Rico
Department of Justice to develop and
enhance the Sex Offender Registry program.
• The SMART Office provided all the necessary
tools including Software and Infrastructure to
assist Puerto Rico Sex Offender Registry and
PRPD Case Managers.
10. SUBTANCIAL IMPLEMENTATION PLAN
PHASE 1
• PHASE 1 helped Puerto Rico Department of Justice
develop Life Cycle Replacement Program. Phase 1
funds replaced obsolete computer equipment, printers,
scanners and digital cameras. Funds were also used to
train CJIS IT personnel on new technologies to better
manage and assist the system that runs the Sexual
Offender Registry.

11. SUBTANCIAL IMPLEMENTATION PLAN
PHASE 2
• Phase 2 developed the new Sex Offender Registry. The
Registry will be based on SORT application and will
have connectors to NCIC NSOR (National Sex Offender
Registry) and web service for public access. (Explain all
SORNA required upgrades to the NEW registry
GEOCODE, alerts etc.)
• Note: Washington currently spends approximately
$300,000/yr to provide this service to Washington
citizens. Puerto Rico will spend $126,000.00 on a
custom made software that will be owned by DOJ.
12. SUBTANCIAL IMPLEMENTATION PLAN
PHASE 3
• Phase 3 main goal is to provide all Agencies in Puerto
Rico the necessary tools and skills to manage sexual
offenders and sexually abused victims, developing the
awareness the program in all levels of the Government
Agencies.
• The Sex Offender Registry will be used to save socio
demographic data of the sex offender in order to
develop the awareness program. This data will help us
manage more effectively all sexual offenders and
proactively create prevention tools in order to achieve
a significant reduction of the devastating alarming rate
of sexual offenses in Puerto Rico.
