In the strategy to save the site from development, Wayne County became an ally and purchased the site to the north of Humbug MarshStrategically, this made sense for 2 reasons. It blocked the ability of the developer to building a bridge to the site and also opened up the door for a major partnership of this project to develop- US FWS and Wayne County, USFWS needed a piece of land to house a visitors center- the refuge gateway concept was undertaken.
