d’affaire a augmenter).
1. Cependant ces taxes existent déjà, mais essayer de canaliser une partie pour
la sante (changer la lois)
2. Diaspora: Encourager la diaspora a supporter les soins de sante
de leurs familles a travers des mutuelles et assurances
3. Inciter le tourisme Médical / Améliorer offre de services
4. Incitation d’une police d’assurance pour le secteur
informel
5. Augmentation du budget national de la sante (volonté
politique)
6. Conseil national sur le financement du système sous la
tutelle du Ministère de la Sante

• La contribution des bailleurs de fonds diminue
 La contribution des bailleurs de fonds a diminué de 62% entre 2012-13
et 2013-14
 Question: Comment éviter que cette baisse se
poursuive ?
Options – Bailleurs de Fonds
1. Intégration/Coordination des systèmes: Fonds externes
doivent être coordonnes car il y a d’enormes duplications
2. Plaidoyer auprès des bailleurs de fonds pour trouver plus
de partenariats
3. Identifier des bailleurs additionnels (Universite,
Promotion de la recherche)
4. Besoin deTransparence: Pour trouver de l’aide – les acteurs
locaux doivent se montrer plus transparent dans l’utilisation
des ressources
5. Canaliser le financement des bailleurs vers une
stratégie nationale avec des priorités claires (Plan National
de Sante)
Nota Bene les bailleurs ne continueront pas le financement si
aucune volonté de l’Etat d’augmenter son budget pour la sante
