      First we will introduce you to the copy of original version of

Environmental permit - salvation for lungs of citizens of
Lukavac
Currently, Fabrika Cementa Lukavac, SISECAM and GIKIL are in the process of
obtaining of environmental permits

      Cement factory near Graz gets 70 percent of energy from incinerator of
       garbage

    Ecological pictures of municipality of Lukavac became an unavoidable topic
because of the large air pollutants at the entrance to the city and because of
the resistance of locals from „Huskici", they did not want the transformation of
the regional landfill into sanitary landfill. The situation is, according to Dzevad
Mujkic, Mayor of Lukavac slightly better than in previous years. He says that in
this municipality have talking about solving environmental problems for the first
time.

     Environmental permits for the operation - sanctions for non compliance

   Currently, fabrika cementa Lukavac, SISECAM and GIKIL are in the process
of obtaining environmental permits issued by the Competent Ministry for plants
and facilities that have or may have a negative impact on the environment. This
is a ceremonial act for Mayor of Lukavac, because Lukavac came to a
preparation phase in solving of problems.

   „At the phase of obtaining environmental permits, tasks and deadlines for
completion of tasks are provided. Sanctions are also provided if the rules are
not respected,“ said Mujkic. He emphasizes that the cement factory has done
much to improve its technology.

   He adds that our society talks a lot about the problem, but not about
solving problems. Plants from Lukavac could be the solution for problems not
only cause problems. He cites the example of Cement factory near Graz. That
Plant gets 70 percent of energy from incinerator of garbage.

  „Since 2008. they have not bought a single kilogram of coal. They burned a
waste, saved extra money and came into a position to be competitive in the
market with prices of cement. They had a stimulation from the state because
they have solved the environmental problem, got the energy and sold their
product,“ said Mujkic.

  He recalled about the case of the regional sanitary landfill in the village
Huskici.



     Sanitary landfill yes, but outside of Huskici

    „This project failed because of the villagers. However, it should be noted,
that the manner of implementation was incorrect. It was a fait accompli for
people from Huskici. On the other hand, they were persistent to oppose it.
Someone was supposed to show them the project earlier. Because it was not
in the right order, it was unrealistic to expect that this project will be finished,“
said Mujkic.

    We can give up of Huskici, but we can not escape from solving the problem
of garbage in Lukavac. Currently is actual the attempt to arrange cooperation
between municipalities Lukavac, Gracanica and Petrovo.

    „We think that it could be found a location on the Ozren, which would be
sufficiently distant from the house. This could be a possible solution for the
landfill, if we get the consent of locals. They would have benefits for consent,”
said Dzevad Mujkic, Mayor of municipality of Lukavac.

100 000 of new seedlings

     One of the positive example of involvement of industry in environmental actions is
the project between the Global Ispat Koksne Industrije Lukavac and the "Eco-green"
Alliance of Tuzla Canton.

„With completion of this project GIKIL will receive 17.5 acres of forested land of the
factory area, thus we want to reduce the impact of CO2 gas emission," said Hana
Bilbija, engineer of technology of GIKIL.

      It is about 100 000 fast-growing seedlings of different tree species, except
aesthetic, this will have enormous ecological significance.

GIKIL and SISECAM have contributed "cleaner production in industry"

With little effort - cleaner environment and economic profit

      Cleaner production is the continuous application of a comprehensive
strategy for the prevention of pollution, which is applied to industrial
processes, products and services in order to increase business efficiency and
reduce risks to human health and the environment.

      In the project „increasing of capacity for cleaner production in industries
of Tuzla Canton“ which was implemented by two NGOs last year, were
presented positive examples of industrial giants from Lukavac: Sisecam soda
Lukavac and Global Ispat Koksna Industrija.

     In the Sisecam, the largest Plant for production of soda in the region, the
two problems were diagnosed in the production process with these programs.
The solutions were found, with the dual benefit under the banner of cleaner
production.

      Instead in the Spreca River, lime is for the another Plant

      In the immediate vicinity of this factory is the "Messer" company, which
produces acetylene in one part of their production. The lime is the waste
product of this process. Under the new law on environmental protection, the
company had to close the facility for the production of acetylene or resolve the
question of disposal of lime.

      The lime is one of the raw materials used by Sisecam. The two
companies have agreed. So the problem is resolved for Messer company and
the economic benefits has been achieved on the other hand.

      Another documented problem is the washing and cooling of CO2 in the
process of production with industrial water. Industrial water as a waste
product is released into the canal. The analysis showed that this water can be
used for fly ash and slag, which would produce a double benefit. The amount of
waste water is reduced and consumption of the fresh industrial water has been
saved. In addition to ecological aspects (reduction of environmental pollution
and water consumption) there is the economic aspect also. The economic
aspect is reflected in the benefits of 130 086 KM annually.
In GIKIL's facilities for the production of coke, fertilizers, and maleic
anhydride acid, the cleaner production is applied to the production of new
types of coke and solving problems related with condensation.

      Industrial Water Saving

      Because of the global crisis on the world market, this company
developed a new product called UNIVERSAL coke. This coke is manufactured
with the new technology, with a number of savings, which resulted in the
reduction of sulphur emissions into the atmosphere by 70 tons per year.

      Another problem is evident in the process of condensation, because of
the fact that coke gas pass through gas line. Earlier, the condensate which
contains a range of organic pollutants, emitted into the ground.

       The solution of this problem is installation of a collection tank for
collecting condensate with a capacity of 10 cubic meters. When the tank is full,
the condensate is mixed with industrial water, which is used to obtain the
ammonium sulphate. In this way, it was made a considerable saving of industrial
water.

We believe that with the analysis of problems and possible solutions, the
environmental protection measures can be implemented by the other industrial
companies.

  • 10. 3. p.37 GIKIL and SISECAM have contributed "cleaner production in industry" With little effort - cleaner environment and economic profit Cleaner production is the continuous application of a comprehensive strategy for the prevention of pollution, which is applied to industrial processes, products and services in order to increase business efficiency and reduce risks to human health and the environment. In the project „increasing of capacity for cleaner production in industries of Tuzla Canton“ which was implemented by two NGOs last year, were presented positive examples of industrial giants from Lukavac: Sisecam soda Lukavac and Global Ispat Koksna Industrija. In the Sisecam, the largest Plant for production of soda in the region, the two problems were diagnosed in the production process with these programs. The solutions were found, with the dual benefit under the banner of cleaner production. Instead in the Spreca River, lime is for the another Plant In the immediate vicinity of this factory is the "Messer" company, which produces acetylene in one part of their production. The lime is the waste product of this process. Under the new law on environmental protection, the company had to close the facility for the production of acetylene or resolve the question of disposal of lime. The lime is one of the raw materials used by Sisecam. The two companies have agreed. So the problem is resolved for Messer company and the economic benefits has been achieved on the other hand. Another documented problem is the washing and cooling of CO2 in the process of production with industrial water. Industrial water as a waste product is released into the canal. The analysis showed that this water can be used for fly ash and slag, which would produce a double benefit. The amount of waste water is reduced and consumption of the fresh industrial water has been saved. In addition to ecological aspects (reduction of environmental pollution and water consumption) there is the economic aspect also. The economic aspect is reflected in the benefits of 130 086 KM annually.

In GIKIL's facilities for the production of coke, fertilizers, and maleic anhydride acid, the cleaner production is applied to the production of new types of coke and solving problems related with condensation. Industrial Water Saving Because of the global crisis on the world market, this company developed a new product called UNIVERSAL coke. This coke is manufactured with the new technology, with a number of savings, which resulted in the reduction of sulphur emissions into the atmosphere by 70 tons per year. Another problem is evident in the process of condensation, because of the fact that coke gas pass through gas line. Earlier, the condensate which contains a range of organic pollutants, emitted into the ground. The solution of this problem is installation of a collection tank for collecting condensate with a capacity of 10 cubic meters. When the tank is full, the condensate is mixed with industrial water, which is used to obtain the ammonium sulphate. In this way, it was made a considerable saving of industrial water. We believe that with the analysis of problems and possible solutions, the environmental protection measures can be implemented by the other industrial companies.
