The work of the Cape
Town Partnership, since its
inception in 1999, has been
about helping make the city
work. And yet this work –
what we do, where we do it
and who we do it with – has
transformed over the years.
In 14 years of existence,
we’ve had to make our
own path, not only through
the city, but also in our
understanding of what a city
is and what makes it work.
2008-2012:
CITIES ARE FOR
PEOPLE
Nearlytenyearslater,in2008,webegancol-
laboratingwiththeCityofCapeTownona
sharedten-yearvisionandworkableplanfor
theturnaroundofCapeTown’scentralcity
–theareafromSaltRivertoGreenPoint,the
mountaintothesea.Theprocessofdefin-
ingtheCentralCityDevelopmentStrategy
forcedustolookatmorethanjustbusiness
andurbanmanagement,andthinkofthe
roleevents,theknowledgeandcreative
economy,andpopularhistoryandmemory
couldplayinthearea’sdevelopment.
Overthistime,wecametoseethecityas
aninterconnectedsystem–oftransport,
infrastructure,business,services–ofwhich
peopleweretheusers.Thegoalwastomake
thespacemoreuser-friendly.Withthe2010
WorldCup,wewereabletofast-trackanum-
berofurbandevelopments:Publicspaces
wereupgraded,publictransportrollout
wasfast-tracked,pedestriancorridorswere
created.It’snotapathwecantakealone.
Joinus.Thecitybecamemoreuser-friendly
seeminglyovernight,thankstourban
design.Onthebackofthatexperience,we
starteddrivingCapeTown’ssuccessfulWorld
DesignCapitalbid.
2012-2018:
PEOPLE ARE THE
FUTURE
AttheCapeTownPartnership,we’reanexcit-
ablegroupofpeoplewithafuture-forward,
positiveapproach.Buttherehavebeen
unintendedconsequencestoourexuber-
anceandtherateofoursuccess.Wenever
sawourselvesasagentsofgentrification,
orthoughtofdevelopmentasatoolfordis-
placement.Andyetthatishowourworkhas
beenseen,andcriticised,insomequarters.
Lookingback,partofourlearninghas
beennottogetsocaughtupinthings–in
urbanupgrades,cyclelanes,cranesonthe
skyline,theideaofdesign,pursuitoftitles
like“world-classcity”–thatweforgetabout
people.Intryingtopavearoadtoourfuture,
attimeswelostsightofourpast:partsof
CapeTownmight’vetransformedinthelast
fewyears,butmanyothersarestilllivingout
apartheid-erarealitiesofalifedividedand
disconnected.
Thinkingofacityasaneconomicengineor
aninterconnectedsystemhadusthinking
ofpeoplemoreasusersorconsumersofa
citythancreatorsofit.Today,we’vecome
tothinkofcitiesasplacesof“concentrated
humanity”,networksofhumanconnections.
That’swhy,forthenextfiveyearsoftheCape
TownPartnershipandtheremainingtermof
theCentralCityDevelopmentStrategy,our
focusisonputtingpeoplefirst.Onparticipa-
tionandpeople-basedplacemaking,not
destinationmarketing.Ondialogueand
debate,notone-wayconversation.
Attheheartofacityispeople.Andforitto
work,itspeople,ourpeople,havetowork
together.
OURWHYOUR HISTORY
Most journeys begin at home. For the last 12 years Cape Town has been the place
I call home. So perhaps it’s appropriate, in this mapped guide to the Cape Town
Partnership, that I say a little about my personal journey – how I came to be so
passionate about cities.

LikesomeCapetoniansIgrewupintherural
areasoftheEasternCapeinSouthAfrica.Asa
child,someofthemostexcitingtimesinthe
villagethatIcanrememberwerewhenmigrant
workerscamehomefromthebigcitiesduring
theholidaysand,aroundthefireatnight,would
telldramatic,terrible,exciting,extravagant
talesofcitylife.Usuallyembellishedstoriestoo.
Aschildrenwewouldsitandlisteninaweatthe
dramaofitall.
Iguessyoucouldsaythatthisstartedmy
fascinationwithcities–withhowtheywork,
howtheyaredesigned,andthedifferent
lifestylestheyattractorencourage.Froman
earlyageIdreamedofnotjustlivingorworking
inthecity–Iwantedtobepartofmakingit
work.ThisisthereasonIchosetownplanning
asacareer.Andsostartedmyjourney,from
STORIES, CITIES, CITIZENSHIP
A PERSONAL JOURNEY
notwait–itdoesn’twaitforustohealourselves
frompasttrauma,itdoesn’twaitforaBigPlan
tobeimplementedinperfectsequenceand
with100%predictableresults.Thepeopleof
CapeTownarecreative,diverseandchanging
thiscity,andadaptingtothiscity,through
smallactionseverysingleday.Igettobeapart
ofthisbylookingforconnectionsandother
opportunitiestoamplifytheseactions.Igetto
besurroundedbypeoplewhoarealloffering
somethingtowardsthepublicgoodanda
sharedfuture.”
Itisthiskindofpassionanddedicationthat
makeseachday,nomatterhowdifficult,
deeplyrewarding.
Oneofmyfavouritepoets,BenOkri,speaks
abouthow“storiesarethesecretreservoirsof
values”.“Changethestoriesindividualsand
nationslivebyandtellthemselves,”hesays,
“andyouchangetheindividualsandnations.
Nationsandpeoplesarelargelythestoriesthey
tellthemselves.”
Ilookforwardtothattimewhenwetella
greater,richer,fullerstoryforCapeTown–as
diverseasthemanypeoplewholiveinit.For
there’snodoubtinmymindthatCapeTown,
likeSouthAfrica,isacitywithapast.Butit’salso
apeoplewithafuture.
AsStAugustineofHippo,said:“Everycityisa
livingbody.”
Ihopethatourpassionanddedicationcomes
throughasyoureadthispublication.Wehave
strivedtobecreativeintellingthestoryofhow
wework.Ihope,too,thatyou
willbeinspiredtoshareyour
storywithus,toweaveinto
beingthecityyouwanttoleave
behindasyourlegacyforthe

Becausewhenyoulookatit,villagesandcities
maybeverydifferenttypesofsettlements,
buttheyshareoneveryimportantthing:
Withoutpeople,theylacksoulandbecome
purposeless.
There’ssomethingelsethat,forme,connects
myfirsthomewithmycurrenthome.
Somethingthatmyrootscanteachmeabout
mycurrentrole.Itcomesdowntothosestories
toldaroundthefire. Inthosemomentswhere
weweresharingstories,wewereweavingthe
pastwiththepresent,thepresentwiththe
future.Storieshaveincrediblepoweroverusas
humans.Theycanhelptieustootherpeople
andtoasenseofplace.Theycanhelpusfeel
likewebelong.
Itstrikesmethatthisissomethingcitieslike
CapeTownneed:asharedplatformsforcitizen
stories,aplacewherepeoplecanweavetheir
personalstoriestogether,toseehowtheir
strandscometogether.Atyingtogetherofthe
humanfabricthatmakesupthiscity.Inmany
partsofCapeTown,thereisstillthissenseof
alackofownership–thatthecitybelongsto
someoneelse.Maybebysharingourpersonal
stories,ofhowwecametobehere,andhearing
thestoriesofothers,wecanstarttoseehow
we’reallconnected,andthatwecanallbelong.
Mayberedesigningtheapartheidcitybegins
withbuildingbridges–betweenpeople.
I’minspiredandmovedbythesestories,not
justofcitizens,butofmycolleaguestoo.In
myday-to-dayIworkwithpeoplewhoare
incrediblypassionateaboutcitiesandbeing
apartofabetterfutureforCapeTown.There’s
somethingabouttheirenthusiasmandinsight
thatweavesmeclosertomywork,closerto
thishumantapestrythatmakesuptheCape
TownPartnership.

thirdsofSouthAfrica’spopulation
arealreadylivingincities,andthat
thesecities,whilethey’reseenas
placesofincredibleopportunity,also
faceextremechallenges.Notleast
amongthesearetryingtoreversethe
effectapartheidplanning(andmany
moredecadesofsegregation)had
onourcities,whilealsoaddressing
theseverestrainthatmigration
andurbanisationareplacingon
oururbaninfrastructure.Weknow
wefaceabacklogofhousingand
transportinfrastructure–acity’sbasic
connectors–acrossthecountry.
Weknowweneedtoaddressthisbacklog
andreversetheeffectsofapartheid.We
knowourcitiesneedtobecomeplaces
wherepeople–allpeople,nomatterwho
theyareorwherethey’refrom–canlive
full,connected,healthy,meaningfullives.
Thisweknow.
Whatwedon’talwaysknowishowto
getthere,tothisplacecalled“better
tomorrow”.
Forsometimenow,asacityandasa
people,we’vebeenguidedbysomeone
else’sroadmap.Guidesto“amoreliveable
city”ora“world-classcity”wereandare
usefulinhelpingusunderstandhowother
placeshavereconnectedandreconfigured
themselvesforthegreatergood.Wecan
In any journey of understanding, it helps
to start with what you know.
MESSAGE FROM THE CHAIRPERSON
learnfrominternationalcasestudiesand
successes.Butwhattheseguidesand
roadmapsdon’talwaysaccountforisthe
amazingdiversityoftheplacewecallhome,
ortheimpacthistoryandmemorycontinue
tohaveonoursenseofselfandoursense
ofplace.Ourjourney,forbetterorworse,
isnotgoingtobeassimpleastakingthe
pathsotherpeoplehaveforged.
Ifwe’regoingtogetwherewe’regoing,to
thisplacemarked‘better’and‘tomorrow’,
weneedtodefine,forourselves,abetter
measureofourprogressandasenseof
wherewe’regoing:WhatinAfricaisour
definitionof‘liveability’?Inresponsetothis
question,whatwouldthefutureofCape
Townthenlooklike?
Ifwe’retalkingaboutthefutureintermsof
howthecitylooks,thenI’mnotsureanyof
usreallyknow.Wemightnothaveseenits
formyet.ButwhatIdoknow,andwhatIcan
see,isavisionofthehumanlivesitmakes
possible.
It’saplacewherepeopleareabletolive
closetotheirjobs,wheretheydon’thaveto
leavetheirchildrenintheearlyhoursofthe
morning,justtobringhomeenoughtofeed
theirfamilies.Aplacewheretransportcosts
don’ttakeup10-20%ofpeople’ssalaries,
andtheycaninvestthattimeandmoney
moreproductively,plantingitsomewhere
elseintheirlives.
It’sacitywithalivingheartofallkindsof
people.Aplacewherechildrencansafely
playinthestreetsandpublicspacesare
welcoming,comfortableandaccessible
enoughforustotreatthemlikeour
ownlivingrooms.Spaceswherewe
canexpressourselvesandspeakour
minds,justasmuchaswecanlearnto
bemorecognisantofothers.Aplace
wecanallcallhome–evenifwedidn’t
growuphere,orarejuststayingfora
time.
Idon’tknowthisforsure,butmaybe,
justmaybe,thiscityofthefutureisn’t
altogetheroutthere.Maybeit’sinus,
alreadyhere,unfoldingeveryday
likeaquietmiracle.Inthe
resourcefulnessandresilienceof
peoplewhofindtheirwayinthe
city,evenwhenthepathisn’tpaved.
Intheconnectionsandeveryday
conversationsbetweenpeoplewhose
pathsmightneverhavecrossed
before,whofindeachotherdespite
thedividesofhistoryandgeography.
Inmyfirstyearaschairpersonofthe
boardoftheCapeTownPartnership,
I’vefoundmyselfthinkingalotabout
transformationofanapartheidcityas
workthatstartswithbuildingbridges–
betweenpeople.Anintegratedpublic
transitsystemforthesoul,perhaps?
Initspurestform,thisistheworkthe
CapeTownPartnershipiscommitting
itselfto.It’snotjustworkforthelong-
haul,butalsothekindthatisnever
finished,thekindofdestinationyou
keephavingtoredefineeverytimeyou
arrive.It’sapathyoucan’ttakealone.
Whoeveryouareandwhateveryour
storyis,ifyouliveandworkinCape
Town,I’dliketoencourageyouto
thinkaboutyourjourneythrough
thisspace,andthisideathat,inyour
everydayinteractions,youcreatethe
cityoftomorrow.

Whenwewerefoundedin1999–by
theCapeChamberoftheCommerce,
theSouthAfricanPropertyOwners
AssociationandtheCityofCapeTown
–itwasinresponsetothestateof
CapeTown’scentralbusinessdistrict.
Theareawasincrisis:businesses
weremovingout(orthreateningto)
andthestreetsweren’tsafe.
Atthetime,thewaywethought
aboutcitieswasverymuchas
economicengines,placesdrivenby
investment.Togetherwithourcore
partners(andourfirstproject),the
CentralCityImprovementDistrict,we
weresingle-mindedinensuringthe
citycentrewascleanandsafesothat
itwasattractivetobusiness.Wespent
alotoftimeactingasatranslator
betweenthepublicandprivatesector
(specificallypropertydevelopersand
owners),workingtoensurebusiness
stayedinthecentralbusinessdistrict.
Withinadecade,CapeTown’s
downtownareahadundergonea
totalturnaround,becomingoneof
thecleanestandsafestinthecountry,
andbusinesswasbooming.

StartedinJune2012,thefirstDesign
Stormingsessionfocusedonissuesofwaste
managementinKhayelitsha.Someinteresting
proposalsweredevelopedandputforward
totheCityofCapeTown.Offthebackofthis
process,apilotSolidWasteManagement
ProjecthasbeenestablishedbytheCity.
ThesecondDesignStormingsession,heldin
August2013andco-hostedbyEqualEducation
andIkamvaLabantuduringtheOpen
Designfestival,focusedonearlychildhood
developmentandhowtogetparentsmore
activelyinvolved.
“TheDesignStormingmodeladdsa
collaborativeapproachtothedesignprocess,”
saysprojectmanagerMikePurdham.“It’snot
aboutreinventingthewheel,orgenerating
newprogrammes,butratheraboutworking
withthestakeholderstocomeupwithideas
thatcanresultinrealimprovements.”

Ashifthastakenplaceintheapproach of
theCapeTownPartnershiptoinitiatingand
definingprojects.Sincetheendof2012,we
havebeenintheslowprocessofestablishing
relationshipswithvariouscommunitieswho
haveadirectorindirectstakeinTrafalgar
ParkinWoodstock/DistrictSix.Theprocess
recognisesthatentryintoaspacemeans
‘beinginvitedin’bythepeoplewhoarethere.
Togetinvitedinmeansyouhavetobuildtrust
andthistakestime.
“Weallcarryvariousperspectivesabouta
placelikeTrafalgarParkanditisonlythrough
piecingtogetherthemultipleperspectivesof
peoplethatwecancreatethespaceforany
meaningfulchange.Publicspacesarethelast
freefrontierinneighbourhoodsandshouldbe
preservedassuch,explicitlyaccessibletoall,”
explainsprojectmanagerZarinaNteta.“Itis
imperativethatwetrytolistentoasmuchas
wecantowhatthecommunityneedsitspublic
facilitiestolookandfeellike.Thisistheonly
waywecanevenbegintofacilitatenuanced
andrelevantpublicspaces.”

wherewerecogniseourownstoriesandsee

reflected.Likewise,inMolowehopetocreate
arepositoryofreal,relevantandproudly
localstories,inwhichwecanallrecognise

Urbanagricultureisaboutmorethan
justgreenspacesandvegetables.Itcan
helpprotectoururbanenvironmentwhile
creatingjobsandplayinganimportantrole
inyoutheducation.That’swhytheCape
TownPartnershiphasstartedaseriesof
conversationswithurbangrowers,NGOsand
cityofficials–withaviewtoaligningindividual
effortsandlendingmoremomentumtothe
urbanagriculturemovementinCapeTown.
“Urbanagriculturecanhaveapositive
impactonourcitythroughjobcreationand
byensuringthatthere’sless‘leakage’from
localeconomies,”saysCapeTownPartnership
programmemanagerJodiAllemeier.“Itcan
benefitoururbanenvironmentbyhelpingto
safeguardthequalityofourair,soilandwater,
anditcanhaveimportantsocialbenefits
throughskillstransferandeducation.”

forpeopletoconnectaroundashared

Thursdayofeverymonthahostofgalleriesin
thecitycentrestayopenlater,encouraging
peopletolingerinthecityandenjoythearton
display.AsofSeptember2013,gallery-hoppers
haveevenmorereasontostickaround:City
AllSessionsisamonthlyseriesoffreemusic
concertsinGreenmarketSquare,presented
byCreativeCapeTown,producedbyMaking
MusicProductions,andsupportedbythe
NationalLotteryDevelopmentTrustFundand
theCityofCapeTown.
“Thisseriesisaboutbringingthespiritofthe
acclaimedCityHallSessionstopublicopen
spacebeyondtheconfinesofCapeTownCity
Hall,”explainsproducerSteveGordon.“City
Hallisanextraordinaryspace,butit’salsoused
byanincrediblediversityofcommunitygroups
whichmeansit’ssometimesfullybookedand
wecan’tstageconcertsonourpreferreddates.
Withtheseregularfreeconcertsinthecity,
wecannowshowcaseabroaderspectrumof
artistsmoreregularly,whilealsosupporting
FirstThursdays.”
AsawaytogivegreaterimpetustotheFirst
Thursdaysmovementandencouragepeople
tostaylaterinthecity,CapeTownPartnership
isalsomakingRiebeeckSquare–aspacewe
manageasanorganisation–availableforfood
truckstoparkandplytheirtradeforthenight.
InSouthAfrica,theinformalsector
contributesbetween8-10%tothecountry’s
annualGDP,accountsfor12%ofthelocalCape
Towneconomyandemploys18%ofthecity’s
economicallyactiveresidents.Considering
theeconomicimportanceandhistorical
significanceofinformaltrade,thePartnership
iscommittedtosupportinganddeveloping
thissectorinaholisticmannerandwithinthe
contextofinner-citytransportplanning,the
rightsizingofcompletestreets,urbandesign
processesandthemanagementofpublic
spaces.DuringtheCityofCapeTown’s2012
reviewoftheInformalTradingPolicyand
ManagementFrameworkandamendments
totherelatedby-laws,theCapeTown
Partnershipprovidedcommentandinputinto
shapingthewayforward.
Walkingthetalk,theCapeTownPartnership,
throughitsCreativeCapeTownprogramme,
haspartneredwiththeinformaltrade
communityandvariouspublicandprivate
stakeholderstoseeknewdesignsolutions
fortheinformaltradeunits.Theprojectwill
considertradinglocations,unitandgoods
storage,vendormovement,economic
sustainabilityandtherelationshipswith
theformalsector,withtheaimofdesigning
aviablebusinessmodelforrolloutand
maintenanceofunits.
Thereisalsoarecognitionthatbeyondthe
regulatoryandinfrastructuralcomplexities,
theinformaltradesectorisunderpinned
bycomplexsocialstructures.Through
anemergentdesignprocessCapeTown
PartnershipconsultantAndrewPutter
isseekingtobringtolightsomeofthe
overlookedstakeholdersinthespaceof
informaltrade.Forexample,atseveno’clock
everymorning,homelessmenfromallover
thecityconvergetowaitfortheopportunity
topushtrolliesfromtheExcelsiorbuildingon
HarringtonStreetdowntotheGrandParade.
Andrewproducedaten-minutevideoof
thisjourneyfromstoragetotradingspace
byattachingacameratothetopofatrolley.
Whilethevideoisacreativeproductofthe
process,heexplainsthattherealimpactisthe
conditionsthatleadtoitsproduction:“The
imagesarelessimportantthantheprocess,
whichallowsmetostartmakingaconnection
withthesepeopleandthesocialsystemsthat
existaroundtrolleypushing.Theintentionand
desiretomaketheworkallowsforabetter,
moremultidimensionalwayofunderstanding
thesituation.”
From14to22September2013,Creative
CapeTowninvitedcitizenstoturnthecity
insideoutinthefourthannualCreativeWeek
CapeTown.Thenine-dayfestivalisanopen
calltoCapetonianstohostcreativeevents
thatincludesuchdiversehappeningsas
exhibitions,performances,walkingtourand
publiclectures.Thecrowdsourcedeventsare
thenloggedontheCreativeWeekcalendar
fromwheretheyarepromotedthroughsocial
andtraditionalmedia.Whycrowdsourced?
Whenitcomestoartsandculturalfestivals
curationoftenmeansexclusion;byopening
ituptothecommunityamuchricher
representationofcreativityinthecityis
obtained.Thisyearsawa140eventslistedon
thecalendar,withhighlightsincludingthe
CityExplorationtours,acollaborationbetween
CreativeCapeTownandrenownedcity
creativeslikephotographersEdSuter
andAndrewBrautesethandarchitect
MokenaMakeka,aswellasthelaunchofthe
CapeTownPartnershipmuralprojectinthe
eastofthecity.CapeTownPartnershipacted
asafacilitatorbetweenbuildingowners,the
CityofCapeTownandstreetartiststoenable
therealisationofaseriesofpublicmurals,
thefirsttwoofwhichwerecompletedduring
CreativeWeek.
InMarch2013,welaunchedanewplatform
forconversationaboutourcity:iZimvozase
Kasi.ThisXhosaphrase,whichtranslatesas
“viewsfromthecity”,isanopenspacewhere
thosecommittedtomakingourcityabetter
placecancometogethertoconnectandcreate
positivechange.
Thesessionshavesofarfeaturedawealthof
thought-provokingcommentsandquestions:

Usingthesekindsofethnographic
techniques,CapeTownPartnership
researcherEvanBlakeisinvestigatingthe
socialgeographiesofmarginalisedgroups,
specificallystreetgroups,intheeastcity
area.Recentworkhasspecificallyinvolved
understanding,fromtheperspectiveofstreet
groups, whycurrentsocialoutreachsystems
arenoteffective,withthehopeofdeveloping
experimentalinterventionsinformedbythis
street-level,people-specificresearch.
ThroughhisworkEvanisalsocollaborating
withserviceprovidersworkinginthesector,
liketheServiceDiningRoomstotheeastofthe
citycentre.Apilotprojectiscurrentlyunder
wayattheServiceDiningRoomsthatincludes
anewlibrary,andextendedoperatinghours
thatallowpeopletousethespaceformore
thanjustlunch.Thehopeisthatthispilotwill
providecase-studydatathatcandemonstrate
theurgentneedforinterventionswithalong-
termvisionthatiscontextuallyinformed.

In2008CreativeCapeTownresearch
identifiedtheneighbourhoodeastofthe
CBDashavingahighconcentrationof
design-relatedbusinessesandproximitytoa
universitywithstrongdesignandtechnology
faculties.TheFringebrandwasbornasa
waytomarketthisarea.Whileithasbeen
successfulinestablishinga‘Designand
InnovationDistrict’,theaggressivebranding
andpromotionofa‘futurevision’forthe
districtalsoattractedcriticism.Concerns
abouttheseriousriskofignoringthehistoric
significanceofthearea,whichfallslargely
withinDistrictSix,potentialgentrification
anddisplacementofeconomically
vulnerablepeopleaswellas
thelackofopportunitiesfor
meaningfulengagementintheproject,were
raised.
Afterhonestreflectionwerealisedthatour
approachneedstoevolve.Thefocusnowshifts
awayfromplacemarketingandbranding,
towardsthedeepeningofrelationshipswith
allpeoplewhohaveastakeinthefutureof
thearea;tousingdesignasawayofbridging
differenceswhilstcreatingeconomic
opportunities.
Theareawillalsoplayapivotalroleasa
testinggroundfortheimplementationofthe
WesternCapeDesignStrategy,whichseeks
toenabletheinfrastructureneededtoraise
theprofileofdesignwithintheeconomyand
supportthedevelopmentofdesigners.

Forafewyearsnow,thePartnershiphas
beeninvolvedwiththeculturalstakeholders
surroundingoneofCapeTown’soldest
heritagesites(datingbacktothe1650s),the
Company’sGarden.Oneprojecttoemerge
fromthisinvolvementistheintroductionof
freewirelessinternetaccessattheteagarden.

heartbeatofourcity,”saysCapeTown
PartnershipCEOBulelwaMakalima-Ngewana.
“OurcommitmentattheCapeTown
Partnershipistounlockthecityformore
peopleandthismeansmakingthemostof

successfulCicloviainBogotawherekilometres
ofroadareclosedtomotorisedtrafficona
regularbasistobetransformedintospaces
forpublicrecreation.
Thankstotherelentlesseffortsofthe
OpenStreetsCapeTownworkinggroup,
thefirstfully-fledgedOpenStreets
eventtookplaceon25MayinLower
MainRoadinObservatoryandSalt
River.
Theevent,acollaborationbetween
citizen-ledOpenStreetsCapeTown,
TransportforCapeTown(TCT),the
CapeTownPartnership,andObservatory
ImprovementDistrict,wasagreatsuccess.
Peoplecamefromalloverthepeninsula,by
train,bikeandskateboard.Andwhilethey
werethere,theyambledupanddownthe
road,listenedtobuskersplay,watchedlimber
peopledoacrobaticyoga,chalkedtheir
names,walkedtheirdogsandmetfriends
alongtheway.

pilotingitintheKloofStreetarea:“Intryingto
createa24-hourcity,wearenotonlylookingat
logisticalchallengesbutalsotheneedtohelp
businessesandconsumersunderstandthe
benefitsofextendedtradinghours.”

ACapeTown-basedsocialenterprise,they
publishregularartistprofilesandinterviews
ontheirwebsiteandhostfilmscreenings,
exhibitions,andmonthlynetworkingsessions.
“Ourworkisabouthelpingyoungpeople
maketheirideashappen,”saysDillion.“We
hopeCreativeNestlingswillbetheplatform
thatemergingcreatives,nationallyandacross
thecontinent,gotowiththeirideas.”
InJune2013,CreativeNestlingsbecamea
programmeoftheCapeTownPartnership,

thatbylookingatthecentralcityspecifically
wecanbetterunderstandingthemicro-
patternsthathavethemostsignificant
environmentalimpact.
“Theaimistotranslatethedataproduced
intotoolsthatbothpolicymakersandcitizens
canusetomakedecisions,”sayssenior
researcherAndrewFleming,“butalsototake
thenecessaryactionsthatwouldcontributeto
collectiveandmeaningfulimpactonthefuture
resilienceofourcity.”
Theoutcomesofthisyear-longstrategy
developmentwillincludeguidesandtools
toinformpolicymakingandactionthat
encouragestakeholderstoworktogetherto
reduceoverallcarbonemissionsinthecentral
city.Thiswillfeedintoandsupporttheexisting
CityofCapeTownEnergyandClimateChange
Strategyandassociatedactionplan.
Urbansustainabilityisnowalensfor
theCapeTownPartnership:“Theissueof
loweringcarbonemissionsisnotisolated
butnowinformsourthinkingonissueslike
densificationofhousingoptionsinthe
centralcity,integratedtransportplanning
andurbanagriculture,”explainsprogramme

Apartheidplanningcontinuestohavea
significantimpactonthepeopleofCape
Town.However,adequateaffordablehousing,
closetourbannodes,candoagreatdeal
tobreakdowntheinequalitiesofthepast,
whilealsohavingbeneficialeconomicand
environmentaleffects.Affordablehousing
encourageshigherurbandensities,eases
thedetrimentaleffectsoflow-density
urbansprawlandmeanslessrush-hour
trafficcongestion,morecustomersfor
localbusinessesandlivelier,moreliveable
neighbourhoods.
“Affordablehousingmeansbetteraccess
toalltheamenities,infrastructureand
economicopportunitiesofthecity,”says
seniorresearcherAndrewFleming.“Itmeans
thatchildrenhaveaccesstoparksandschools
andsafemeanstotraveltoboth.Itmeans
theparentsofthosechildrenhaveaccessto
hospitalsandjobopportunitiesandpublic
transport.Itmeanslesstimespentcommuting
toandfromworkwhichinturnmeansmore
timespentwithfamilyandfriends.”

In 14 years of existence, we’ve had to make our own path, not only through the city, but also in our understanding of what a city is and what makes it work. 2008-2012: CITIES ARE FOR PEOPLE Nearlytenyearslater,in2008,webegancol- laboratingwiththeCityofCapeTownona sharedten-yearvisionandworkableplanfor theturnaroundofCapeTown’scentralcity –theareafromSaltRivertoGreenPoint,the mountaintothesea.Theprocessofdefin- ingtheCentralCityDevelopmentStrategy forcedustolookatmorethanjustbusiness andurbanmanagement,andthinkofthe roleevents,theknowledgeandcreative economy,andpopularhistoryandmemory couldplayinthearea’sdevelopment. Overthistime,wecametoseethecityas aninterconnectedsystem–oftransport, infrastructure,business,services–ofwhich peopleweretheusers.Thegoalwastomake thespacemoreuser-friendly.Withthe2010 WorldCup,wewereabletofast-trackanum- berofurbandevelopments:Publicspaces wereupgraded,publictransportrollout wasfast-tracked,pedestriancorridorswere created.It’snotapathwecantakealone. Joinus.Thecitybecamemoreuser-friendly seeminglyovernight,thankstourban design.Onthebackofthatexperience,we starteddrivingCapeTown’ssuccessfulWorld DesignCapitalbid. 2012-2018: PEOPLE ARE THE FUTURE AttheCapeTownPartnership,we’reanexcit- ablegroupofpeoplewithafuture-forward, positiveapproach.Buttherehavebeen unintendedconsequencestoourexuber- anceandtherateofoursuccess.Wenever sawourselvesasagentsofgentrification, orthoughtofdevelopmentasatoolfordis- placement.Andyetthatishowourworkhas beenseen,andcriticised,insomequarters. Lookingback,partofourlearninghas beennottogetsocaughtupinthings–in urbanupgrades,cyclelanes,cranesonthe skyline,theideaofdesign,pursuitoftitles like“world-classcity”–thatweforgetabout people.Intryingtopavearoadtoourfuture, attimeswelostsightofourpast:partsof CapeTownmight’vetransformedinthelast fewyears,butmanyothersarestilllivingout apartheid-erarealitiesofalifedividedand disconnected. Thinkingofacityasaneconomicengineor aninterconnectedsystemhadusthinking ofpeoplemoreasusersorconsumersofa citythancreatorsofit.Today,we’vecome tothinkofcitiesasplacesof“concentrated humanity”,networksofhumanconnections. That’swhy,forthenextfiveyearsoftheCape TownPartnershipandtheremainingtermof theCentralCityDevelopmentStrategy,our focusisonputtingpeoplefirst.Onparticipa- tionandpeople-basedplacemaking,not destinationmarketing.Ondialogueand debate,notone-wayconversation. Attheheartofacityispeople.Andforitto work,itspeople,ourpeople,havetowork together. OURWHYOUR HISTORY Most journeys begin at home. For the last 12 years Cape Town has been the place I call home. So perhaps it’s appropriate, in this mapped guide to the Cape Town Partnership, that I say a little about my personal journey – how I came to be so passionate about cities. “Whatisthecitybutitspeople?”William Shakespeare,CoriolanusIII.1 LikesomeCapetoniansIgrewupintherural areasoftheEasternCapeinSouthAfrica.Asa child,someofthemostexcitingtimesinthe villagethatIcanrememberwerewhenmigrant workerscamehomefromthebigcitiesduring theholidaysand,aroundthefireatnight,would telldramatic,terrible,exciting,extravagant talesofcitylife.Usuallyembellishedstoriestoo. Aschildrenwewouldsitandlisteninaweatthe dramaofitall. Iguessyoucouldsaythatthisstartedmy fascinationwithcities–withhowtheywork, howtheyaredesigned,andthedifferent lifestylestheyattractorencourage.Froman earlyageIdreamedofnotjustlivingorworking inthecity–Iwantedtobepartofmakingit work.ThisisthereasonIchosetownplanning asacareer.Andsostartedmyjourney,from STORIES, CITIES, CITIZENSHIP A PERSONAL JOURNEY notwait–itdoesn’twaitforustohealourselves frompasttrauma,itdoesn’twaitforaBigPlan tobeimplementedinperfectsequenceand with100%predictableresults.Thepeopleof CapeTownarecreative,diverseandchanging thiscity,andadaptingtothiscity,through smallactionseverysingleday.Igettobeapart ofthisbylookingforconnectionsandother opportunitiestoamplifytheseactions.Igetto besurroundedbypeoplewhoarealloffering somethingtowardsthepublicgoodanda sharedfuture.” Itisthiskindofpassionanddedicationthat makeseachday,nomatterhowdifficult, deeplyrewarding. Oneofmyfavouritepoets,BenOkri,speaks abouthow“storiesarethesecretreservoirsof values”.“Changethestoriesindividualsand nationslivebyandtellthemselves,”hesays, “andyouchangetheindividualsandnations. Nationsandpeoplesarelargelythestoriesthey tellthemselves.” Ilookforwardtothattimewhenwetella greater,richer,fullerstoryforCapeTown–as diverseasthemanypeoplewholiveinit.For there’snodoubtinmymindthatCapeTown, likeSouthAfrica,isacitywithapast.Butit’salso apeoplewithafuture. AsStAugustineofHippo,said:“Everycityisa livingbody.” Ihopethatourpassionanddedicationcomes throughasyoureadthispublication.Wehave strivedtobecreativeintellingthestoryofhow wework.Ihope,too,thatyou willbeinspiredtoshareyour storywithus,toweaveinto beingthecityyouwanttoleave behindasyourlegacyforthe nextgeneration. LusikisikiandCapeTown,thestartandend pointsofthistrip,mightseemlikethey’re worldsapart.Butthey’renotsodifferent. Becausewhenyoulookatit,villagesandcities maybeverydifferenttypesofsettlements, buttheyshareoneveryimportantthing: Withoutpeople,theylacksoulandbecome purposeless. There’ssomethingelsethat,forme,connects myfirsthomewithmycurrenthome. Somethingthatmyrootscanteachmeabout mycurrentrole.Itcomesdowntothosestories toldaroundthefire. Inthosemomentswhere weweresharingstories,wewereweavingthe pastwiththepresent,thepresentwiththe future.Storieshaveincrediblepoweroverusas humans.Theycanhelptieustootherpeople andtoasenseofplace.Theycanhelpusfeel likewebelong. Itstrikesmethatthisissomethingcitieslike CapeTownneed:asharedplatformsforcitizen stories,aplacewherepeoplecanweavetheir personalstoriestogether,toseehowtheir strandscometogether.Atyingtogetherofthe humanfabricthatmakesupthiscity.Inmany partsofCapeTown,thereisstillthissenseof alackofownership–thatthecitybelongsto someoneelse.Maybebysharingourpersonal stories,ofhowwecametobehere,andhearing thestoriesofothers,wecanstarttoseehow we’reallconnected,andthatwecanallbelong. Mayberedesigningtheapartheidcitybegins withbuildingbridges–betweenpeople. I’minspiredandmovedbythesestories,not justofcitizens,butofmycolleaguestoo.In myday-to-dayIworkwithpeoplewhoare incrediblypassionateaboutcitiesandbeing apartofabetterfutureforCapeTown.There’s somethingabouttheirenthusiasmandinsight thatweavesmeclosertomywork,closerto thishumantapestrythatmakesuptheCape TownPartnership. Weknowweneedtoaddressthisbacklog andreversetheeffectsofapartheid.We knowourcitiesneedtobecomeplaces wherepeople–allpeople,nomatterwho theyareorwherethey’refrom–canlive full,connected,healthy,meaningfullives. Thisweknow. Whatwedon’talwaysknowishowto getthere,tothisplacecalled“better tomorrow”. Forsometimenow,asacityandasa people,we’vebeenguidedbysomeone else’sroadmap.Guidesto“amoreliveable city”ora“world-classcity”wereandare usefulinhelpingusunderstandhowother placeshavereconnectedandreconfigured themselvesforthegreatergood.Wecan In any journey of understanding, it helps to start with what you know. MESSAGE FROM THE CHAIRPERSON learnfrominternationalcasestudiesand successes.Butwhattheseguidesand roadmapsdon’talwaysaccountforisthe amazingdiversityoftheplacewecallhome, ortheimpacthistoryandmemorycontinue tohaveonoursenseofselfandoursense ofplace.Ourjourney,forbetterorworse, isnotgoingtobeassimpleastakingthe pathsotherpeoplehaveforged. Ifwe’regoingtogetwherewe’regoing,to thisplacemarked‘better’and‘tomorrow’, weneedtodefine,forourselves,abetter measureofourprogressandasenseof wherewe’regoing:WhatinAfricaisour definitionof‘liveability’?Inresponsetothis question,whatwouldthefutureofCape Townthenlooklike? Ifwe’retalkingaboutthefutureintermsof howthecitylooks,thenI’mnotsureanyof usreallyknow.Wemightnothaveseenits formyet.ButwhatIdoknow,andwhatIcan see,isavisionofthehumanlivesitmakes possible. It’saplacewherepeopleareabletolive closetotheirjobs,wheretheydon’thaveto leavetheirchildrenintheearlyhoursofthe morning,justtobringhomeenoughtofeed theirfamilies.Aplacewheretransportcosts don’ttakeup10-20%ofpeople’ssalaries, andtheycaninvestthattimeandmoney moreproductively,plantingitsomewhere elseintheirlives. It’sacitywithalivingheartofallkindsof people.Aplacewherechildrencansafely playinthestreetsandpublicspacesare welcoming,comfortableandaccessible enoughforustotreatthemlikeour ownlivingrooms.Spaceswherewe canexpressourselvesandspeakour minds,justasmuchaswecanlearnto bemorecognisantofothers.Aplace wecanallcallhome–evenifwedidn’t growuphere,orarejuststayingfora time. Idon’tknowthisforsure,butmaybe, justmaybe,thiscityofthefutureisn’t altogetheroutthere.Maybeit’sinus, alreadyhere,unfoldingeveryday likeaquietmiracle.Inthe resourcefulnessandresilienceof peoplewhofindtheirwayinthe city,evenwhenthepathisn’tpaved. Intheconnectionsandeveryday conversationsbetweenpeoplewhose pathsmightneverhavecrossed before,whofindeachotherdespite thedividesofhistoryandgeography. Inmyfirstyearaschairpersonofthe boardoftheCapeTownPartnership, I’vefoundmyselfthinkingalotabout transformationofanapartheidcityas workthatstartswithbuildingbridges– betweenpeople.Anintegratedpublic transitsystemforthesoul,perhaps? Initspurestform,thisistheworkthe CapeTownPartnershipiscommitting itselfto.It’snotjustworkforthelong- haul,butalsothekindthatisnever finished,thekindofdestinationyou keephavingtoredefineeverytimeyou arrive.It’sapathyoucan’ttakealone. NJABULO NDEBELE 1999-2008: CITIES ARE FOR BUSINESS Whenwewerefoundedin1999–by theCapeChamberoftheCommerce, theSouthAfricanPropertyOwners AssociationandtheCityofCapeTown –itwasinresponsetothestateof CapeTown’scentralbusinessdistrict. Theareawasincrisis:businesses weremovingout(orthreateningto) andthestreetsweren’tsafe. Atthetime,thewaywethought aboutcitieswasverymuchas economicengines,placesdrivenby investment.Togetherwithourcore partners(andourfirstproject),the CentralCityImprovementDistrict,we weresingle-mindedinensuringthe citycentrewascleanandsafesothat itwasattractivetobusiness.Wespent alotoftimeactingasatranslator betweenthepublicandprivatesector (specificallypropertydevelopersand owners),workingtoensurebusiness stayedinthecentralbusinessdistrict. Withinadecade,CapeTown’s downtownareahadundergonea totalturnaround,becomingoneof thecleanestandsafestinthecountry, andbusinesswasbooming. StartedinJune2012,thefirstDesign Stormingsessionfocusedonissuesofwaste managementinKhayelitsha.Someinteresting proposalsweredevelopedandputforward totheCityofCapeTown.Offthebackofthis process,apilotSolidWasteManagement ProjecthasbeenestablishedbytheCity. ThesecondDesignStormingsession,heldin August2013andco-hostedbyEqualEducation andIkamvaLabantuduringtheOpen Designfestival,focusedonearlychildhood developmentandhowtogetparentsmore activelyinvolved. “TheDesignStormingmodeladdsa collaborativeapproachtothedesignprocess,” saysprojectmanagerMikePurdham.“It’snot aboutreinventingthewheel,orgenerating newprogrammes,butratheraboutworking withthestakeholderstocomeupwithideas thatcanresultinrealimprovements.” WHAT IS DESIGN STORMING? PROJECT:DesignStorming 04 COMMUNITY Ashifthastakenplaceintheapproach of theCapeTownPartnershiptoinitiatingand definingprojects.Sincetheendof2012,we havebeenintheslowprocessofestablishing relationshipswithvariouscommunitieswho haveadirectorindirectstakeinTrafalgar ParkinWoodstock/DistrictSix.Theprocess recognisesthatentryintoaspacemeans ‘beinginvitedin’bythepeoplewhoarethere. BULELWA MAKALIMA-NGEWANA, CEO FirstThursdays,aglobalconceptbrought toCapeTownbylocalcollaborator GarethPearson,meansthatonthefirst Thursdayofeverymonthahostofgalleriesin thecitycentrestayopenlater,encouraging peopletolingerinthecityandenjoythearton display.AsofSeptember2013,gallery-hoppers haveevenmorereasontostickaround:City AllSessionsisamonthlyseriesoffreemusic concertsinGreenmarketSquare,presented byCreativeCapeTown,producedbyMaking MusicProductions,andsupportedbythe NationalLotteryDevelopmentTrustFundand theCityofCapeTown. “Thisseriesisaboutbringingthespiritofthe acclaimedCityHallSessionstopublicopen spacebeyondtheconfinesofCapeTownCity Hall,”explainsproducerSteveGordon.“City Hallisanextraordinaryspace,butit’salsoused byanincrediblediversityofcommunitygroups whichmeansit’ssometimesfullybookedand wecan’tstageconcertsonourpreferreddates. Withtheseregularfreeconcertsinthecity, wecannowshowcaseabroaderspectrumof artistsmoreregularly,whilealsosupporting FirstThursdays.” AsawaytogivegreaterimpetustotheFirst Thursdaysmovementandencouragepeople tostaylaterinthecity,CapeTownPartnership isalsomakingRiebeeckSquare–aspacewe manageasanorganisation–availableforfood truckstoparkandplytheirtradeforthenight. InSouthAfrica,theinformalsector contributesbetween8-10%tothecountry’s annualGDP,accountsfor12%ofthelocalCape Towneconomyandemploys18%ofthecity’s economicallyactiveresidents.Considering theeconomicimportanceandhistorical significanceofinformaltrade,thePartnership iscommittedtosupportinganddeveloping thissectorinaholisticmannerandwithinthe contextofinner-citytransportplanning,the rightsizingofcompletestreets,urbandesign processesandthemanagementofpublic spaces.DuringtheCityofCapeTown’s2012 reviewoftheInformalTradingPolicyand ManagementFrameworkandamendments totherelatedby-laws,theCapeTown Partnershipprovidedcommentandinputinto shapingthewayforward. Thereisalsoarecognitionthatbeyondthe regulatoryandinfrastructuralcomplexities, theinformaltradesectorisunderpinned bycomplexsocialstructures.Through anemergentdesignprocessCapeTown PartnershipconsultantAndrewPutter isseekingtobringtolightsomeofthe overlookedstakeholdersinthespaceof informaltrade.Forexample,atseveno’clock everymorning,homelessmenfromallover thecityconvergetowaitfortheopportunity topushtrolliesfromtheExcelsiorbuildingon HarringtonStreetdowntotheGrandParade. Andrewproducedaten-minutevideoof thisjourneyfromstoragetotradingspace byattachingacameratothetopofatrolley. Whilethevideoisacreativeproductofthe process,heexplainsthattherealimpactisthe conditionsthatleadtoitsproduction:“The imagesarelessimportantthantheprocess, whichallowsmetostartmakingaconnection withthesepeopleandthesocialsystemsthat existaroundtrolleypushing.Theintentionand desiretomaketheworkallowsforabetter, moremultidimensionalwayofunderstanding thesituation.” From14to22September2013,Creative CapeTowninvitedcitizenstoturnthecity insideoutinthefourthannualCreativeWeek CapeTown.Thenine-dayfestivalisanopen calltoCapetonianstohostcreativeevents thatincludesuchdiversehappeningsas exhibitions,performances,walkingtourand publiclectures.Thecrowdsourcedeventsare thenloggedontheCreativeWeekcalendar fromwheretheyarepromotedthroughsocial andtraditionalmedia.Whycrowdsourced? Whenitcomestoartsandculturalfestivals curationoftenmeansexclusion;byopening ituptothecommunityamuchricher representationofcreativityinthecityis obtained.Thisyearsawa140eventslistedon thecalendar,withhighlightsincludingthe CityExplorationtours,acollaborationbetween CreativeCapeTownandrenownedcity creativeslikephotographersEdSuter andAndrewBrautesethandarchitect MokenaMakeka,aswellasthelaunchofthe CapeTownPartnershipmuralprojectinthe eastofthecity.CapeTownPartnershipacted asafacilitatorbetweenbuildingowners,the CityofCapeTownandstreetartiststoenable therealisationofaseriesofpublicmurals, thefirsttwoofwhichwerecompletedduring CreativeWeek. ThroughhisworkEvanisalsocollaborating withserviceprovidersworkinginthesector, liketheServiceDiningRoomstotheeastofthe citycentre.Apilotprojectiscurrentlyunder wayattheServiceDiningRoomsthatincludes anewlibrary,andextendedoperatinghours thatallowpeopletousethespaceformore thanjustlunch.Thehopeisthatthispilotwill providecase-studydatathatcandemonstrate theurgentneedforinterventionswithalong- termvisionthatiscontextuallyinformed. MAPPING MOMENTS PROJECT: SocialdevelopmentandResearch03 COMMUNITY In2008CreativeCapeTownresearch identifiedtheneighbourhoodeastofthe CBDashavingahighconcentrationof design-relatedbusinessesandproximitytoa universitywithstrongdesignandtechnology faculties.TheFringebrandwasbornasa waytomarketthisarea.Whileithasbeen successfulinestablishinga‘Designand InnovationDistrict’,theaggressivebranding andpromotionofa‘futurevision’forthe districtalsoattractedcriticism.Concerns abouttheseriousriskofignoringthehistoric significanceofthearea,whichfallslargely withinDistrictSix,potentialgentrification anddisplacementofeconomically vulnerablepeopleaswellas thelackofopportunitiesfor meaningfulengagementintheproject,were raised. Afterhonestreflectionwerealisedthatour approachneedstoevolve.Thefocusnowshifts awayfromplacemarketingandbranding, towardsthedeepeningofrelationshipswith allpeoplewhohaveastakeinthefutureof thearea;tousingdesignasawayofbridging differenceswhilstcreatingeconomic opportunities. Theareawillalsoplayapivotalroleasa testinggroundfortheimplementationofthe WesternCapeDesignStrategy,whichseeks toenabletheinfrastructureneededtoraise theprofileofdesignwithintheeconomyand supportthedevelopmentofdesigners. DESIGN BEYOND BORDERS PROJECT: TheFringe01 ECONOMIC DEVELOPMENT Forafewyearsnow,thePartnershiphas beeninvolvedwiththeculturalstakeholders surroundingoneofCapeTown’soldest heritagesites(datingbacktothe1650s),the Company’sGarden.Oneprojecttoemerge fromthisinvolvementistheintroductionof freewirelessinternetaccessattheteagarden. “TheCompany’sGardenisthegreen heartbeatofourcity,”saysCapeTown PartnershipCEOBulelwaMakalima-Ngewana. “OurcommitmentattheCapeTown Partnershipistounlockthecityformore peopleandthismeansmakingthemostof ourpublicspaces.FreeWiFiissuretoaddan extrareasontovisitthisquintessentially CapeTownspace.” Thefreewirelessprojectisaresultofthe collaborativeeffortsoftheCityofCapeTown, theCapeTownPartnership,ConnectedSpace, IzikoMuseumsofSouthAfrica,Company’s GardenandCityParks,andisatestcaseforthe roll-outofotherpublicwirelesshotspotsinthe citycentre. Thankstotherelentlesseffortsofthe OpenStreetsCapeTownworkinggroup, thefirstfully-fledgedOpenStreets eventtookplaceon25MayinLower MainRoadinObservatoryandSalt River. Theevent,acollaborationbetween citizen-ledOpenStreetsCapeTown, TransportforCapeTown(TCT),the CapeTownPartnership,andObservatory ImprovementDistrict,wasagreatsuccess.
