Programmes and initiatives to promote local
governance and decentralisation
How do you assess the current situation
of municipalities? What are the main
challenges local authorities have to face,
including at the financial level?
Municipalities in Lebanon are the elected
bodies closest to the people and as such
have an important role in assisting citizens
with addressing local issues and enhancing
their quality of life. Unfortunately, for too
long municipalities were ignored, and for
a period of over 30 years no municipal
elections were held in Lebanon.
In the lead-up to the 2010 municipal
and mukhtar elections many doubted
the holding of these elections. We were
determined to hold elections in order to
allow our 964 municipalities to regain their
vitality and by the same token reactivate
over 150 municipalities that had been
dissolved since the 2004 elections for
various reasons.
Obviously our attempts at reforming
the local election law indicated our
commitment to making local government
more representative and inclusive. And
while the draft law was adopted at the
cabinet level it was not passed in time for
the elections by Parliament. Nevertheless,
this effort was an opportunity to introduce
important new concepts to the general

‫أطلقت املفوضية األوروبية مسودة جديدة‬
‫للسياسة التجارية لالتحاد األورويب ُتعرف‬
‫بـ"التجارة والنمو وشؤون العامل" مصممة‬
‫ُ‬
‫للمساهمة يف إنعاش االقتصاد األورويب وتعزيز‬
‫التجارة اإلقليمية، خصوصاً يف منطقة جنوب‬
‫املتوسط. وهي ترتكز عىل التقدم املحقق يف‬
‫أهداف "أوروبا العاملية" للفرتة 0102-6002.‬
‫وتحلل املسودة الجديدة أهمية التجارة‬
‫للتنمية االقتصادية واستحداث فرص العمل‬
‫وتقرتح اسرتاتيجية للحد من العوائق التجارية‬
‫وفتح األسواق العاملية. وبحسب املفوض‬
‫األورويب للتجارة كارل دو غوشت، "سوف‬
‫تفتح االسرتاتيجية التجارية املحدّثة األسواق‬
‫اإلقليمية مع جنوب املتوسط، أطلق االتحاد‬ ‫وميكن إبراز أهمية منطقة جنوب املتوسط‬ ‫وتربط أوروبا باملصدر واملناطق الرئيسية للنمو‬
‫مكتب املساعدة يف التصدير التابع لالتحاد‬ ‫بالنسبة إىل االتحاد األورويب بناء عىل أرقام‬ ‫العاملي". وتحمل اسرتاتيجية االنفتاح هذه ثالثة‬
‫األورويب باللغة العربية. وهذا املكتب خدمة‬ ‫التجارة لسنة 9002، حيث أن حجم التجارة‬ ‫منافع: تشجيع النمو االقتصادي وزيادة العاملة‬

‫الخارجي منذ إنشائه.‬
‫ويقيض هدف الجهاز مبساعدة املمثل األعىل‬
‫لالتحاد األورويب للشؤون الخارجية والسياسة‬
‫األمنية، وهو منصب تشغله حالياً كاثرين‬
‫آشتون، يف تأدية مهامه ووضع السياسة‬
‫الخارجية لالتحاد وتنسيقها. وسوف يتمم‬
‫الرئيس مشال سليامن مع كاثرين آشتون خالل زيارتها للبنان (آذار 0102)‬ ‫الجهاز هذه املهمة عرب نرش القيم واملصالح‬

‫هذا الربنامج بإطالق عملية لتخطيط األرايض يف‬ ‫الجبلية وبيئتها التي ما زالت محمية. وتتمحور‬ ‫االستفادة من دعم مناسب، سواء من الجهات‬
‫شامل لبنان باالعتامد عىل املخطط التوجيهي‬ ‫النشاطات بصورة مبارشة حول محورين، تأهيل‬ ‫املانحة أو األجهزة الحكومية.‬

‫اللبنانية بتوجيه االستثامرات العامة ومساعدات‬ ‫بشبكة للمواصالت حسنة األداء، وضامن تنمية‬ ‫اللبنانية. وقد وافق عليه مجلس الوزراء يف شهر‬

‫واملادية واملالية املتوفرة يف البلديات املعنية.‬ ‫بصفتك رئيسة اتحاد بلديات، ما املهام‬

‫وتشمل نشاطات االتحاد حقال واسعاً من‬ ‫واملسؤوليات اليومية التي تؤدينها. وما‬
‫الخدمات العامة، أي السياسة املناطقية والبيئة‬ ‫التحديات التي تواجهينها؟‬
‫والتنظيم املدين ومعالجة النفايات والرصف‬
‫الصحي والسالمة املرورية...‬ ‫يجب أن يكون رئيس البلدية موجهاً جيداً،‬
‫ِّ‬
‫وصاحب رؤية وحس ابتكاري، ورئيس فريق‬
‫لكن يف غياب الوسائل املالية الكافية، مل تعد‬ ‫للتنسيق بني الكثري من األطراف الفاعلة املحلية،‬
‫البلديات تدفع املبالغ املستحقة عليها لالتحاد‬ ‫ّ‬
‫مام يتطلب وقتاً وصرباً. ويتعني عيل أن أضمن‬
‫الذي تبقى موارده محدودة لألسف. ومن شأن‬ ‫مع الفرقاء املعنيني:‬
‫تعزيز دور االتحاد يف مقابل دور البلدية أن‬ ‫• وصوالً أسهل للسكان املحليني إىل الخدمات‬
‫يسمح بتنفيذ مشاريع مشرتكة ال ميكن لبلدية‬ ‫البلدية.‬
‫واحدة تنفيذها.‬ ‫• استقباالً متأنياً والئقاً للمواطنني.‬
‫• تلبية مرضية لجميع الطلبات واملتطلبات.‬
‫تشارك النساء أيضاً بشكل محدود يف العمل‬
‫شأنه السامح للنساء بإثبات ما يستطعن فعله.‬ ‫البلدي: كيف ميكن معالجة هذا الوضع؟ وما‬ ‫كام يشكل التفاعل مع سكان بعقلني والبلدات‬
‫"فتقدم املرأة هو تقدم الجميع"، واملجتمعات‬ ‫رأيك يف مبدأ الكوتا النسائية؟‬ ‫األخرى ضمن االتحاد جزءاً من حيايت اليومية.‬
‫املحلية هي املكان املثايل إلثبات هذا الشعار.‬ ‫وأقر بأن مسؤوليات رئيس البلدية يف لبنان باتت‬
‫صحيح أن متثيل املرأة يف املؤسسات السياسية‬ ‫أصعب خالل األعوام املاضية، بسبب تقليص‬
‫لكن مجرد املوافقة عىل الكوتا النسائية ال تكفي.‬ ‫الوطنية واملحلية يبقى ضعيفاً وبطيئاً. وقد‬ ‫اإليرادات املالية من الدولة اللبنانية. لذلك نقدر‬
‫فمن أجل تحفيز مشاركة أكرب للنساء يف الحكم‬ ‫سجلت نتائج االنتخابات البلدية لسنة 0102‬ ‫املساعدة التي تقدمها الجهات املانحة، فهي‬
‫املحيل، من الرضوري:‬ ‫َ‬
‫زيادة بسيطة يف عدد النساء املنتخبات، لكن‬ ‫تسمح بسد هذا العجز وضامن تنمية أراضينا‬
‫القوانني االنتخابية اللبنانية ال تشجع وصول‬ ‫وتشكل خربة أيضاً.‬
‫• تعبئة كل املجتمع املدين واملسؤولني املدنيني‬ ‫النساء إىل السلطة.‬
‫والروحيني واألحزاب السياسية والنقابات، حتى‬ ‫كيف تنظرين إىل دور االتحاد مقارنة بدور‬
‫ال يكون دعم املرأة مسألة تقترص عىل النساء.‬ ‫وأجد بأن نظام الكوتا املؤقتة مدخل أسايس من‬ ‫البلدية؟ هل تعتقدين بأنه يجب تعزيزه؟‬
‫• تعزيز حشد الجهود عىل املستوى املحيل بني‬ ‫شأنه تحفيز املساواة السياسية بني املرأة والرجل،‬
‫الجمعيات واملجموعات النسائية بهدف إعادة‬ ‫عرب تقليص الحواجز االقتصادية واالجتامعية‬ ‫يهدف اتحاد البلديات إىل تعزيز التنمية‬
‫تحديد عالقاتها مع املؤسسة البلدية.‬ ‫والفكرية التي تعوق مشاركة املرأة. وهذا من‬ ‫املحلية يف إطار احرتام مبدأ اإلنابة والتضامن‬
‫بني البلديات األعضاء، بدمج الوسائل اإلنسانية‬
‫برنامج "السلطات المحلية"‬
‫بشكل أكرث تحديداً املبادرات التي تقع تقليدياً‬ ‫بالتعاون الوثيق مع املجتمعات املحلية‬ ‫بهدف تعزيز التعاون مع املؤسسات غري‬
‫ضمن مهام السلطات املحلية واملبادرات التي‬ ‫واملجموعات األكرث حاجة.‬ ‫الحكومية ومؤسسات املجتمع املدين األخرى‬
‫تسعى إىل تعزيز التناغم بني السلطات املحلية‬ ‫• دعم املبادرات يف االتحاد األورويب والبلدان‬ ‫ومع السلطات املحلية والالمركزية يف مجال‬

‫واملجتمع املدين. فضال عن املبادرات التي تهدف إىل‬ ‫املرشحة لالنضامم إليه بهدف زيادة وعي‬ ‫التنمية، أطلق االتحاد األورويب يف عام 7002‬
‫تعزيز قدرة السلطات املحلية عىل تلبية احتياجات‬ ‫الرأي العام ملسائل التنمية وتشجيع التعليم‬ ‫برنامج "الفاعلون غري الرسميون والسلطات‬
‫املواطنني.‬ ‫ألغراض التنمية.‬ ‫املحلية يف التنمية".‬
